The field of disaster risk management is relatively new and takes a structured approach to managing uncertainty related to the threat of natural and man-made disasters. Disaster risk management consists primarily of risk assessment and the development of strategies to mitigate disaster risk. This paper will discuss how increasing both Earth observation data and information technology capabilities can contribute to disaster risk management, particularly in Belize. The paper presents the results and recommendations of a project conducted by an international and interdisciplinary team of experts at the 2009 session of the International Space University in NASA Ames Research Center (California, USA). The aim is to explore the combination of current, planned and potential space-aided, airborne, and ground-based Earth observation tools, the emergence of powerful new web-based and mobile data management tools, and how this combination can support and improve the emerging field of disaster risk management. The starting point of the project was the World Bank’s Comprehensive Approach to Probabilistic Risk Assessment (CAPRA) program, focused in Central America. This program was used as a test bed to analyze current space technologies used in risk management and develop new strategies and tools to be applied in other regions around the world.  相似文献

This work presents the analysis of five fine structures in the solar radio emission, observed between June 2000 and October 2001 by the Brazilian Solar Spectroscope (BSS), in the decimeter frequency band of 950–2500 MHz. Based on their morphological characteristics identified in the dynamic spectra, the fine structures had been classified as type U-like or type J-like bursts. Such emissions are variants of the type III bursts. They support the hypothesis of generation by plasma emission mechanism, from interaction of electron beams accelerated during solar flares, propagating along closed magnetic structures, within the trapped plasma of the solar corona. The spectral and temporal characteristics of the five fine structures had been obtained from the dynamic spectra and the parameters of the agent and the emitting source have been determined, assuming both fundamental and harmonic emissions. The analysis revealed the flux density of the structures is less than 20–80 s.f.u. For assumption of harmonic emission, the interval of values for the source parameters estimated are: the loop size is (0.3–5.1) × 1010 cm; the electron beam velocity is in the range of 0.16–0.53 c; the temperature of coronal loop top is of the order of (0.25–1.55) × 107 K; and the low limit for the magnetic field is of 7–26 G. These results are in agreement with previous determinations reported in the literature.  相似文献

In this paper, some special features on the canonical version of Hori method, when it is applied to generalized canonical systems (systems of differential equations described by a Hamiltonian function linear in the momenta), are presented. Two different procedures, based on a new approach for the integration theory recently presented for the canonical version, are proposed for determining the new Hamiltonian and the generating function for systems whose differential equations for the coordinates describe a periodic system with one fast phase. These procedures are equivalent and they are directly related to the canonical transformations defined by the general solution of the integrable kernel of the Hamiltonian. They provide the same near-identity transformation for the coordinates obtained through the non-canonical version of Hori method. It is also shown that these procedures are connected to the classic averaging principle through a canonical transformation. As examples, asymptotic solutions of a non-linear oscillations problem and of the elliptic perturbed problem are discussed.  相似文献

Data from geostationary operational environmental satellite (GOES) series were used to identify intense solar energetic particle (SEP) events occurred during the solar activity cycle no. 23. We retrieved O3, NO, NO2, HNO3, OH, HCl and OHCl profiles coming from different satellite sensors (solar occultation and limb emission) and we looked for the mesospheric/stratospheric response to SEPs at high terrestrial latitudes. The chemistry of the minor atmospheric components is analysed to evaluate the associated odd nitrogen (NOx) and odd hydrogen (HOx) production, able to cause short (h) and medium (days) term ozone variations. We investigated the effects of SEPs on the polar atmosphere in three different seasons, i.e., January 2005, April 2002 and July 2000. The inter-hemispheric variability of the ozone, induced by the SEP series of January 2005, has been compared with the effects connected both to larger and quite similar events. We found that during SEP events: (i) solar illumination is the key factor driving SEP-induced effects on the chemistry of the polar atmosphere; (ii) even events with limited particle flux in the range 15–40 MeV are able to change the abundance of the minor constituents in the mesosphere and upper stratosphere.  相似文献

