本文对预先危险分析方法作了简单介绍。重点研究了PHA在航管二次雷达站运行管理中的应用，找出了广汉机场航管二次雷达站运行管理中存在的危险源，采用定性和定量的方法从危险的后果严重程度和发生可能性两方面对风险进行了分析，提出了控制危险性的有效措施。

Approaches to the development of biomedical support systems for piloted exploration missions

Many aspects of the biomedical systems developed and realized aboard orbital stations, the International space station in the first place, deserve to be regarded as predecessors of the systems for health monitoring and maintenance of future exploration crews. At the same time, there are issues and tasks which have not been yet fully resolved. Specifically, these are prevention of the adverse changes in body systems and organs due to microgravity, reliable protection from the spectrum of space radiation, and elucidation of possible effects of hypomagnetic environment. We should not walk away from search and development of key biomedical technologies such as a system of automated fitness evaluation and a psychodiagnostic complex for testing and optimization of operator′s efficiency, and others. We have to address a large number of issues related to designing the composite life support systems of the utmost autonomy, closure and ecological safety of the human environment that will provide transformation of all kinds of waste. Another crucial task is to define a concept of the onboard medical center and dataware including the telemedicine technology. All the above developments should assimilate the most recent achievements in physiology, molecular biology, genetics, and advanced medical technologies. Biomedical researches on biosatellites also do not lose topicality.     

论我国农村剩余劳动力转移制约因素及对策

中国作为一个人口大国，农村发展目前面临的最大制约因素就是农村剩余劳动力的大量存在，解决农村剩余劳动力的出路问题，是加快农业和农村经济发展，多渠道增加农民收入的迫切需要。目前制约农村剩余劳动力转移是由制度障碍，自身素质等多种因素造成的，在此基础上提出了对策建议。     

论个人所得税存在的问题及对策

个人所得税存在实行分项课征制 ,易使纳税人化整为零 ,逃避税收 ;征税范围过窄 ,调节力度有限 ;免征额过低 ,易使富人税变成穷人税 ;纳税申报以个人为准 ,未考虑家庭人口问题 ,有失公平 ;以及征管手段落后等问题 ,进而提出进一步完善现行个人所得税的对策 ,采用总额和分项课征制 ;扩大征税范围 ,严格控制减免税 ;合理确定扣除项目和扣除标准 ;提高免征额 ;加强个税征管力度等措施。

Countermeasures for space radiation induced adverse biologic effects

Radiation exposure in space is expected to increase the risk of cancer and other adverse biological effects in astronauts. The types of space radiation of particular concern for astronaut health are protons and heavy ions known as high atomic number and high energy (HZE) particles. Recent studies have indicated that carcinogenesis induced by protons and HZE particles may be modifiable. We have been evaluating the effects of proton and HZE particle radiation in cultured human cells and animals for nearly a decade. Our results indicate that exposure to proton and HZE particle radiation increases oxidative stress, cytotoxicity, cataract development and malignant transformation in in vivo and/or in vitro experimental systems. We have also shown that these adverse biological effects can be prevented, at least partially, by treatment with antioxidants and some dietary supplements that are readily available and have favorable safety profiles. Some of the antioxidants and dietary supplements are effective in preventing radiation induced malignant transformation in vitro even when applied several days after the radiation exposure. Our recent progress is reviewed and discussed in the context of the relevant literature.
