The signing of an INF arms control treaty in 1987 and the reduction in East-West tension has resulted in a surplus of missiles. Getting rid of them remains a problem, but two distinct initiatives have been advanced in the USA and the USSR for their conversion into low-cost launchers. The author describes these two initiatives and discusses the political and economic issues they raise before speculating on the likelihood of their achievement.  相似文献

Following a solar flare in April 1979, a stream of ions and electrons appeared in interplanetary space for about 8 days. The ions follow a classic ESP pattern. Large fluxes of low energy (2–11 keV) electrons are also present throughout the event. Several distinct populations of these electrons can be identified in association with filaments of interplanetary magnetic field. The electron energy spectrum is remarkably well fit by a power law exponent -2.7 during most of the event.The pitch angle distribution of the low energy electrons are complex and undergo many changes. Weak pitch angle scattering and adiabatic effects play a role in shaping these distributions. The Health/Education Telecommunications (HET) Experiment involved six different experiments conducted under the auspices of the Department of Health, Education, and Welfare (HEW) with technical assistance from NASA. The HET Experiment on ATS-6 was operated and controlled from a network coordination center in Denver, Colo., which included a 4-and 6-GHz Earth station. The HET Experiment used remote Earth terminals with 3-m-diameter dishes having a 35 dB gain at 2.5 GHz. In addition, comprehensive terminals operating at both C-band and S-band were used for communications with Alaska. The total network involved a complex of satellite and land links at C-band, S-band, and very high frequency (VHF), using the ATS-1, ATS-3, and ATS-6 satellites. The network performance exceeded expectations with remote terminal operations exhibiting a peak-to-peak signal to weighted rms noise ratio of 49 dB at least 99 percent of the time. The remote site operators performed well and were well motivated although they had little previous technical experience.  相似文献

Design and analysis of physical protection systems requires: (1) identification of mission critical assets; (2) identification of potential threats that might undermine mission capability; (3) identification of the consequences of loss of mission-critical assets (e.g., time and cost to recover required capability and impact on operational readiness); and (4) analysis of the effectiveness of physical protection elements. CPA-Cost and Performance Analysis-addresses the fourth of these four issues. CPA is a methodology that joins activity based cost estimation with performance-based analysis of physical protection systems. CPA offers system managers an approach that supports both tactical decision making and strategic planning. Current exploratory applications of the CPA methodology address analysis of alternative conceptual designs. Hypothetical data is used to illustrate this process  相似文献

