Disaster events have always been with us. Success or failure of a disaster response is often determined by timely access to communication and the exchange of reliable information. Especially, crucial is information acquired by on-site first responders responsible for initial disaster assessment. The rapid progress in satellite communication development is laying a foundation for a future where lack of communications will no longer be a limiting or paralyzing factor in disaster response. This paper discusses emerging satellite communications tools that can enhance on site assessment and change the way disaster management is viewed and carried out in the next century.  相似文献

Significant progress has been achieved in India in demonstrating the utility of remote sensing data for various oceanographic applications during the last one decade. Among these, techniques have been developed for retrieval of ocean surface waves, winds, wave forecast model, internal waves, sea surface temperature and chlorophyll pigments. Encouraged from these results as well as for meeting the specific and increasing data requirements on an assured basis by oceanographers, India is making concerted efforts for developing and launching state-of-the-art indigenous satellites for ocean applications in the coming years.

The first in the series of ocean satellites planned for launch is Oceansat-1 (IRS-P4) by early 1999. Oceansat-1 carries on-board an Ocean Colour Monitor (OCM) and a Multi-frequency Scanning Microwave Radiometer (MSMR). OCM will have 8 narrow spectral bands operating in visible and near- infrared bands (402–885 nm) with a spatial resolution of 360 m and swath of 1420 km. The MSMR with its all weather capability is configured to have measurements at 4 frequencies viz., 6.6, 10.65, 18 & 21 GHz in dual polarisation mode with a spatial resolution of 120, 80, 40 & 40 km, respectively with an overall swath of 1360 km. The Oceansat-1 with repetitivity of once in two days will provide global data for retrieval of various oceanographic and meteorological parameters such as chlorophyll (primary productivity), sea surface temperature and wind speed, besides a host of other parameters of relevance to meteorology.

A full fledged satellite for ocean applications known as Oceansat-2 (IRS-P7) is also planned for launch during 2002. This satellite with payload mix of microwave (Scatterometer, Altimeter & Passive Microwave Radiometer), Thermal (TIR) and Optical (OCM) sensors, will provide greater in-sight into the global understanding of ocean dynamics/resources. This mission is expected to provide a complete set of oceanographic measurements, which are useful for providing operational oceanographic services.

Efforts are also on towards development of missions having multi-frequency, multipolarisation and multi-look angle microwave payloads including Synthetic Aperture Radar (SAR) and advanced millimeter wave sounders, besides development of imaging spectrometers by 2005.

A well-knit plan has been initiated in India for utilisation of planned Oceansat data. Important efforts initiated in this direction include SATellite Coastal and Oceanographic Research and Ocean Information Services, which are being carried out on an integrated basis aiming at providing services to the down stream users. The paper highlights these efforts in India towards providing an operational ocean information services in the coming years.  相似文献

The results of determining the rotational motion of the Mir orbital station are presented for four long segments of its unmanned uncontrolled flight in 1999–2000. The determination was carried out using the data of onboard measurements of the Earth's magnetic field intensity. These data, taken for a time interval of several hours, were jointly processed by the least squares method with the help of integration of the equations of station motion relative to its center of mass. As a result of this processing, the initial conditions of motion and the parameters of the mathematical model used were evaluated. The technique of processing is verified using the telemetry data on angular velocity of the station and its attitude parameters. Two types of motion were applied on the investigated segments. One of them (three segments) presents a rotation around the axis of the minimum moment of inertia. This axis executes small oscillations with respect to a normal to the orbit plane. Such a motion was used for the first time on domestic manned orbital complexes. The second type of motion begins with a biaxial rotation which, in a few weeks, goes over into a motion very similar to the rotation around the normal to the orbit plane, but around the axis of the maximum moment of inertia.  相似文献

The results of the determination of the uncontrolled attitude motion of the International Space Station during its unmanned flight in 1999 are presented. The data of onboard measurements of three components of the angular velocity are used for this determination. These data covering an interval of slightly less than one orbit were jointly processed by the least squares method, by integrating the equations of motion of the station relative to its center of mass. As a result of this processing, the initial conditions of the motion and the parameters of the mathematical model used were estimated. The actual motion of the station has been determined for 20 such intervals during April–November. Throughout these intervals, the station rotated about the axis of the minimum moment of inertia, the latter executing small oscillations relative to the local vertical. Such a mode, known as the mode of gravitational orientation of a rotating satellite or the mode of generalized gravitational orientation, was planned before the flight. The measurements were made to verify it. The quasistatic component of the microaccelerations aboard the station is estimated for this mode.  相似文献

