Cramer-Rao bounds and estimation of the parameters of the Gumbeldistribution

Maximum Likelihood (ML) algorithms and Cramer-Rao (CR) bounds for the location and scale parameters of the Gumbel distribution are discussed. First we consider the case in which the scale parameter is known, obtaining the estimator of the location parameter by solving the likelihood equation and then evaluating its performance. We next consider the case where both the location parameter and the scale parameter are unknown and need to be estimated simultaneously from the reference samples. For this case, performance is analyzed by means of Monte Carlo simulation and compared with the asymptotic CR bound     

How to evidence Primitive Life on an exo-Planet? — The DARWIN project

We report the concept of an IR observatory, with interferometric rejection, to search for Primitive Life on an extra-Solar Planet which has been proposed to the European Space Agency.     

Comet Halley: Nucleus and jets (results of the VEGA mission)

The VEGA-1 and VEGA-2 spacecraft made their closest approach to Comet Halley on 6 and 9 March, respectively. In this paper those results of the onboard imaging experiment which were obtained around closest approach are discussed. The nucleus of the comet was clearly identifiable as an irregularly shaped object, with overall dimensions of (16±1)×(8±1)×(8±1) km. The nucleus rotates in the prograde sense about an axis nearly perpendicular to the orbital plane with a period of 53±2 hours. Its albedo is only $\text{0.04±}\text{0.02}\text{0.01}$ Many of the jet features observed during the second fly-by have been spatially reconstructed. Their sources form a quasi-linear structure on the surface. The dust above the surface is shown to be generally optically thin with the exception of certain specific dust jets. Brightness features on the surface are clearly seen. Correlating our data with other measurements, we conclude that the dirty snow-ball model will probably need to be revised.     

An overview of Allied-Signal's avionics development in the CIS

AlliedSignal Commercial Avionics Systems (ASCAS) and its partners have established the following business objectives: short term (forward-fit and retrofit with off-the-shelf products; co-development of integrated systems); mid term (co-production of avionics products in the CIS); long term (become an integrated element of CIS aerospace industry in partnership with local firms and to maintain the necessary focus to achieve these goals). New atmospheric temperature results from the pioneer Venus entry probes

New Venus temperature profiles, derived from engineering measurements of the Small Probe Net Flux Radiometer (SNFR) instruments generally confirm to high accuracy the vertical structure and horizontal temperature contrast results of Seiff et al. /1/.     

Yohkoh results in the context of the high-latitude heliosphere

Designed primarily to study solar activity, Yohkoh includes an X-ray telescope that obtains full-sun coronal images which show a range of features. Coronal X-ray emission-exclusive of flares, is notable for its variability even in the largest structures. A mass ejection event is related to magnetic field reconnection. Such events exhibit both accelerated and decelerated behaviour. Coronal hole temperatures are estimated from the filter ratio method. A plasma component at around 2.10⁶ K is identified. X-ray emission is detected from the South polar coronal hole. A preliminary comparison of Spartan coronagraph images with Yohkoh data suggests that polar plumes or rays are not connected to bright points.     

Flight test evaluation of a 35 GHz forward looking altimeter forterrain avoidance

Honeywell has conducted a series of flight tests of a 35 GHz digital microprocessor controlled forward looking radar altimeter. A Bell 206L Jet Ranger helicopter was used to evaluate the capability of the sensor as a detector of various types of terrain collision hazards. The sensor was composed of a covert, spread spectrum radar altimeter processor driving a 35 GHz converter and antenna assembly mounted on a steerable platform. Excellent correlation between predicted performance and observed performance was obtained     

On the generation of the stimulated electromagnetic emission. The computer simulation results

Results of computer simulations of the broad continuum (BC) feature of stimulated electromagnetic emissions (SEE) of the ionosphere are presented. The simulations were performed using the model of BC generation based on the double transformation of electromagnetic waves to upper hybrid (UH) waves and back with artificial small scale irregularities (ASI) of plasma density. An induced scattering of the UH waves by thermal ions provided a wide spectrum of SEE. For the simulations an empirical model of the ASI spectrum, development and decay was used.     

Microorganisms and enzyme activity in permafrost after removal of long-term cold stress

Associations of immobilized microbial cells and organic-mineral complexes containing active enzymes are resistant to long-term (from tens of thousands to millions of years) effects of extremely low temperatures. This association enables the cells to restore their metabolic activity during permafrost thawing, because interactions with the heterogenous medium is made possible by the availability of active immobilized enzymes. The long-term effect of the cold probably favors an adaptational change of microbial metabolism that activates enzymes and cells during thawing.