It has been speculated that the composition of the exosphere is related to the composition of Mercury’s crustal materials. If this relationship is true, then inferences regarding the bulk chemistry of the planet might be made from a thorough exospheric study. The most vexing of all unsolved problems is the uncertainty in the source of each component. Historically, it has been believed that H and He come primarily from the solar wind (Goldstein, B.E., et al. in J. Geophys. Res. 86:5485–5499, 1981), Na and K come from volatilized materials partitioned between Mercury’s crust and meteoritic impactors (Hunten, D.M., et al. in Mercury, pp. 562–612, 1988; Morgan, T.H., et al. in Icarus 74:156–170, 1988; Killen, R.M., et al. in Icarus 171:1–19, 2004b). The processes that eject atoms and molecules into the exosphere of Mercury are generally considered to be thermal vaporization, photon-stimulated desorption (PSD), impact vaporization, and ion sputtering. Each of these processes has its own temporal and spatial dependence. The exosphere is strongly influenced by Mercury’s highly elliptical orbit and rapid orbital speed. As a consequence the surface undergoes large fluctuations in temperature and experiences differences of insolation with longitude. Because there is no inclination of the orbital axis, there are regions at extreme northern and southern latitudes that are never exposed to direct sunlight. These cold regions may serve as traps for exospheric constituents or for material that is brought in by exogenic sources such as comets, interplanetary dust, or solar wind, etc. The source rates are dependent not only on temperature and composition of the surface, but also on such factors as porosity, mineralogy, and space weathering. They are not independent of each other. For instance, ion impact may create crystal defects which enhance diffusion of atoms through the grain, and in turn enhance the efficiency of PSD. The impact flux and the size distribution of impactors affects regolith turnover rates (gardening) and the depth dependence of vaporization rates. Gardening serves both as a sink for material and as a source for fresh material. This is extremely important in bounding the rates of the other processes. Space weathering effects, such as the creation of needle-like structures in the regolith, will limit the ejection of atoms by such processes as PSD and ion-sputtering. Therefore, the use of laboratory rates in estimates of exospheric source rates can be helpful but also are often inaccurate if not modified appropriately. Porosity effects may reduce yields by a factor of three (Cassidy, T.A., and Johnson, R.E. in Icarus 176:499–507, 2005). The loss of all atomic species from Mercury’s exosphere other than H and He must be by non-thermal escape. The relative rates of photo-ionization, loss of photo-ions to the solar wind, entrainment of ions in the magnetosphere and direct impact of photo-ions to the surface are an area of active research. Four recent sounding rocket experiments demonstrate that the release of neutral gas from both positively and negatively charged vehicles returns the vehicle potential to near the plasma potential. Early active experiment payloads, CHARGE-2 and SPEAR-1, observed enhanced currents from/to the vehicles during unplanned attitude thruster firings. The follow-on CHARGE-2B and SPEAR-3 payloads directly measured the changes to the vehicle potential caused by both planned argon and unplanned nitrogen releases. The gas releases from positively charged CHARGE-2B consistently reduced the potential to 20–50 V, whereas the gas releases from negatively charged SPEAR-3 brought the potential to between −200 and −500 V. The difference in grounding levels for positively and negatively charged payloads suggests that the gas responsible for grounding is near the vehicle, within a small fraction of the sheath size.  相似文献

I discuss methods and results in the use of photo-polarimetry and spectro-polarimetry in the studies of magnetic cataclysmic variables. In particular I show how polarimetry can be used to derive the geometry of the accretion region on the surface of the white dwarf, the accreting geometry of the system as a whole and how polarimetry aides in the interpretation of X-ray/optical photometry and spectroscopy. I finish by describing the high speed spectro-polarimetric capabilities of SALT (Southern African Large Telescope) due for completion in 2005.  相似文献

There is a substantial mass of radioactive material in nuclear reactors or radioisotope thermal generators (RTGs) in orbit about the earth. This paper examines the reentry of intact nuclear fuel cores and RTGs and the fragmentation and subsequent radioactive debris cloud deposition and evolution resulting from the impact of orbital debris upon an orbiting reactor, fuel core, or RTG. To assess the intact reentry, decay rates and a predicted decay date using historical and projected orbital decay data, are estimated. The current NASA debris environment model is utilized to estimate impact rates and debris cloud evolution of a fragmentation event. Results of these analyses are compared and concepts are tendered which would tend to minimize the radiological debris hazard to personnel and structures both on the earth's surface and in low earth orbit.  相似文献

Area-to-mass ratios for orbital debris tracked by the U.S. Space Command were calculated from observed changes in apogee and perigee altitude due to atmospheric drag. The area-to-masses observed for the orbital debris were similar to those found for debris from laboratory breakups, and suggest that much of the debris is composed of crumpled thin plates or of insulation material with low effective density. Areas for the debris objects were derived from radar cross-section data. Object masses were calculated from the ratio of the RCS-derived area to the area-to-mass ratio. Analysis of the distributions of fragment masses from the breakups suggests that in many cases, only a portion of the initial object breaks up into small fragments.  相似文献

An estimate-and-subtract algorithm is presented for the real-time digital suppression of radio frequency interference (RFI) in ultrawideband (UWB) synthetic aperture radar (SAR) systems used for foliage- and ground-penetrating imaging. The algorithm separately processes fixed- and variable-frequency interferers. Excision of estimated targets greatly reduces bias in RFI estimates, thereby reducing target energy loss and sidelobe levels in SAR imagery. Performance is demonstrated on data collected with the Army Research Laboratory's UWB rail SAR.  相似文献
