关于文件类产品价格管理模式的探讨

文件类产品价格管理是总体设计部管理的重要组成部分,应予以关注和规范化。文章对此问题进行了分析和讨论。首先,以宏观经济学中有关价格的概念为理论基础,介绍了价格的职能和作用,并分析了价格管理应用于文件类产品管理的意义。在此基础上,对总体设计单位文件类产品价格管理的权利和义务进行了讨论。最后,结合航天产品价格管理特点,对文件类产品价格管理模式进行了总结,并提出了如何进一步完善的建议。

分析了空天一体作战天基装备系统——军事卫星,对导弹攻防作战重要的信息支援效用。建立并阐述了天基军事卫星信息系统信息支援下导弹攻防作战过程模型和影响图模型,对模型进行了详细的分析讨论。     

Relaxation of electron and proton radiation belts of the earth after strong magnetic storms

During strong magnetic storms in July and November of 2004 the fluxes of trapped particles (protons and electrons of MeV energies) in the Earth’s radiation belts have increased by orders of magnitude and then decreased remaining on an enhanced level for several months. These enhancements allowed us to study the processes of relaxation of the radiation belts. Measurements of energetic particles by low-altitude satellites Coronas-F and Servis-1 have shown that predictions of the theory about the rate of pitch-angle diffusion are not always correct, giving both overestimated and underestimated values for the lifetime of energetic particles.     

The observation of the galactic anticenter region by the balloon borne gamma-ray telescope Natalya-I

This paper presents the results of measurements of gamma radiation with energies above 5 MeV, from the galactic anticenter region. The balloon-borne gamma ray telescope “Natalya-I”, was launched on 6 November, 1980 from the Tata Institute of Fundamental Research's Balloon Facility (Hyderabad, India) and reached ceiling altitude of 35 km. The results on the accelerator calibration of the telescope, using a “tagged” gamma ray beam are also presented.     

Wave measurements in active experiments on plasma beam injection

The paper presents the results and discussion of VLF wave measurements carried out in the course of two rocket experiments on injection of a dense cesium ion beam into the ionosphere at the heights of 165–240 km. The injection was accompanied by enhancement of the broad-band noise by several orders of magnitude. The wave measurements in the frequency range of 1–11 kHz revealed two pronounced frequencies somewhat exceeding that of the lower-hybrid resonance oscillations in the background plasma and the cesium beam. The oscillations were modulated by frequencies close to the ion-cyclotron frequencies of the background plasma.     

Proposal for a reference model of the middle atmosphere of the southern hemisphere

Available rocketsonde information has been used to compile tables of monthly mean temperature, pressure, density and zonal wind for the middle atmosphere of the southern hemisphere with the purpose of revising similar tables presented to COSPAR earlier. The altitude range is 25 to 80 km in steps of 5 km. The latitude range is 0° to 70°S with a 10° step. The compatability of different sets of temperature measurements is discussed. Mean values of temperature, pressure and zonal wind obtained for the southern hemisphere are compared with northern hemisphere model values. Large differences between the hemispheres (up to 20°C in temperature, 20–30% in pressure, 30–50 m/s in wind) imply that reference atmospheres such as CIRA should be complemented by southern hemisphere climatology.

介绍了战斗机中等幅度滚转姿态快速性的定义，应用欧拉法对19种飞机构形的滚转快速性进行了仿真计算．其结果与地面模拟战斗机攻击机动试验相比较，表明滚转姿态快速性与滚转模态时间常数、滚转操纵效能、副翼操纵速率和控制系统增益等飞行品质要求密切相关，飞行品质标准MIL—STD—1797没有完全涵盖中等幅度滚转姿态变化的要求。

Interaction of artificially injected plasma flows with ionospheric plasma

Results of rocket experiments on study of plasma flows (PF) artificially injected by sources separated from vehicles and their effect on medium parameters in ionosphere at altitudes 160:230 km are presented.PF were injected comprising lithium ions with velocities 1,2 x 10⁴ m/sec. and cesium-potassium ions with velocities (1,4–1,5)x10³ m/sec. Mass flow rate in case of lithium PS is 2 mg/sec, and in case of cesium-potassium PS is 0,2 g/sec. During experiments mass-spectrometer measurements of ion medium content in ranges of different ion masses were held, disturbancies of electric fields with frequencies up to 20 kHz and electron flows with energies 0,7keV, 4,6keV and over 40 keV were controlled at distancies from 150m to (500–600)m between plasma source and scientific equipment.
