介绍了赴美国国家标准与技术研究院。加拿大国家研究院等单位对化学计量进行考察的情况，浅谈了几点体会。     

The land remote sensing commercialization Act of 1984

This article examines the effect that private-sector remote sensing activities might have on the international community and on the future of international cooperation in space. It describes in detail The Land Remote Sensing Commercialization Act of 1984, recently passed by the US Congress and signed by President Reagan. The article concludes that it is possible to develop domestic regulations that balance the economic interests of the private sector with the legal and political concerns of the international community.     

International cooperation and competition in civilian space activities

This article considers how the USA can best maintain its commercial and governmental competitiveness in space, while facilitating private investment and international marketing, and at the same time keeping up significant cooperation with other nations. The current state of US civilian space activities in each of these areas is summarized, and several alternative solutions are presented. The article concludes that strengthening US competition with other space-capable nations, and improving US ability to cooperate effectively, will require careful coordination of the activities of federal agencies with each other and with the private sector.     

美国社会性管制制度变迁及发展趋势——兼论中国社会性管制制度的完善

美国的社会性管制在1995年之后进入了一个全新的发展时期,呈现出一些新的发展趋势。在近百年的发展过程中,美国社会性管制积累了许多成功经验,这些对于正处于经济转型过程中的中国在积极推进社会性体制改革、提高政府管制效益等方面具有重要的启示意义。     

International involvement in the US space station programme

This article considers the issues surrounding the nature and extent of involvement in the US space station initiative. The motives and objectives of US cooperation with its allies are analysed from the perspective of both the USA and its potential partners. Guidelines for the forthcoming negotiations between these parties are elaborated through a review of past experience in international space cooperation. Developing a framework for collaboration will require significant trade-offs and will have to accommodate a number of not always consistent interests.     

国外的预警卫星系统

文章简述了美国预警卫星系统的发展历程,较详细的介绍了国防支援计划(DSP)和天基红外系统(SBIRS)。最后还提到了前苏联/俄罗斯的预警卫星系统和日本,法国的预警卫星计划。     

Faster algorithm of debris cloud orbital character from spacecraft collision breakup

Space debris is polluting the space environment. Collision fragment is its important source. NASA standard breakup model, including size distributions, area-to-mass distributions, and delta velocity distributions, is a statistic experimental model used widely. The general algorithm based on the model is introduced. But this algorithm is difficult when debris quantity is more than hundreds or thousands. So a new faster algorithm for calculating debris cloud orbital lifetime and character from spacecraft collision breakup is presented first. For validating the faster algorithm, USA 193 satellite breakup event is simulated and compared with general algorithm. Contrast result indicates that calculation speed and efficiency of faster algorithm is very good. When debris size is in 0.01–0.05 m, the faster algorithm is almost a hundred times faster than general algorithm. And at the same time, its calculation precision is held well. The difference between corresponding orbital debris ratios from two algorithms is less than 1% generally.
