One of the purposes of this paper is to stress the fact that the solar type III radio burst is not the simple phenomenon it is sometimes suggested to be. Therefore we present in sections 1 to 7 its various properties derived from observations of the past 20 years. In Section 2 a few theories invoked to describe the basic features are reviewed. This article is a shortened version of a position paper on orbital debris compiled by an Ad hoc Expert Group of the International Academy of Astronautics' Committee on Safety, Rescue and Quality. Its objectives were to elaborate on the need and urgency for action and to indicate ways for its implementation. The article reviews debris control options and methods ranging from those requiring no technology development to those which require new and thus far untried developments.

A model for multinational space cooperation

It is becoming increasingly clear that space activities can benefit from international cooperation, but concerns about national interests remain. This article examines the experience of the Inter-Agency Consultative Group (IACG), which achieved striking success in coordinating the efforts of the USA, the USSR, the European Space Agency and Japan to study Halley's Comet. Subsequently the IACG has undertaken a new project, focused on solar-terrestrial science, and further expansion could follow. However, tje group's success has depended on scrupulous respect for members' national autonomy, and so it is unlikely to herald the formation of a supranational space agency in the near future.
