找准定位 大有作为——写在我院成立宿舍区学生工作办公室之后

大学生公寓是我国高校教育管理的一个重要组成部分，这是现阶段任何高校都回避不了的现实问题。这个问题解决好了，将对学校育人起到积极的促进作用。目前，我校后勤改革后，公寓成立了宿舍区学生工作办公室。本文就该办公室的运作特点、工作职责及工作方法谈一谈个人认识。     

试论专利信息在企业科研工作中的作用

在分析专利信息的概念、特点及其在企业科研工作中利用现状的基础上，依据国内外专利信息分析研究实例，论述了专利信息在企业科研工作中的重要作用；并结合本公司实际，提出了加强专利信息利用的工作建议。     

目标成本管理在汽车零部件行业应用研究

汽车零部件行业生命周期相对固定、事先确定销售价格、产量预测较为明确等特点使该行业具有目标成本管理的先天优势。而一个产品在生命期必然面对客户每年提出的降价要求,因此如果简单地运用目标价格扣减目标利润的公式难以真正实现产品盈利的目标。文章认为目标成本的确定应该结合产品生命期内的现金流分析,在满足项目评价指标的前提下,在整个生命期内对产品进行成本规划。文章以KD公司为案例企业,对其基于产品生命期现金流的目标成本管理的具体应用方法进行了研究,肯定了其取得的良好效果。

目前，航空运输业自由化的趋势动摇了芝加哥公约的一些基本原则和国际航空运输双边管理体制，讨论了国际航空运输双边管理体制的由来并分析航空自由化发展的趋势，论述了中国航空运输业面临的竞争威胁，探讨了中国航空运输企业加快改革，强化管理，面对自由化挑战的途径。     

公费医疗经费管理及信息分析系统

公费医疗经费管理及信息分析系统是应廊坊市卫生局的要求开发的。本系统以FOXPRO作开发平台，实现了用户提出的基本数据录入及修改、医疗经费核销与拨付、数据自动追加与核减、自动计算平均值及合计值、自动提供分析结果、浏览查询显示分析数据、打印分析总表及简化简化分析表、数据备份及恢复等功能。     

The Special Purpose Dexterous Manipulator (SPDM) Systems Engineering Effort – A successful exercise in cheaper,faster and (hopefully) better systems engineering

The Special Purpose Dexterous Manipulator (SPDM) is the latest Space Robot developed by the Canadian Space Agency (CSA) and McDonald Detwiller Space and Advanced Robotics (MD Robotics, previously Spar Aerospace) for the International Space Station (ISS). The SPDM has presented its designers with a number of new challenges in performing the Systems Engineering effort required for a complex robotic system:(1) The SPDM initial design was started and attained various levels of maturity for various components under the Space Station Freedom environment, then the Program was stopped and finally restarted under the harsher environment in which the International Space Station is being built.(2) The SPDM is the first space robot to utilize previously developed and space certified robotic components, as well as components with high-commonality to the previously developed ones (electronics, S/W).(3) New requirements levied by the Customer during the negotiations leading to the Program re-start necessitated significant architectural changes versus the SPDM configuration `frozen' when the Program was shut down.(4) The SPDM is the first robotic system of this complexity that is being built under a Firm Fixed Price contract, with the commonality assumptions as one of the cost drivers.This combination of components of various pedigree, coupled with the constraints imposed by an FFP contract have been addressed by the designers through the definition of a novel approach to integrated Systems and Design Engineering.     

Data Grids and High Energy Physics: A Melbourne Perspective

The University of Melbourne, Experimental Particle Physics group recognises that the future of computing is an important issue for the scientific community. It is in the nature of research for the questions posed to become more complex, requiring larger computing resources for each generation of experiment. As institutes and universities around the world increasingly pool their resources and work together to solve these questions, the need arises for more sophisticated computing techniques. One such technique, grid computing, is under investigation by many institutes across many disciplines and is the focus of much development in the computing community. ‘The Grid’, as it is commonly named, is heralded as the future of computing for research, education, and industry alike. This paper will introduce the basic concepts of grid technologies including the Globus toolkit and data grids as of July 2002. It will highlight the challenges faced in developing appropriate resource brokers and schedulers, and will look at the future of grids within high energy physics. This revised version was published online in August 2006 with corrections to the Cover Date.

高绩效政府是指政府在履行行政责任的过程中，在注重社会公平的基础上，能够积极回应公众要求，追求公众满意，以相同或更少的资源获得公共产出的最大化。我国建立高绩效政府的路径有：一是继续推进行政体制改革，主要是对行政权力的进一步定位和划分；二是进一步完善制度环境，如人大监督制度、社会监督制度；三是运用科学的管理工具，如绩效评估、全面质量管理；四是加强政府人力资源管理，主要是培养有效的公共管理者、有效地利用激励和建立学习型政府组织。
