A BRIEF INTRODUCTION TO GEOSPACE DOUBLE STAR PROGRAM

The Geospace Double Star Exploration Project (DSP) contains two small satel lites operating in the near-earth equatorial and polar regions respectively. The tasks of DSP are: (1) to provide high-resolution field, particle and wave mea surements in several important near-earth active regions which have not been covered by existing ISTP missions, such as the near-earth plasma sheet and its boundary layer, the ring current, the radiation belts, the dayside magnetopause boundary layer, and the polar region; (2) to investigate he trigger mechanisms of magnetic storms, magnetospheric substorms, and magnetospheric particle storms, as well as the responses of geospace storms to solar activities and in terplanetary disturbances; (3) to set up the models describing the spatial and temporal variations of the near-earth space environment.To complete the mission, there are eight instruments on board the equatorial satellite and the polar satellite, respectively. The orbit of the equatorial satellite is proposed with a perigee at 550km and an apogee at 60 000km, and the inclination is about 28.5°; while the orbit of the polar satellite with a perigee at 700 km and an apogee at 40 000 km, as well as an inclination about 90°. The equatorial and polar satellites are planed to be launched into orbits in June 2003 and December 2003 respectively to take coordinating measurements with Cluster Ⅱ and other missions.

数字多媒体音频新技术的发展研究——MPEG标准音频编码系统

Mission STS-134: Results of Shape Memory Foam Experiment

Shape memory epoxy foams were used for an experiment aboard the International Space Station (ISS) to evaluate the feasibility of their use for building light actuators and expandable/deployable structures. The experiment named I-FOAM was performed by an autonomous device contained in the BIOKON container (by Kayser Italia) which was in turn composed of control and heating system, battery pack and data acquisition system. To simulate the actuation of simple devices in micro-gravity conditions, three different configurations (compression, bending and torsion) were chosen during the memory step of the foams so as to produce their recovery on ISS. Micro-gravity does not affect the ability of the foams to recover their shape but it poses limits for the heating system design because of the difference in heat transfer on Earth and in orbit. A recovery about 70% was measured at a temperature of 110 °C for the bending and torsion configuration whereas poor recovery was observed for the compression case. Thanks to these results, a new experiment has been developed for a future mission by the same device: for the first time a shape memory composite will be recovered, and the actuation load during time will be measured during the recovery of an epoxy foam sample.     

The PCA Rules for dispute settlement in outer space: A significant step forward

Outer space activities have evolved significantly. While they were previously the exclusive domain of a restricted number of states, now thanks to technological advances and the easing of governmental restrictions, space activities are carried out on a much larger scale and involve subjects of both a governmental and non-governmental nature. Furthermore, the commercial uses of outer space are making space business increasingly profitable and attractive to potential investors. As the economic value of outer space activities, as well as the number of space actors grows, it is nearly inevitable that international disputes related to the use of outer space will occur. Until recently, international space law contained little dedicated machinery to settle international outer space-related disputes. This absence significantly weakened the applicability and enforceability of space law and contributed to a climate of uncertainty. In order to address these issues, the Permanent Court of Arbitration (PCA) adopted the Optional Rules for Arbitration of Disputes Relating to Outer Space Activities on 6 December 2011. The PCA Space Rules represent a significant development in the field of space law because they provide a voluntary and binding dispute settlement method accessible to all space actors and modeled on the specific legal and economic characteristics of space activities. This paper describes the genesis of the PCA Space Rules, assesses their content and innovative character, evaluates their possible implications for the settlement of outer space disputes, and argues that they should be positively received by the outer space community.     

弹道导弹的标准弹道迭代方法研究

传统的以大地距离和大地方位角为基础的标准弹道迭代方法要对目标点的高程和爆高进行归算修正,因此会带来误差。提出了直接利用战斗部爆点坐标进行迭代的方法,可去除高程归算的误差。计算结果表明,该方法是有效的,完全能够满足实际需要。
