从资源共享视角,指出高校战略联盟是解决教育资源日显稀缺的一条重要途径。高校联盟过程中可以通过制定和实施资源共享发展战略,建立资源共享运行机制与相关制度,成立协调管理组织机构,建设网络共享环境等多种途径实现资源共享。     

Private property rights on asteroid resources: Assessing the legality of the ASTEROIDS Act

On June 10, 2014, a bill proposing to establish and protect (private) property rights on asteroid resources was introduced in the US House of Representatives.Regardless of its effective chances to become law, the presentation of the Bill raises numerous legal questions, particularly concerning the status of extraterrestrial natural resources and the consistency of what the Bill suggests with international space law.The purpose of the present viewpoint is to address and clarify the above questions.     

Friction and Wear Properties of Amorphous Carbon Nitride Coatings in Water Lubrication

The friction and wear properties of amorphous carbon nitride(a-CN x)coatings in water lubrication were reviewed.The influences of mating materials and tribological variables such as normal load(W)and sliding speed(V)on the friction and wear properties of the a-CN x coatings were analyzed.It was indicated that the specific wear rate of the a-CN x coatings was related to the hydration reaction of mating materials with water.If the mating materials were easily hydrated,the specific wear rate of a-CN x coatings was low.The water-lubricated properties of the a-CN x coatings were better in comparison to the a-C coatings.The a-CN x/Si-based non-oxide ceramics tribo-pairs exhibited the lowest friction coefficient and wear rate.To describe their friction and wear properties at the normal loads of 3—15Nand the sliding speeds of 0.05—0.5m/s,the wear-mechanism maps for the a-CN x/SiC(Si3N4)tribo-pairs in water were developed.     

An assessment of semi-analytical models based on the absorption coefficient in retrieving the chlorophyll-a concentration from a reservoir

Monitoring chlorophyll-a (Chl-a) concentrations in inland waters is crucial for water quality management, since Chl-a is a proxy for phytoplankton biomass and, thus, for ecological health of a water environment. Chl-a concentration can be retrieved through the inherent optical properties (IOPs) of a water system, which, in turn, can be remotely sensed obtained. Quasi-analytical algorithm (QAA), originally developed for ocean waters, can also retrieve IOPs for inland waters after re-parameterizations. This study is aimed at assessing the performance of sixteen schemes composed by QAA original and re-parameterized versions followed by models that use absorption coefficients as inputs for estimating Chl-a concentration in Ibitinga reservoir, located at Tietê River cascading system, São Paulo State, Brazil. It was verified that only QAA_V5 based schemes were able to obtain reasonable estimates for image data and that by four models tested presented similar and acceptable results for QAA_V5 outputs. The best model were applied to a Ocean and Land Colour Instrument (OLCI) image. Light absorption in the reservoir showed to be dominated by colored dissolved organic matter (CDOM), and wide spatial and temporal variability of optical and water quality properties was observed.

财产保险中火灾危险源的辨识与评价

为尽量避免保险事故发生，减少事故损失，保险公司必须对所承保的标的进行风险控制。然而，在风险控制的实际工作中，由于危险源的潜在性，使得识别危险源具有一定困难。本文运用系统安全的两类危险源理论，阐述了辨识火灾危险源的具体方法，并引用美国军用标准中提供的风险定性分级方法，提出了一种对火灾危险源进行分级的方法。     

人才资源配置效能的评价指标体系设计

人才资源配置模式包括人才、用人单位、人才中介和政府人事部门四个维度。其运行效果集中体现在人才、用人单位和人才中介这三个维度及其相互关系上。设计了人才资源配置效能的评价指标体系，认为人才维度指标应着重考虑某一地区人才的价值创造状况和人才择业、流动的便利程度以及人才安全性；用人单位维度指标应包括平均稳定率和平均利用率；人才中介维度的指标应涉及信息统筹水平、场内成交率、客户满意度、客户投诉率、客户平均服务周期以及平均交易费用。     

回归人本管理——百年管理史从"科学"到"人文"的发展趋势

管理学诞生百年来，随着社会的进步，“人”的价值日益突显。早期泰勒的“科学管理”是产生于机器大工业特殊历史背景下的产物，其基本信条是工人如牛马，效率高于一切，管理就是监控。20世纪20年代至20世纪30年代，管理学开始关注“人”，其中，人事管理学派主张在管理中“善待”其雇员，但其追求的最高境界只是雇主与雇员利益关系的整合。20世纪中后期，特别是20世纪90年代以来，由于新技术革命的推动，人力资源，特别是知识工人和专业化的人力资本越来越成为决定企业市场竞争成败的战略性要素，于是，以“战略性激励”为核心理念的人力资源管理学逐渐成为管理学主流，但人力资源管理的实质是要求从战略高度将人作为资财（资源、资产、资本）来运营。21世纪的管理要进一步超越人力资源管理，真正树立“以人为本”的理念，从总体上、动态上、“人本”精神层面去挖掘员工的“群体精神创造力”。这在本质上符合马克思关于“人的全面发展”的思想。     

采暖空调技术改造对策综合分析

本文对北京一高层建筑采暖空调系统进行了技术改造方案论证，通过对技术先进性及适用性、改造繁简程度、设备寿命以及运行等诸方面的综合技术分析，确定采用新型螺杆冷水机组＋燃气热水锅炉的方案。新的供暖空调系统安全高效运行并提供了高品质人工环境。     

利用雨水改善城市地下水位下降现状的探讨

本文指出了目前城市建设和排水系统中对雨水以“排”为主是形成地下水位下降的主要原因。指出城市规则和建设与城市排水系统的建设，应该做为一个整体系统来统筹，对雨采取“渗、蓄、排”三者相结合的方针，为雨水向地下渗透提供通道，改善地下水位下降的现状。并就此提出了一些设想和建议。