During the August 25, 2018 geomagnetic storm, the new borne CSES-01 satellite and the Swarm A satellite detected a really large equatorial plasma bubble (EPB) in the post-midnight sector over western Africa. We investigated the features of this deep ionospheric plasma depletion using data from the Langmuir probes on-board CSES-01 and Swarm A satellites, and data from the high-precision magnetometer and the electric field detector instruments on-board CSES-01. Using also plasma and magnetic field data from THEMIS-E satellite we found that, during the passage of the magnetic cloud that drove the geomagnetic storm, an impulsive variation lasting about ten minutes characterized the solar wind (SW) pressure. The analysis of the delay time, between the occurrence of such impulsive variation and the detection of the plasma bubble, suggests a possible link between the SW pressure impulsive variation as identified by THEMIS-E and the generation of the EPB as detected by CSES-01 and Swarm A. We put forward the hypothesis that the SW pressure impulsive variation might have triggered an eastward prompt penetrating electric field that propagated from high to equatorial latitudes, overlapping in the nightside region to the zonal westward electric field, causing either a reduction or an inversion, at the base of the EPB triggering.  相似文献

We present the results of a streamer-fluid model used to investigate the electrodynamical coupling between the troposphere and upper atmosphere due to the penetration of lightning electric fields into the mesosphere and the lower ionosphere, generating sprites. The model solves the continuity equation for electrons and ions coupled to Poisson equation. The dominant physical response of the atmosphere is the formation of a screening-ionization wave. The wave shields the atmosphere above it from the action of the lightning field and, together with the conductivity reduction below it due to attachment, the wave amplifies the total field below it, allowing for the penetration of intense electric fields in the mesosphere as it propagates downwards into regions of higher density that compress the wave. This is the key physical mechanism for sprite inception. We evaluated the effects of the thundercloud charge geometry, lightning current waveshape, atmospheric conductivity, via different electron density profiles, and the effect of ionization, attachment and electron mobility coefficients in the electrical breakdown process, related to halo production, and sprite streamer initiation. The results showed that electrons with higher mobility are more efficient in shielding the lightning electric field before breakdown, causing delay, and they contribute to the formation of the streamer seed after breakdown, anticipating the sprite streamer inception. Similarly, a higher effective ionization rate, produced by modifications in the attachment and ionization coefficients, anticipates sprite inception. The simulations with 6 different electron density profiles, and therefore conductivities, spanning 4 orders of magnitude, showed that the altitude of breakdown and sprite initiation, as well as their time delays from the lightning discharge are directly related to atmospheric conductivity: higher conductivities produce halo and sprite inception at lower altitudes with longer delays and may hinder sprite formation. We document that variations of 30 times in the lightning current leads to sprite initiation altitudes in the range 66.0–73.5 km, with delays between 1.550 and 34.500 ms, while variations of 4 orders of magnitude in the conductivity profile lead to initiation altitudes 61.0–70.6 km, with delays in the range 3.825–9.825 ms. Consequently, we suggest that lightning characteristics dominate over atmospheric parameters in determining sprites’ initiation altitude and delay. The simulation of a −CG, with a constant current of 30 kA, did not produce a sprite seed, confirming an asymmetry in the response of the atmosphere to positive and negative lightning. This is due to the free electron drift direction that is away from the screening ionization wave, preventing the formation of the streamer seed for the great majority of −CGs. The same does not apply to halos, which depend on the occurrence of breakdown and can be produced by discharges of both polarities.  相似文献

ABSTRACT

The goal of this paper is to present a logic-based formalism for representing knowledge about objects in space and their movements, and show how this knowledge could be built up from the viewpoint of an observer immersed in a dynamic world. In this paper space is represented using functions that extract attributes of depth, size and distance from snapshots of the world. These attributes compose a novel spatial reasoning system named Depth Profile Calculus (DPC). Transitions between qualitative relations involving these attributes are represented by an extension of this calculus called Dynamic Depth Profile Calculus (DDPC). We argue that knowledge about objects in the world could be built up via a process of abduction on DDPC relations.  相似文献

The long-term (solar cycle) changes in the Sun and how it affects the ionospheric F-region observed at São José dos Campos (23.2° S, 45.9° W), Brazil, a location under the southern crest of the equatorial ionospheric anomaly, have been investigated in this paper. The dependence of the F-region peak electron density (foF2) on solar activity during the descending phase of the 23rd solar cycle for the periods of high, medium, and low solar activity has been studied. The ionospheric F-region peak electron densities observed during high and medium solar activity show seasonal variations with maxima close to the equinox periods, whereas during the low solar activity the maxima during the equinox periods is absent. However, during the low solar activity only change observed is a large decrease from summer to winter months. We have further investigated changes in the different ionospheric F-region parameters (minimum virtual height of the F-region (h′F), virtual height at 0.834foF2 (hpF2), and foF2) during summer to winter months in low solar activity periods, 2006–2007 and 2007–2008. Large changes in the two ionospheric parameters (hpF2 and foF2) are observed during summer to winter months in the two low solar activity periods investigated.  相似文献
