欠发达地区招商引资过程中政府、企业与居民互动关系研究——以苏北X县Y镇为例

目前,苏北各地相继实施了招商引资政策。招商引资政策的实施是在现行财政和行政体制背景下进行的,该过程中政府、企业及居民三者的互动关系主要表现为:政府与企业相互交换资源,通过利益共谋形成利益共同体,并通过政府权力运作形成制度化、规范化的利益交换关系;与此同时,该过程中居民从政府、企业方获益甚少或从未获益,因而居民与政府、企业形成利益对抗体,并最终形成了"二对一"的三方关系。这一不和谐的三方关系不利于当前乡村建设与发展,必须主要从政府层面来规范招商引资行为,改善三方不和谐的关系现状。     

Dissipation of magnetic fields in active galactic nuclei

A model for the emission processes causing rapid variability (less than one day) in active galactic nuclei is developed. Relativistic electron beams escape from reconnection sheets in coronae of accretion disks and excite plasma turbulence with a typical frequency , which depends on the electron number densityn (see also the contribution by R. van Oss). The finite lengths of different beams emerging from different reconnection sheets allows that the waves arecoherently scattered to frequencies ²_pe. For Lorentz factors 10³ and densities typical for disk coronaen10⁶ cm ^–3 (derived from iron line observations) one easily reaches the optical, frequency range. The time scale of the variability is then caused by the relaxation of the electron beams. Likewise, this model explains the very rapid variability in the X-ray (less than 10 minutes) by changing the parameters slightly. According to this scenario the higher the variable frequency is, the closer to the central black hole it should originate.     

欧洲返回舱CTV气动特性综述

研究分析了欧洲航天局天地往返运输系统之载人飞船返回舱CTV的气动特性，并与第一代联盟号飞船返回舱的气动特性作了对比研究。该返回舱为钝双锥外形，与联盟号飞船返回舱相比，它具有升阻比高、机动性强、稳定性好等特点。本文还对两类返回舱的气动热特性、防热材料重量、飞行弹道及通讯中断问题进行了对比分析研究。     

Langmuir Turbulence and Solar Radio Bursts

Langmuir waves and turbulence resulting from an electron beam-plasma instability play a fundamental role in the generation of solar radio bursts. We report recent theoretical advances in nonlinear dynamics of Langmuir waves. First, starting from the generalized Zakharov equations, we study the parametric excitation of solar radio bursts at the fundamental plasma frequency driven by a pair of oppositely propagating Langmuir waves with different wave amplitudes. Next, we briefly discuss the emergence of chaos in the Zakharov equations. We point out that chaos can lead to turbulence in the source regions of solar radio emissions. 废气排放塔尾流区随机游动扩散模拟研究

本文对一种建筑结构与形式特异的废气排放源－过江隧道风井塔，进行了如下研究：（１）在环境风洞中通过风井塔后流场的测量，分析给出塔后尾流特征，并进行示踪气体扩散模拟试验和烟云照相；（２）在上述工作基础上，建立一个先进的随机游动扩散模式，模拟尾流区污染物扩散的基本规律，模式计算结果与实验结果吻合较好。建筑物的存在使得地面最大浓度增大３￣４倍，且出现位置离源更近。研究表明，随机游动方法研究对有明显湍流不均     

用FoxBase实现超文本多媒体技术飞机主客仓空调故障诊断系统

本文通过一个应用系统的编制过程，阐述了用数据库技术实现超文本多媒体技术的方法。     

High-Frequency Radio Signatures of Solar Eruptive Flares

Several examples of the radio emission of eruptive solar flares with high-frequency slowly drifting structures and type II bursts are presented. Relationships of these radio bursts with eruptive phenomena such as soft X-ray plasmoid ejection and shock formation are shown. Possible underlying physical processes are discussed in the framework of the plasmoid ejection model of eruptive solar flares. On the other hand, it is shown that these radio bursts can be considered as radio signatures of eruptive solar flares and thus used for the prediction of heliospheric effects. 仿真与响应曲面法的结合及其在综合生产计划中的应用

 论述响应曲面法与仿真相结合的优化结构,着重讨论了一阶和二阶响应曲面的仿真拟合原理和寻优过程,从而可在仿真环境下给出最优决策参数。利用所开发的GASPRSM仿真优化软件,对飞机工厂生产计划安排进行了仿真运行,证明可以取得显著的经济效果。
