Building an organization and management structure to create, launch, utilize and protect a satellite solar power energy system will require a global policy for the beneficial use of SSP. The fundamental organizational tasks are: (1) R&D, achieved through a project organization characterized by the integrated management of applied science, development research and construction engineering; (2) investment, generated by a series of groups creating financial vehicles for public and private investment; (3) transmission and distribution, characterized by attention to an engineering and maintenance process emphasizing high reliability; and (4) crisis response, demanding readiness for instant response to potential internal or external scenarios. A differentiated global organization spanning the long timeframe of SSP will need to have a central management core representative of all parts of the organization, with the capacity for self-renewal and re-adaptation. To be successful over its long timeframe, the SSP organization will need to build continuity and public confidence through intergenerational communication, public education, and community outreach. Integrating structures must be created at all levels of the organization, and should encompass joint work tasks and information-sharing among both industrial and government members. Developmental and alliance partners who support the formation and financing of a differentiated satellite solar power organization will share commensurately in the technologies and competencies that are created. 相似文献
I apply my proposed modification of Soar/Spatial/Visual System and Kosslyn’s (1983) computational operations on images to problems within a 2 × 2 taxonomy that classifies research according to whether the coding involves static or dynamic relations within an object or between objects (Newcombe & Shipley, 2015). I then repeat this analysis for problems that are included in mathematics and science curricula. Because many of these problems involve reasoning from diagrams Hegarty’s (2011) framework for reasoning from visual-spatial displays provides additional support for organizing this topic. Two more relevant frameworks specify reasoning at different levels of abstraction (Reed, 2016) and with different combinations of actions and objects (Reed, 2018). Highly monochromatic signals, such as TV carriers, can be detected sensitively by using a narrow filter (b < or = 1 Hz) and performing power accumulation on its output. If instead a low-duty-cycle pulsed signal of the same total energy is present, the sensitivity of a square law device, followed by a thresholding operation (to eliminate most samples containing only noise), followed by the algorithm to be described, is greater by about 7 dB in typical cases. This is particularly interesting to SETI because such a pulsed signal is exactly what is sent by a rotating beacon with a directional antenna. Such a pulsed signal is, therefore, a good candidate for an extraterrestrial beacon. Recent events in the International Space Station (ISS) Program have resulted in the necessity to re-examine the research priorities and research plans for future years. Due to both technical and fiscal resource constraints expected on the International Space Station, it is imperative that research priorities be carefully reviewed and clearly articulated. In consultation with OSTP and the Office of Management and budget (OMB), NASA's Office of Biological and Physical Research (OBPR) assembled an ad-hoc external advisory committee, the Biological and Physical Research Maximization and Prioritization (REMAP) Task Force. This paper describes the outcome of the Task Force and how it is being used to define a roadmap for near and long-term Biological and Physical Research objectives that supports NASA's Vision and Mission. Additionally, the paper discusses further prioritizations that were necessitated by budget and ISS resource constraints in order to maximize utilization of the International Space Station. Finally, a process has been developed to integrate the requirements for this prioritized research with other agency requirements to develop an integrated ISS assembly and utilization plan that maximizes scientific output. 相似文献
The availability of water-ice at the surface in the Mars polar cap and within the top meter of the high-latitude regolith raises the question of whether liquid water can exist there under some circumstances and possibly support the existence of biota. We examine the minimum temperatures at which liquid water can exist at ice grain-dust grain and ice grain-ice grain contacts, the minimum subfreezing temperatures at which terrestrial organisms can grow or multiply, and the maximum temperatures that can occur in martian high-latitude and polar regions, to see if there is overlap. Liquid water can exist at grain contacts above about -20 degrees C. Measurements of growth in organisms isolated from Siberian permafrost indicate growth at -10 degrees C and metabolism at -20 degrees C. Mars polar and high-latitude temperatures rise above -20 degrees C at obliquities greater than ~40 degrees, and under some conditions rise above 0 degrees C. Thus, the environment in the Mars polar regions has overlapped habitable conditions within relatively recent epochs, and Mars appears to be on the edge of being habitable at present. The easy accessibility of the polar surface layer relative to the deep subsurface make these viable locations to search for evidence of life. 相似文献
During previous long-term manned missions, more than 100 species of microorganisms have been identified on surfaces of materials (bacteria and fungi). Among them were potentially pathogenic ones (saprophytes) which are capable of active growth on artificial substrates, as well as technophilic bacteria and fungi causing damages (destruction and degradation) to various materials (metals and polymers), resulting in failures and disruptions in the functioning of equipment and hardware.
Aboard a space vehicle some microclimatic parameters are optimal for microorganism growth: the atmospheric fluid condensate with its specific composition, chemical and/or antropogenic contaminants (human metobolic products, etc.) all are stimulating factors for the development of bacteria and mould fungi on materials of the interior and equipment of an orbital station during its operational phase(s).
Especially Russian long-term missions (SALJUT, MIR) have demonstrated that uncontrolled interactions of microorganisms with materials will ultimately lead to the appearence of technological and medical risks, significantly influencing safety and reliability characteristics of individual as well as whole systems and/ or subsystems.
