打造廊坊生态、智能、休闲、商务之城的政府绩效管理体系构建研究

"生态、智能、休闲、商务"8个字,是廊坊城市发展的核心定位。在廊坊城市蓬勃发展的同时,社会各界对政府在承担公共管理责任中是否进行有效管理,其效率和效果由谁来评价,以及怎么评价政府绩效等问题的关注程度越来越高,也越来越迫切。基于此,本文以政府绩效管理内涵入手,分析廊坊市政府绩效管理的发展现状以及存在的主要问题,进而探讨在打造廊坊生态、智能、休闲、商务之城中如何构建政府绩效管理体系,并提出相关改进措施。     

某型飞机反推力装置加载试验

由于反推力系统必须在模拟气动载荷下做试验,以验证反推力系统功能的安全可靠性。因此在液压系统地面模拟试验中需配置一套反推力装置加载系统,以实现对反推力在展开和收起过程中所受气动载荷的模拟。在简要介绍反推力系统及其加载系统的基础上,主要研究如何完成某型飞机反推力装置加载试验,并满足其性能要求。     

A novel system parameters design and performance analysis method for Distributed Satellite-borne SAR system

As a promising new technology emerged in recent years, the Distributed Satellite-borne SAR (DSS) system with Interferometric Synthetic Aperture Radar (InSAR) imaging capability has been recognized by the remote sensing community as an integrated part of the spaceborne earth observation system. However, most researches on DSS were focused on individual aspects of system design/analysis and data processing, while few studies have been dedicated to establishing a standard methodological framework for universal DSS system design. Aiming at this problem, the topics of DSS system error analysis and design method are investigated in this paper. Firstly, a rigorous error propagation model of height measurement is theoretically derived from the DSS InSAR imaging geometry, and the impact of each error sources in this model on the height measurement accuracy is analyzed individually. In particular, the baseline length and its measurement error in the InSAR imaging plane are identified as the dominant factors. Second, a new method for DSS system design is proposed based on our analyses with the error propagation model. This method consists of two important phases, namely collaboration design and monostatic design. The major objective of collaboration design is to determine the configuration and parameters for the coordination between satellites in the DSS system. Afterwards, the key parameters for single satellite and the payload are determined by the monostatic design. Thirdly, a system performance analysis method is developed to comprehensively evaluate the performance of the pre-designed DSS system. In the next section, a typical example of DSS system design is given to demonstrate the effectiveness of the proposed system design and analysis methods. The target DSS system has the same goal and hardware configuration as the TanDEM-X mission. Finally, the conclusion is drawn with our major findings are presented.     

中南地区协同流量管理系统设计研究

本文从我国民航空管的实际情况出发,指出了我国建设协同流量管理系统的必要性,并以中南地区为例在其现有流量管理系统的基础上,初步规划了中南地区协同流量管理系统的总体构架及建设步骤,详细设计了系统的主要功能程序及其数据处理流程,为完善建设中南地区流量管理系统拓展了思路,为我国空管全面引入协同决策理念提供了借鉴和参考.     

机械系统故障树分析

故障树分析就是基于系统工程分析方法在系统设计过程中,通过对可能造成系统故障的各种因素进行分析,运用离散数学、数理统计方法确定系统的故障率,并找出相应的纠正措施以提高系统可靠性的一种设计方法.     

Heat storage and electricity generation in the Moon during the lunar night

One of the biggest challenges of the exploration of the Moon is the survival of the crew and the lunar assets during the lunar night. The environmental conditions on the lunar surface and its cycle, with long periods of darkness, make any long mission in need of specific amounts of heat and electricity to be successful. We have analyzed two different systems to produce heat and electricity on the Moon's surface. The first system consists of Thermal Wadis, sources of thermal power that can be used to supply heat to protect the exploration systems from the extreme cold during periods of darkness. Previous results showed that Wadis can supply enough heat to keep lunar devices such as rovers above their minimum operating temperature (approximately 243 K). The second system studied here is the Thermal Energy Storage (TES), which is able to run a heat engine during the lunar night to produce electricity. When the Sun is shining on the Moon's surface, the system can run the engine directly using the solar power and simultaneously heat a thermal mass. This thermal mass is used as a high temperature source to run the heat engine during the night. We present analytical and numerical calculations for the determination of an appropriate thermal mass for the TES system.     

卫星与地面测控系统协调设计研究

卫星运行需要地面测控系统的支持.通过对某些卫星运行与地面测控系统支持方面的实际分析,总结其设计研制和协调中不足,研究卫星系统与地面测控系统的协调设计,并提出相应建议,为我国的卫星发展作一些借鉴.     

高度辅助的INS／SAR组合导航系统研究

对基于SAR图像匹配定位的地形辅助惯性导航系统的原理进行了充分阐述；同时针对SAR图像匹配定位高度通道不可观的特点，增加了高度输出为系统的观测量，从而构成了高度辅助的INS／SAR组合导航系统，并给出了系统实现原理图。依据对SAR图像匹配定位和气压高度表输出的分析，建立了组合导航系统的量测方程，在此基础上设计了线性卡尔曼滤波器，并完成了组合导航系统仿真。仿真结果表明，组合导航系统的定位精度可大大提高，该组合导航系统设计方案是成功可行的。     

短基线高准确度时间传递研究

为了实现守时系统与授时系统的高准确度时间同步,通过搬运钟法对微波时间传输系统的可测量时延部分进行准确测量,应用测量结果对微波时间传输系统进行校准,将GPS共视比对结果与微波时间传输系统的单、双向比对结果进行分析研究,并用BIPM(BUREAU INTERNATIONAL DES POIDS ET MESURES)给出的结果进行验证,得出两种不同时间同步方法的同步误差和两种不同方法产生误差的主要原因,给出了两种不同方法在时间统一系统中的的最佳应用模式。     

合成视景系统的机遇与挑战

基于三维地形显示的合成视景系统结合空中隧道等新技术,为飞行员提高情形认知、降低工作量,同时也给传统驾驶舱显示、飞行安全、航线运营等带来不同程度的影响,特别是对驾驶舱显示将是划时代变革。综述机遇与挑战并结合航空发展,预测合成视景系统在10～15年内必将广泛应用。
