How far the broad security, political and economic goals behind the USA's invitation to Russia to participate in the International Space Station have been achieved is assessed in this synthesis of the views of a range of experts in Russian affairs and US foreign and national security policy. The article covers the impacts of cooperation on the Russian aerospace industrial base, on nonproliferation issues and on overall US–Russian relations. Various themes are identified—such as Russian ambivalence over embracing Western norms—and while the experts agreed on certain subjects, there was no overall unanimity.  相似文献

This article reviews the three major policy issues likely to arise from an SSP system: environmental safety, frequency allocation and prevention of interference with other frequency-using activities. Supporters of SSP must make sure that their case is heard clearly at the ITU, but they must also do more to promote public awareness of the technology's potential benefits in order to counter inappropriate use of the Precautionary Principle by anti-technology groups. The strengthening of standard-setting groups world-wide will also assist this process.  相似文献

From computers to aeronautics, many industries have achieved great cost savings through the use of modular engineering approaches. In standardizing interfaces between elements and by reusing functional units, projects can achieve direct reductions in required development labor and secondary savings from enhanced reliability via improved process control from manufacturing identical units. Issues involved in the extension of modular design to the space industry are discussed. A cost model is developed to resolve some of the conflicting advantages and disadvantages between modular and customized designs. Key regimes are identified that represent the best opportunities for applying modular concepts.  相似文献

The InSight mission is due to launch in May 2018, carrying a payload of novel instruments designed and tested to probe the interior of Mars whilst deployed directly on the Martian regolith and partially isolated from the Martian environment by the Wind and Thermal Shield. Central to this payload is the seismometry package SEIS consisting of two seismometers, which is supported by a suite of environmental/meteorological sensors (Temperature and Wind Sensor for InSight TWINS; and Auxiliary Payload Sensor Suite APSS). In this work, an optimal estimations inversion scheme which aims to decorrelate the short-period seismometer (SEIS-SP) signal due to seismic activity alone from the environmental signal and random noise is detailed, and tested on both simulated and Viking data. This scheme also applies a module to identify measurements contaminated by Single Event Phenomena (SEP). This scheme will be deployed as the pre-processing pipeline for all SEIS-SP data prior to release to the scientific community for analysis.  相似文献

The high flux of cosmic rays onto the unshielded surface of Mars poses a significant hazard to the survival of martian microbial life. Here, we determined the survival responses of several bacterial strains to ionizing radiation exposure while frozen at a low temperature characteristic of the martian near-subsurface. Novel psychrotolerant bacterial strains were isolated from the Antarctic Dry Valleys, an environmental analogue of the martian surface, and identified by 16S rRNA gene phylogeny as representatives of Brevundimonas, Rhodococcus, and Pseudomonas genera. These isolates, in addition to the known radioresistant extremophile Deinococcus radiodurans, were exposed to gamma rays while frozen on dry ice (-79°C). We found D. radiodurans to exhibit far greater radiation resistance when irradiated at -79°C than was observed in similar studies performed at higher temperatures. This greater radiation resistance has important implications for the estimation of potential survival times of microorganisms near the martian surface. Furthermore, the most radiation resistant of these Dry Valley isolates, Brevundimonas sp. MV.7, was found to show 99% 16S rRNA gene similarity to contaminant bacteria discovered in clean rooms at both Kennedy and Johnson Space Centers and so is of prime concern to efforts in the planetary protection of Mars from our lander probes. Results from this experimental irradiation, combined with previous radiation modeling, indicate that Brevundimonas sp. MV.7 emplaced only 30?cm deep in martian dust could survive the cosmic radiation for up to 100,000 years before suffering 10? population reduction.  相似文献

This study presents results on the investigation of the diurnal, monthly and seasonal variability of Total Electron Content (TEC), phase (σΦσΦ) and amplitude (S4) scintillation indices over Ugandan (Low latitude) region. Scintillation Network Decision Aid (SCINDA) data was obtained from Makerere (0.34°N, 32.57°E) station, Uganda for two years (2011 and 2012). Data from two dual frequency GPS receivers at Mbarara (0.60°S, 30.74°E) and Entebbe (0.04°N, 32.44°E) was used to study TEC climatology during the same period of scintillation study. The results show that peak TEC values were recorded during the months of October–November, and the lowest values during the months of July–August. The diurnal peak of TEC occurs between 10:00 and 14:00 UT hours. Seasonally, the ascending and descending phases of TEC were observed during the equinoxes (March and September) and solstice (June and December), respectively. The scintillations observed during the study were classified as weak (0.1≤S4,σΦσΦ0.3) and strong (0.3<<S4,σΦσΦ1.0). The diurnal scintillation pattern showed peaks between 17:00 and 22:00 UT hour, while the seasonal pattern follows the TEC pattern mentioned above. Amplitude scintillation was more dominant than phase scintillation during the two years of the study. Scintillation peaks occur during the months of March–April and September–October, while the least scintillations occur during the months of June–July. Therefore, the contribution of this study is filling the gap in the current documentation of amplitude scintillation without phase scintillation over the Ugandan region. The scintillations observed have been attributed to wave-like structures which have periods of about 2–3 h, in the range of that of large scale travelling ionospheric disturbances (LSTIDs).  相似文献

This study explores the Design Reference Mission (DRM) architecture developed by Hufenbach et al. (2015) as a prelude to the release of the 2018 Global Exploration Roadmap (GER) developed by the International Space Exploration Coordination Group (ISECG). The focus of this study is the exploration of the south polar region of the Moon, a region that has not been visited by any human missions, yet exhibits a multitude of scientifically important locations – the investigation of which will address long standing questions in lunar research. This DRM architecture involves five landing sites (Malapert massif, South Pole/Shackleton crater, Schrödinger basin, Antoniadi crater, and the South Pole-Aitken basin center), to be visited in sequential years by crew, beginning in 2028. Two Lunar Electric Rovers (LER) are proposed to be tele-robotically operated between sites to rendez-vous with crew at the time of the next landing. With engineering parameters in mind we explore the feasibility of tele-robotic operation of these LERs between lunar landing sites, and identify potential high interest sampling locations en-route. Additionally, in-depth sample collection and return traverses are identified for each individual landing site across key geologic terrains that also detail crew Extra-Vehicular Activity (EVA). Exploration at and between landing sites is designed to address a suite of National Research Council (2007) scientific concepts.  相似文献

Arrays of detectors sensitive to infrared radiation will enable astronomical observations to be made with shorter observing times than with discrete detectors and with good relative spatial accuracy. Systems using such arrays are being developed for astronomy in several regions of the electromagnetic spectrum. An example of an infrared system is given here consisting of a 32×32 element bismuth doped silicon charge injection device array that has been used in an astronomical camera.  相似文献

The experimental observations of Forbush decreases in recent years are reviewed and related to different theoretical models which have been proposed. The observational data from both ground-based and spacecraft experiments were selected to illustrate the important characteristics of Forbush decreases. The form of the rigidity dependence of the cosmic-ray modulation during the decreases and effects of the geomagnetic field upon the magnitude of the decreases are discussed. Recent results to deduce the cosmic-ray flow patterns from the observed anisotropies during the decreases are presented. Other features such as differences in onset times, recovery times, precursory increases are discussed. In considering the theoretical models particular emphasis is placed upon the agreement of the predictions of the model with the experimental observations. A theoretical model is suggested which is not original but represents a synthesis of several models previously proposed. Future important measurements and analyses necessary to an understanding of Forbush decreases are outlined.  相似文献
