美国航天运载系统发展动态

本文是任新民同志1987年9月在航天部推进专业会议上的讲话,主要介绍美国国家航空航天飞机计划、航天飞机Shuttle 2的设想以及美国对研制大运载系统及动力装置的一些情况。     

结构动力模型一体化降阶技术

本文提出应用一体化降价技术实现结构动力模型的有效降阶，即首先在物理空间用动力缩聚（dy-namic condensation）法，然后在状态空间用平衡模型降阶（Balance Model Reduction）法，降低原始模型的阶数，这样就能结合有限元分析中物理模型降阶技术及控制理论中平衡降阶法的优点，所得降阶模型不仅阶数较低，而且所得状态空间方程具有可观且可控的优点。仿真表明，这种一体化降价技术算法稳定，计算精度高。     

Crew autonomy for deep space exploration: Lessons from the Antarctic Search for Meteorites

Future piloted missions to explore asteroids, Mars, and other targets beyond the Moon will experience strict limitations on communication between vehicles in space and control centers on Earth. These limitations will require crews to operate with greater autonomy than any past space mission has demonstrated. The Antarctic Search for Meteorites (ANSMET) project, which regularly sends small teams of researchers to remote parts of the southern continent, resembles a space mission in many ways but does not rely upon a control center. It provides a useful crew autonomy model for planners of future deep space exploration missions. In contrast to current space missions, ANSMET gives the crew the authority to adjust competing work priorities, task assignments, and daily schedules; allows the crew to be the primary monitor of mission progress; demands greater crew accountability for operational errors; requires the crew to make the most of limited communication bandwidth; adopts systems designed for simple operation and failure recovery; and grants the crew a leading role in the selection and stowage of their equipment.     

从伊拉克战争的视角看国际法

伊拉克战争，让人们对国际法存在的意义发生了疑问，对国际法的作用表示出极大的怀疑。笔者从伊拉克战争这一事件本身出发，用国际法基本理论，对这一事件的非法性以及伊拉克战争给国际法的冲击作了分析与探讨。笔者认为，伊拉克战争固然给国际法带来了一定的影响，但伊拉克战争以及战后的相关问题的解决，离不开国际法。国际法依然有着无法取代的作用。

通过考察了解了英国目前的教育体制与职业培训体系以及作者对英国职业教育的印象、感触及启示。在不同的历史时期，英国职业教育及其培训的形式不同；英国颁布的一些法律对发展职业教育起到了非常重要的作用；政府在职业教育及其培训中扮演了重要的角色。     

United Nations Human Space Technology Initiative (HSTI)

The Human Space Technology Initiative was launched in 2010 within the framework of the United Nations Programme on Space Applications implemented by the Office for Outer Space Affairs of the United Nations. It aims to involve more countries in activities related to human spaceflight and space exploration and to increase the benefits from the outcome of such activities through international cooperation, to make space exploration a truly international effort.     

No deal in space: A bargaining model analysis of U.S. resistance to space arms control

Space systems are essential to the global economy and security. The possibility of disruptions arising from competition between the United States and China through the testing and deployment of weapons in space has led to concerns over an incipient space arms race that would threaten satellites, leading to international calls for a space arms control treaty. The paper presents a rationalist theory analysis on the lack of progress in establishing such a treaty, identifying the United States' position of primacy in the global order and its preeminence in space as a primary cause.     

Planetary protection on international waters: An onboard protocol for capsule retrieval and biosafety control in sample return mission

Planetary protection has been recognized as one of the most important issues in sample return missions that may host certain living forms and biotic signatures in a returned sample. This paper proposes an initiative of sample capsule retrieval and onboard biosafety protocol in international waters for future biological and organic constituent missions to bring samples from possible habitable bodies in the solar system. We suggest the advantages of international waters being outside of national jurisdiction and active regions of human and traffic affairs on the condition that we accept the Outer Space Treaty. The scheme of onboard biological quarantine definitely reduces the potential risk of back-contamination of extraterrestrial materials to the Earth.

针对卫星导航系统的脆弱性,美国首先提出了导航战的概念。近几年来,美国密集制定了多项有关导航战的政策文件,不断丰富和发展导航战理论与技术,同时将导航战加入到作战演习和部分实战中。从梳理导航战技术现状入手,进而阐述了美国导航战条令与政策的最新进展,分析了近年来美国导航战演习与作战应用实践,最后总结并提出了美国导航战发展启示。
