中国行政垄断现象及法律规制研究

近年来,在我国由计划经济体制向市场经济体制转轨的过程中,长期存在的计划经济所产生的惯性使政府利用其公共权力限制市场竞争,在众多经济部门建立垄断企业,比如铁路、电信、石油、银行等部门,由此出现了行政垄断现象,并愈演愈烈.转型时期,以地方保护和市场分割为主要表现形式的行政垄断扭曲了市场良性竞争关系,降低了资源配置效率,不利于经济的发展.因此,在转型时期,行政垄断的治理、政府管制的改革以及法律制度的规制都成为社会各界普遍关注的问题.文章拟就转型时期的行政垄断现象及法律规制方面的对策进行较为全面的剖析,以期有利于我国在该领域改革实践的深入.     

Cracking and Mechanical Properties of Airport Concrete Pavement with Fiber and Expansive Agent

Polypropylene fiber and expansive agent are used in airport concrete to improve its shrinkage cracking resistance and mechanical properties. The concrete specimens with amount content of polypropylene fiber or expansive agent or both of them are prepared. The morphology of specimens is observed by scanning electron microscope, the time when the first crack occurred is recorded through slap test, and the mechanical properties such as compressive strength and impact energies of concrete are measured. The results show that polypropylene fiber in concrete can reduce the shrinkage and delay the first crack, improve the impact resistance obviously, and improve the compressive strength slightly. Expansive agent can compensate the shrinkage and reduce cracks of concrete pavement markedly, and improve the mechanical properties of concrete pavement slightly. The study provides recommendations for cracking control of airport concrete pavement in the future.

飞行器气动外形的正交设计与分析

结合飞行器总体快速设计需求,研究基于正交试验设计的气动外形分析方法。通过正交试验设计,获得飞行器气动特性数据,再根据试验结果的极差分析和方差分析,快速明确飞行器外形参数与阻力系数的影响程度,辨识关键参数,指导飞行器外形设计。以某飞行器为应用对象开展了实例验证,结果表明该方法能够快速获得满足要求的气动外形,提高分析效率,满足总体方案快速设计需求。     

大学生体育人口心理健康状况及其健康促进策略研究

探索大学体育人口心理健康影响因素特点,为开展大学生心理咨询和心理健康教育提供参考。采用自编量表与症状自评量表(SCL-90)对大学生1 405名(男性803名,女性602名)进行统一问卷调查。运用SPSS 17.0for windows统计软件对其结果进行统计学处理。男生在人际关系敏感、抑郁和焦虑维度得分均显著低于女生。影响男生心理健康的主要因素是人际关系敏感、抑郁和焦虑;抑郁、人际关系敏感和躯体化对女生心理健康有较强影响作用。鉴于心理健康影响因素在大学生体育人口性别上的差异,应采取针对性的干预措施。     

试验参数对高强钢疲劳小裂纹门槛值测试的影响

针对 9310钢研究了试验参数对疲劳小裂纹门槛值测试结果的影响。结果表明 ,对于 9310高强钢采用恒Kmax 升Kmin方法进行小裂纹门槛值试验时 ,规范化的应力强度因子梯度CK 和Δα值的选取对门槛值的影响很小。当Kmax在线弹性范围内选取时 ,由于裂尖过程区的断裂机制未发生变化 ,Kmax的选取对门槛值测试结果也基本没有影响     

《中国儒教史》反思：中国文化宗教论－－兼与李申先生商榷

李申的《中国儒教史》其思想方法是对中国化进行彻底的宗教化，与任继愈的“儒教是教说”一样承诺了否定中国化的价值取向，并且比“儒教是教说”有过之而无不及。中国化宗教论是对中国化的歪曲和否定，应该对其反思批判、正本清源。     

ATM中的ADS—SSR数据融合模型和算法

民航空中交通管理系统的核心是信息处理，根据民航用空中交通管理系统与军方用空中交通管理系统的不同特点，通过对一个可能的ＡＤＳ－ＳＳＲ数据融合模型的探讨，给出了此模型的具体算法。本算法综合了两者的优点，可实现整个飞行过程的无间断的可靠的监视，并且在高密度终端区提供必要的数据精度     

线化插值权残法求解强非线性振动问题

本文用线性化法，插值函数法和权残法相结合的方法求解了几类保守系统强非线性振动问题，其精度比已有的新的改进的L-P法还更好些。     

Basic performance of BeiDou-2 navigation satellite system used in LEO satellites precise orbit determination

The visibility for low earth orbit（LEO） satellites provided by the BeiDou-2 system is analyzed and compared with the global positioning system（GPS）. In addition, the spaceborne receivers＇ observations are simulated by the BeiDou satellites broadcast ephemeris and LEO satellites orbits. The precise orbit determination（POD） results show that the along-track component accuracy is much better over the service area than the non-service area, while the accuracy of the other two directions keeps at the same level over different areas. However, the 3-dimensional（3D） accuracy over the two areas shows almost no difference. Only taking into consideration the observation noise and navigation satellite ephemeris errors, the 3D accuracy of the POD is about30 cm. As for the precise relative orbit determination（PROD）, the 3D accuracy is much better over the eastern hemisphere than that of the western hemisphere. The baseline length accuracy is 3.4 mm over the service area, and it is still better than 1 cm over the non-service area. This paper demonstrates that the BeiDou regional constellation could provide global service to LEO satellites for the POD and the PROD. Finally, the benefit of geostationary earth orbit（GEO） satellites is illustrated for POD.