The preliminary estimations show that the contemporary level of electronic and information engineering makes it possible to create a small s/c of 150–200 kg mass capable to solve both the problems of Earth remote sensing and many other applied and scientific problems orbiting the planets at 500–1000 km. In accordance with the fundamental criterion for choosing parameters of small multipurpose spacecraft the small UNISAT s/c has been created on the basis of a unified space platform. The design provides for s/c energetic, thermal and space-saving parameters satisfying the conditions for accommodation of various-purpose payload and a possibility of using relatively inexpensive and light launchers like “Start-1” mobile launch complexes. Space platform mass is 100–120 kg; permissible payloads (PL) mass is 40–80 kg; maximal average power consumption of the payload is up to 60 W; three-axes orientation accuracy up to 0.001 deg./s; s/c lifetime is not less than 3–5 years.  相似文献

We analyze the microacceleration measurements carried out onboard the Foton-11 satellite with the three-component accelerometer BETA. The microaccelerations were recorded virtually throughout the entire orbital flight of the Foton-11 satellite. The data obtained were analyzed in the following way. First they were used to determine the actual rotational motion of the satellite for several arbitrarily selected time intervals 4 h long. This problem was solved by constructing the approximation of the microacceleretation low-frequency component (previously determined from the data) by its calculated analog computed along the solutions to differential equations of rotational motion of the satellite. The approximation was made by the least squares method. As a result, those mathematical model parameters and the solutions to equations of motion were found that gave the best consistency of the microacceleretation low-frequency component and its calculated analog. Then the spectral analysis of the low-frequency component and its calculated analog was made. It was shown that, although basic harmonics of these functions coincided sufficiently well, some harmonics of the low-frequency component failed to be interpreted in terms of the satellite's rotational motion.  相似文献

The motion of a planet consisting of a mantle and a core (solid bodies) connected by a viscoelastic layer and interacting with each other and an external point mass by the law of gravitation is considered. The mutual motions of the core and mantle are investigated assuming that the centers of mass of the planet and external point mass moves along undisturbed Keplerian orbits around the common center of mass of the system. The planetary core and mantle have an axial symmetry and different principal moments of inertia, which leads to a displacement of the center of mantle relative to the center of core and to their mutual rotations. The results obtained on the basis of averaged equations are illustrated by the example of the Earth–Moon system.  相似文献

Results of in-flight tests of three modes of uncontrolled attitude motion of the Progress spacecraft are described. These proposed modes of experiments related to microgravity are as follows: (1) triaxial gravitational orientation, (2) gravitational orientation of the rotating satellite, and (3) spin-up in the plane of the orbit around the axis of the maximum moment of inertia. The tests were carried out from May 24 to June 1, 2004 onboard the spacecraft Progress M1-11. The actual motion of this spacecraft with respect to its center of mass, in the above-mentioned modes, was determined by telemetric information about an electric current tapped off from solar batteries. The values of the current obtained during a time interval of several hours were processed jointly using the least squares method by integration of the equations of the spacecraft’s attitude motion. The processing resulted in estimation of the initial conditions of motion and of the parameters of mathematical models used. For the obtained motions the quasi-static component of microaccelerations was computed at a point onboard, where installation of experimental equipment is possible.  相似文献

This paper briefly describes two attempts to utilize detonative combustion processes to MHD conversion of thermal energy of fuel to electrical energy and bonding of atmospheric nitrogen. For this purpose a continuous impulse detonation chamber with a frequency up to 200 cps was constructed. Using methane-oxygen-nitrogen mixtures the chamber was maintained in stable operation for several hundred hours. Oil was also employed as fuel.Estimates based on experimental data showed that up to 2% of chemical energy of the fuel may be converted into electrical energy. The use of an accelerating nozzle may improve this result.The concentration of nitrogen oxide in combustion products of the detonation wave was higher by 14% than that expected under usual combustion conditions.The advantages of this type of apparatus are: absence of compressors for fuel and oxidant, impulse current generation, low temperatures of chamber walls, and operation over a large range of operating conditions.Problems associated with the effect of the magnetic field on the propagation of the detonation wave are discussed and the possibility of applying the Zeldovich theory to the case of MHD interaction is described. It is shown that the detonation velocity may either increase or decrease depending on the relative orientation of the direction of magnetic field with respect to the detonation wave.  相似文献

An integral statistical procedure of determination of the attitude motion of a satellite using the data of onboard measurements of angular velocity vectors and the strength of the Earth’s magnetic field (EMF) is suggested. The procedure uses only the equations of kinematics of a solid body and is applicable to determining both controlled and uncontrollable motions of a satellite at any external mechanical moments acting upon it. When applying this procedure, the data of measurements of both types, accumulated during a certain interval of time, are processed jointly. The data of measuring the angular velocity are smoothed by discrete Fourier series, and these series are substituted into kinematical Poisson equations for elements of the matrix of transition from a satellite-fixed coordinate system to the orbital coordinate system. The equations thus obtained represent a kinematical model of the satellite motion. The solution to these equations (which approximate the actual motion of a satellite) is found from the condition of the best (in the sense of the least squares method) fit of the data of measuring the EMF strength vector to its calculated values.
