| Abstract: | Establish the scientific concept of development as the Partyg guiding ideology of the Partyg 18 ,it is a new realm of our Party on the relationship of resources, environment and development. Through the analysis of the relationship between market and government, and repositioning the relationship between government and market in the new situation, then mainly play a local government role in the ecological construction of the mar- ket guide. Therefore, the full use of monetary and fiscal policies to overcome market failure in this area, and promote the development of recycling economy in Anhui Province, to build a better Anhui. |