For a first conclusion, it could be summarized, that countermeasures and anti-strategies focussing on Microbial Contamination Management (MCM) for the International Space Station (ISS, next long-term manned mission) at least require a new materials test approach.
Our respective concept includes a combined age-ing/biocorrosion test sequence. It is represented here, as well as current status of MCM program, e.g. continuous monitoring (microbiological analyses), long-term disinfection, frequent cleaning methods, mathematical modeling of ISS, etc. 相似文献
The paper elaborates on “ lessons learned” from two recent ESA workshops, one focussing on the role of Innovation in the competitiveness of the space sector and the second on technology and engineering aspects conducive to better, faster and cheaper space programmes. The paper focuses primarily on four major aspects, namely:
1. a) the adaptations of industrial and public organisations to the global market needs;
2. b) the understanding of the bottleneck factors limiting competitiveness;
3. c) the trends toward new system architectures and new engineering and production methods;
4. d) the understanding of the role of new technology in the future applications.
Under the pressure of market forces and the influence of many global and regional players, applications of space systems and technology are becoming more and more competitive. It is well recognised that without major effort for innovation in industrial practices, organisations, R&D, marketing and financial approaches the European space sector will stagnate and loose its competence as well as its competitiveness. It is also recognised that a programme run according to the “better, faster, cheaper” philosophy relies on much closer integration of system design, development and verification, and draws heavily on a robust and comprehensive programme of technology development, which must run in parallel and off-line with respect to flight programmes.
A company's innovation capabilities will determine its future competitive advantage (in time, cost, performance or value) and overall growth potential. Innovation must be a process that can be counted on to provide repetitive, sustainable, long-term performance improvements. As such, it needs not depend on great breakthroughs in technology and concepts (which are accidental and rare). Rather, it could be based on bold evolution through the establishment of know-how, application of best practices, process effectiveness and high standards, performance measurement, and attention to customers and professional marketing. Having a technological lead allows industry to gain a competitive advantage in performance, cost and opportunities. Instrumental to better competitiveness is an R&D effort based on the adaptation of high technology products, capable of capturing new users, increasing production, decreasing the cost and delivery time and integrating high level of intelligence, information and autonomy. New systems will have to take in to account from the start what types of technologies are being developed or are already available in other areas outside space, and design their system accordingly. The future challenge for “faster, better, cheaper” appears to concern primarily “cost-effective”, performant autonomous spacecraft, “cost-effective”, reliable launching means and intelligent data fusion technologies and robust software serving mass- market real time services, distributed via EHF bands and Internet.
In conclusion, it can be noticed that in the past few years new approaches have considerably enlarged the ways in which space missions can be implemented. They are supported by true innovations in mission concepts, system architecture, development and technologies, in particular for the development of initiatives based on multi-mission mini-satellites platforms for communication and Earth observation missions. There are also definite limits to cost cutting (such as lowering heads counts and increasing efficiency), and therefore the strategic perspective must be shifted from the present emphasis on cost-driven enhancement to revenue-driven improvements for growth. And since the product life-cycle is continuously shortening, competitiveness is linked very strongly with the capability to generate new technology products which enhance cost/benefit performance. 相似文献
The Earth has been hit by NEOs many times in its history and there is always a risk that this will happen again. While we are beginning to acquire the technology that could warn of and divert a future collision, the legal instruments needed to facilitate a global response to the problem are lacking, especially given that the most likely means of diverting a NEO would involve nuclear weapons that could also be used on Earth. An analysis of the current legal situation is used to support the argument that new rules must be created. The author also discusses US Air Force policy on the subject and whether planetary defense is consistent with its goal of achieving and sustaining US superiority in space. 相似文献
Variable-geometry truss structures are likely to be used extensively in the future for in-orbit space construction. This paper considers dynamics formulation and vibration control of such structures. The truss system is modelled as a collection of sub-structures consisting of truss booms, prismatic actuator elements, and in some cases a manipulator at the end. Each truss boom is treated as a separate ‘link’ and its flexibility is modelled using the finite element method. Equations of motion for individual sub-structures are obtained which are then assembled. The non-working constraint forces are eliminated to obtain the equations governing the constrained dynamics of the entire system. For vibration control, the singular perturbation method is employed to construct two reduced-order models, for quasi-static motion and for modal co-ordinates, respectively. Computed torque with PD control is applied to maintain the quasi-static motion, while an optimal LQR method is used for vibration control. Using a novel space platform-based manipulator with slewing and deployable links, the paper addresses two issues of considerable importance: (a) How important is it to model flexibility of the system? (b) How many modes are needed to adequately represent the elastic character? Results suggest that the fundamental mode is able to capture physics of the response quite accurately. Due to its massive character, the platform dynamics is virtually unaffected, even by severe maneuvers of the manipulator. Hence, treating the platform as rigid would save the computational cost without affecting the accuracy. Although the link flexibility does affect the manipulator's tip vibration, the joint and platform vibrations remain negligible. The revolute joint flexibility appears to be an important parameter affecting both the joint as well as tip responses. The information should prove useful in the design of this new class of manipulators. 相似文献
