Ballooning activities in Japan

The Scientific Balloon Center of ISAS/JAXA has carried out two balloon campaigns at Sanriku, Iwate, Japan every year. Ten to twelve balloon vehicles are launched annually for scientific and engineering experiments. Since 2005, a Brazilian balloon campaign has also been conducted in cooperation with INPE. In the 2006 Brazilian campaign, large and heavy payloads up to 1500 kg for astronomy will be launched. New generation balloons, such as super-pressure balloons and high-altitude balloons with ultra-thin films, are being developed. The current status and prospect of the Japanese scientific ballooning are discussed.

描述了人机系统的基本组成：人的控制系统和技术控制系统。由于控制对象的复杂性，将其整个活动划分为多个子活动，位于不同的工作地点，在每个地点建立相应的人机系统，这就构成了以工作地点为基础的人机系统。依据工作地点之间的联系，确立人机的一现多样性：集中式、分散式、层次式。根据目前中国空中交通流量管理的现状，参考以工作地点为的人机系统设计方法，建立多层次的中国流量管理组织结构，实现有效的人机合作，以此协调各方面的活动与关系，保证空中交通安全有序。     

Organizing and managing satellite solar power

Building an organization and management structure to create, launch, utilize and protect a satellite solar power energy system will require a global policy for the beneficial use of SSP. The fundamental organizational tasks are: (1) R&D, achieved through a project organization characterized by the integrated management of applied science, development research and construction engineering; (2) investment, generated by a series of groups creating financial vehicles for public and private investment; (3) transmission and distribution, characterized by attention to an engineering and maintenance process emphasizing high reliability; and (4) crisis response, demanding readiness for instant response to potential internal or external scenarios. A differentiated global organization spanning the long timeframe of SSP will need to have a central management core representative of all parts of the organization, with the capacity for self-renewal and re-adaptation. To be successful over its long timeframe, the SSP organization will need to build continuity and public confidence through intergenerational communication, public education, and community outreach. Integrating structures must be created at all levels of the organization, and should encompass joint work tasks and information-sharing among both industrial and government members. Developmental and alliance partners who support the formation and financing of a differentiated satellite solar power organization will share commensurately in the technologies and competencies that are created.

分析了一般高速数据总线网络优先权方案的特性，建立了一般ＨＳＤＢ网络多优先权的平均吞吐量模型，导出了不同优先权的平均吞吐量解析表达式，并通过软件仿真验证了由得到的解析表达式。     

Transforming solar system exploration: The origins of the Discovery Program, 1989–1993

The Discovery Program is a rarity in the history of NASA solar system exploration: a reform program that has survived and continued to be influential. This article examines its emergence between 1989 and 1993, largely as the result of the intervention of two people: Stamatios “Tom” Krimigis of the Johns Hopkins University Applied Physics Laboratory (APL), and Wesley Huntress of NASA, who was Division Director of Solar System Exploration 1990–92 and the Associate Administrator for Space Science 1992–98. Krimigis drew on his leadership experience in the space physics community and his knowledge of its Explorer program to propose that it was possible to create new missions to the inner solar system for a fraction of the existing costs. He continued to push that idea for the next two years, but it took the influence of Huntress at NASA Headquarters to push it on to the agenda. Huntress explicitly decided to use APL to force change on the Jet Propulsion Laboratory and the planetary science community. He succeeded in moving the JPL Mars Pathfinder and APL Near Earth Asteroid Rendezvous (NEAR) mission proposals forward as the opening missions for Discovery. But it took Krimigis's political skill and access to Sen. Barbara Mikulski in 1993 to get the NEAR into the NASA budget, thereby likely ensuring that Discovery would not become another one-mission program.     

United Nations Human Space Technology Initiative (HSTI)

The Human Space Technology Initiative was launched in 2010 within the framework of the United Nations Programme on Space Applications implemented by the Office for Outer Space Affairs of the United Nations. It aims to involve more countries in activities related to human spaceflight and space exploration and to increase the benefits from the outcome of such activities through international cooperation, to make space exploration a truly international effort.
