A wealth of satellite data has provided information on weather and climate phenomena for the past 40 years. Within this period, however, the heavy human and economic costs of natural disasters have increased considerably. Using hurricanes, droughts, floods and earthquakes which occurred in the USA as examples, this article describes how Earth science can be applied to such situations to predict or mitigate their effects. The economic value of providing such information is discussed, as are the issues that can affect how successful its provision will be. 相似文献

Many of the problems that the Space Shuttle programme has had in meeting its goals of routine and cost-effective access to space can be traced to various characteristics of the decision to develop the Space Shuttle. That decision was made through a process of bureaucratic politics, with little attention given to future users of the Shuttle. Apollo should not serve as a model for the many programs for lunar and planetary exploration currently making headway: it was a unilateral effort whose generous budget would be inconceivable today. Yet President Kennedy was an advocate of cooperation in major space missions, an attitude that makes perfect sense today, when so many agencies have ambitious exploration plans. The importance of President G.W. Bush's ‘Vision for Space Exploration’, by providing a focus for NASA and others, has been underestimated. It should give us a chance to find out whether a long-term objective of moving humans off the home planet is really feasible—surely the point of exploration. 相似文献

The commercial space sector to date has failed to develop comprehensive regulations--"rules of the road"--for its international activities. Within the next 5 years, conflicts with respect to international trade in satellite sales and launch services could emerge, highlighting the need for such a regulatory framework. If the commercial space sector is to continue to develop, it is important to begin discussions now, before these conflicts become significant, on the elements of an appropriate international regulatory framework. The existing framework for space activities was developed when government, not commercial, space activities were dominant, or was adapted from regulations in other sectors such as terrestrial telecommunications. 相似文献
