如何有效吸引外商投资，是西部大开发中西部各省所面临的一项重大而又有现实意义的课题。近年来陕西省的引资工作虽然取得一定成效，但与东部各省相比仍存在较大差距，同时也面临西部各省的激烈竞争。作为西部大省的陕西应从制度创新、规范政府行为入手，提高有效制度供给能力，从而在制度安排上切实改善陕西的投资环境，实现投资环境改善和外商投资增长的良性互动。     

民营上市公司股利分配政策的实证分析

文章通过公司是否进行股利分配以及分配的具体形式两个方面对118家民营上市公司的股利分配政策进行了实证分析,从中得出了一些结论:不分配股利的公司占多数;股利分配与否受每股收益的影响明显;股利分配形式多样但比较集中于派发现金股利;股利分配与公司盈利能力正相关.     

International involvement in the US space station programme

This article considers the issues surrounding the nature and extent of involvement in the US space station initiative. The motives and objectives of US cooperation with its allies are analysed from the perspective of both the USA and its potential partners. Guidelines for the forthcoming negotiations between these parties are elaborated through a review of past experience in international space cooperation. Developing a framework for collaboration will require significant trade-offs and will have to accommodate a number of not always consistent interests.     

Power from space: the policy challenge

The scientific community has long embraced the concept of globalized collaboration, recognizing that scientific inquiry knows no borders and that scientific theory transcends nationality. With respect to translating scientific and technological innovation into practical application, however, national, political, and ideological barriers suddenly arise. At a time when the worlds of economics and finance are rapidly globalizing, the world of applied science lags behind — despite increasingly urgent need for global energy solutions. In the context of considering space solar power (SSP) systems, the author contends that these solutions require new ways of determining costs and benefits; that scientific experts should seek active engagement in the policy arena; and that SSP's scientific community has a critical role to play in advocating for consideration of space-based energy solutions.     

IP网络设备典型故障分析及其对策

针对IP网络设备在使用过程中产生的广播风暴、传输数据丢包、MP-group(Multilink-group,复用链路组)接口链路层运行PPP(Point to Point Protocol,点对点协议)异常等问题,结合华为S9300交换机设备、NE40E路由器设备的工作原理,对策略路由机理、STP(Spanning Tree Protocol生成树协议)、广播数据帧复制过程进行了研究和分析。并通过分析问题产生的机理,发现了目前网络数据配置存在的不足,提出了在核心层交换机上配置流过滤策略等应对措施和快速处理故障的方法,对系统进行了完善与改进,并优化了相关领域的应用,为维护人员在任务中迅速、合理地实施应急处置提供了参考。     

The new debate on the working methods of the UNCOPUOS Legal Subcommittee

The 2014 session of the Legal Subcommittee (LSC) of the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS) saw a particularly extensive and thorough debate on the working methods of this forum, which has the status of the highest body in space law making. By discussing the working methods it also became apparent how delegations actually regard the LSC and what expectations they have from it. In a time of considerable changes in space activities and space diplomacy alike, it was only a matter of time that such a comprehensive discussion arose. And while it did not immediately lead to decisions, it provided numerous signals for the future of the LSC.

货币政策具有重要的金融宏观调控功能,但以商业银行体系对中央银行的资金依赖为前提。当前我国商业银行体系流动性过剩,货币政策的金融宏观调控功能已大打折扣。流动性过剩是长期历史趋势,货币政策的金融宏观调控功能已处于从“强有力”向“无能为力”的转化过程之中。货币政策要有效发挥金融宏观调控功能,必须改善货币政策赖以发挥作用的经济环境。     

“双顺差”下中国经济隐含的危机

中国的国际收支正处于“双顺差”阶段,一些学者认为“双顺差”是中国经济迅速腾飞的必经阶段,而另一些学者提出“双顺差”正给中国带来巨大的福利损失。文章对“双顺差”的成因进行分析,指出“双顺差”使中国经济孕育的风险增加,环境污染加剧,资源和能源耗竭速度加快,企业遭遇贸易争端的风险增加,政府储备机构承受的风险越来越高。要控制和缓解“双顺差”带来的危机,可采取以下对策：优化利用外资结构,提高外商投资的门槛;优化和提升出口产品结构,禁止战略性资源出口;扩大内需,降低中国经济的对外贸易依存度;适当放松资本管制,但要抑制非法资本的流入;制定鼓励进口的政策,扩大进口贸易。
