社会转型下我国社会管理与社会保障的关系、问题及对策研究

伴随着民生诉求的全面升级、新型城市化战略的有序推进，“党委领导、政府负责、社会协同、公众参与”的社会管理格局得到了进一步拓展完善。社会管理与保障在社会转型下面临着诸多挑战，保障和改善民生成为了深化社会建设的重点。事实上，统筹处理好社会管理与社会保障之间的关系，不仅有助于加强社会管理体制建设、构建统筹城乡的社会保障体制，也利于健全新型社区管理服务机制。

The effect of spatial truncation error on integral inversion of satellite gravity gradiometry data

The satellite gravity gradiometry (SGG) data can be used for local modelling of the Earth’s gravity field. In this study, the SGG data in the local north-oriented and orbital frames are inverted to the gravity anomaly at sea level using the second-order partial derivatives of the extended Stokes formula. The emphasis is on the spatial truncation error and the kernel behaviour of the integral formulas in the aforementioned frames. The paper will show that only the diagonal elements of gravitational tensor at satellite level are suitable for recovering the gravity anomaly at sea level. Numerical studies show that the gravity anomaly can be recovered in Fennoscandia with an accuracy of about 6 mGal directly from on-orbit SGG data.     

Lunar exosphere influence on lunar-based near-ultraviolet astronomical observations

The potential effect of the lunar exosphere on the near-ultraviolet sky background emission is predicted for Lunar-based Ultraviolet Telescope (LUT: a funded Chinese scientific payload for the Chang’e-III mission). Using the upper limit on the OH concentration inferred from the recent MIP CHACE results, our calculations show that the sky brightness due to the illuminated exosphere is <8.7 photons⁻¹ cm⁻² arcsec⁻² within the wavelength range 245–340 nm. By evaluating the signal-to-noise ratios of observations of an AB = 13 mag point source at a series of sky background levels, our analysis indicates that the detection performance of LUT can be moderately degraded by the lunar exosphere emission in most cases. An AB = 13 mag point source can still be detected by the telescope at a signal-to-noise ratio more than 8 when the OH concentration is less than 2 × 10⁸ molecules cm⁻³. However, the effect on the performance is considerable when the exosphere is as dense as suggested by CHACE.     

考虑机翼尾流影响的运输类飞机后体气动外形优化设计（英文）

在某典型运输机翼身组合体的构型上,进行了考虑机翼尾流影响的机身后体气动外形优化设计研究。基于翼身组合体构型建立了考虑尾流影响和部分工程约束的优化设计系统,并对后体构型在巡航状态下进行了优化设计。以比较适合描述后体变形的NURBS样条基函数为空间控制体属性引入FFD自由变形技术,通过在FFD控制框架对该运输机后体进行了空间属性构建。采用无限差值动网格技术提高空间网格的更新效率并保证网格质量。利用改进Kriging代理模型、量子粒子群优化算法提高优化效率和全局寻优能力。为减小巡航阻力,对某运输机后体的上翘角、截面形状等参数进行了优化设计,优化结果显示,设计后的机身气动特性明显提高。     

凝结水回收的节能效益及技术问题

通过对凝结水及其余热回收的经济效益分析,提出了凝结水回收具有重要的节能作用,并从技术上阐述了凝结水回收的方法及技术措施,以便在实际设计、施工中给予重视。

A new approach to solar wind monitoring

The monitoring of solar wind parameters is a key problem of the space weather program. We are presenting a new solution of plasma parameter determination suitable for small and fast solar wind monitors. The first version will be launched during the SPECTR-R project into a highly elongated orbit with apogee ∼350,000 km. The method is based on simultaneous measurements of the total ion flux and ion integral energy spectrum by six identical Faraday cups. Three of them are dedicated to determination of the ion flow direction, the other three (equipped with control grids supplied by a retarding potential) are used for determination of the density, temperature, and speed of the plasma flow. The version under development is primarily designed for the measurements in the solar wind and tail magnetosheath, thus for velocities range from 270 to 750 km/s, temperatures from 1 to 30 eV, and densities up to 200 cm⁻³. However, the instrument design can be simply modified for measurements in other regions with a substantial portion of low-energy plasma as a subsolar magnetosheath, cusp or low-latitude boundary layer. Testing of the engineering model shows that the proposed method can provide reliable plasma parameters with a high time resolution (up to 8 Hz). The paper presents not only the method and its technical realization but it documents all advantages and peculiarities of the suggested approach.     

Effects of geomagnetic activity and atmospheric power variations on quantitative measures of brain activity: Replication of the Azerbaijani studies

This study replicates and extends the observations by Babayev and Allahveriyeva that changes in right hemispheric electroencephalographic activity are correlated with increases in geomagnetic activity. During the geomagnetically quiet interface between solar cycle 23 and 24 quantitative electroencephalographic (QEEG) measurements were completed for normal young adults in three separate experiments involving about 120 samples over 1.5 years. The most consistent, moderate strength correlations occurred for the changes in power within the gamma and theta ranges over the right frontal lobe. Real-time measures of atmospheric power obtained from polar orbiting satellites showed similar effects. The preferential involvement of the right frontal lobe and the regions subject to its inhibition with environmental energetic changes are consistent with the behavioural correlations historically associated with these conditions. They include increased incidence of emotional lability, erroneous reconstruction of experiences, social confrontations, and unusual perceptions.
