The physical parameters that influence the photometric and polarimetric properties of a solid are enumerated and used to guide a comparison of laboratory measurements with observations of Mars. Both the bright and dark areas of Mars are found to be covered by a fine powder. Furthermore, they appear to have a very similar chemical composition. It is argued that goethite is a major constituent of both regions. The particles on the bright areas are characterized by an average particle radius of 25 , while those on the dark areas have a mean size of 100 outside of the period of seasonal darkening and about 200 near the peak of the darkening. The seasonal darkening of the dark areas is the result of a change in the average particle dimension without an accompanying chemical change. The Martian atmosphere has much less of an influence on the photometric and polarimetric observations than was previously supposed. The observed lack of contrast in the blue appears to be largely the result of an intrinsic loss of surface contrast, and not an effect of a hypothetical atmospheric blue haze.

Light scattering in planetary atmospheres
This paper reviews scattering theory required for analysis of light reflected by planetary atmospheres. Section 1 defines the radiative quantities which are observed. Section 2 demonstrates the dependence of single-scattered radiation on the physical properties of the scatterers. Section 3 describes several methods to compute the effects of multiple scattering on the reflected light.

This instrument is designed to make measurements of the full three-dimensional distribution of suprathermal electrons and ions from solar wind plasma to low energy cosmic rays, with high sensitivity, wide dynamic range, good energy and angular resolution, and high time resolution. The primary scientific goals are to explore the suprathermal particle population between the solar wind and low energy cosmic rays, to study particle accleration and transport and wave-particle interactions, and to monitor particle input to and output from the Earth's magnetosphere.Three arrays, each consisting of a pair of double-ended semi-conductor telescopes each with two or three closely sandwiched passivated ion implanted silicon detectors, measure electrons and ions above 20 keV. One side of each telescope is covered with a thin foil which absorbs ions below 400 keV, while on the other side the incoming <400 keV electrons are swept away by a magnet so electrons and ions are cleanly separated. Higher energy electrons (up to 1 MeV) and ions (up to 11 MeV) are identified by the two double-ended telescopes which have a third detector. The telescopes provide energy resolution of E/E0.3 and angular resolution of 22.5°×36°, and full 4 steradian coverage in one spin (3 s).Top-hat symmetrical spherical section electrostatic analyzers with microchannel plate detectors are used to measure ions and electrons from 3 eV to 30 keV. All these analyzers have either 180° or 360° fields of view in a plane, E/E0.2, and angular resolution varying from 5.6° (near the ecliptic) to 22.5°. Full 4 steradian coverage can be obtained in one-half or one spin. A large and a small geometric factor analyzer measure ions over the wide flux range from quiet-time suprathermal levels to intense solar wind fluxes. Similarly two analyzers are used to cover the wide range of electron fluxes. Moments of the electron and ion distributions are computed on board. In addition, a Fast Particle Correlator combines electron data from the high sensitivity electron analyzer with plasma wave data from the WAVE experiment (Bougeretet al., in this volume) to study wave-particle interactions on fast time scales. The large geometric factor electron analyzer has electrostatic deflectors to steer the field of view and follow the magnetic field to enhance the correlation measurements.

We highlight how the downward revision in the distance to the star cluster associated with SGR 1806–20 by Bibby et al. (2008) reconciles the apparent low contamination of BATSE short GRBs by intense flares from extragalactic magnetars without recourse to modifying the frequency of one such flare per 30 years per Milky Way galaxy. We also discuss the variety in progenitor initial masses of magnetars based upon cluster ages, ranging from ∼50 M for SGR 1806–20 and AXP CXOU J164710.2–455216 in Westerlund 1 to ∼17 M for SGR 1900+14 according to Davies et al. (2009) and presumably also 1E 1841–045 if it originated from one of the massive RSG clusters #2 or #3.

Very Long Baseline Interferometry (VLBI) is a differential technique observing radiation of compact extra-galactic radio sources with pairs of radio telescopes. For these observations, the frequency standards at the telescopes need to have very high stability. In this article we discuss why this is, and we investigate exactly how precise the frequency standards need to be. Four areas where good clock performance is needed are considered: coherence, geodetic parameter estimation, correlator synchronization, and UT1 determination. We show that in order to ensure the highest accuracy of VLBI, stability similar to that of a hydrogen maser is needed for time-scales up to a few hours. In the article, we are considering both traditional VLBI where extra-galactic radio sources are observed, as well as observation of man-made artificial radio sources emitted by satellites or spacecrafts.

Using the Earth albedo model and the orbital dynamics model developed as part of the First Look Project (Fast Initial In-Orbit Identification of Scientific Satellites) the terrestrial albedo is evaluated considering the orbits of some scientific missions as Gravity Probe B, MICROSCOPE and STEP. The model of the Earth albedo is based on the reflectivity data measured by NASA’s Earth Probe satellite, which is part of the TOMS project (Total Ozone Mapping Spectrometer). The reflectivity data are available daily, on line at the TOMS website, and they fluctuate because of changes in clouds and ice coverage and seasonal changes. The data resolution partitions the Earth surface into a number of cells. The incident irradiance on each cell is used to calculate total radiant flux from the cell. With the radiant flux from each cell, the irradiance at the satellite is calculated.

Orbital potential field measurements are sensitive to regional variations in earth density and magnetization that occur over scales of a few hundred kilometers or greater. Global field models currently available are able to distinguish gravity variations of ±5 milligal over distances of ~1,000 km and magnetic variations of ±6 gamma over distances of ~300 km at the earth's surface. Regional variations in field strength have been detected in orbital measurements that are not apparent in higher resolution, low altitude surveys. NASA is presently studying a spacecraft mission known as GRAVSAT/MAGSAT, which would be the first satellite mission to perform a simultaneous survey of the earth's gravity and magnetic fields at low orbital altitudes. GRAVSAT/MAGSAT has been proposed for launch during the latter nineteen-eighties, and it would measure gravity field strength to an accuracy of 1 milligal and magnetic field strength to an accuracy of 2 gamma (scalar)/5 gamma (vector components) over a distance of roughly 100 km. Even greater improvements in the accuracy and spatial resolution of orbital surveys are anticipated during the nineteen-nineties with the development of potential field gradiometers and a tethered satellite system that can be deployed from the Space Shuttle to altitudes of 120 km above the earth's surface.

Remote sensing of the surface of Europa with near-infrared instruments has suggested the presence of hydrated materials, including sulfate salts. Attention has been focused on these salts for the information they might yield regarding the evolution of a putative interior ocean, and the evaluation of its astrobiological potential. These materials exhibit distinct infrared absorption features due to bound water. The interactions of this water with the host molecules lead to fine structure that can be used to discriminate among these materials on the basis of their spectral behavior. This fine structure is even more pronounced at the low temperatures prevalent on icy satellites. Examination of hydrated sulfate salt spectra measured under cryogenic temperature conditions provides realistic constraints for future remote-sensing missions to Europa. In particular, it suggests that a spectrometer system capable of 2-5 nm spectral resolution or better, with a spatial resolution approaching 100 m, would be able to differentiate among proposed hydrated surface materials, if present, and constrain their distributions across the surface. Such information would provide valuable insights into the evolutionary history of Europa.

When applied to the Colorado Plateau miner population, the two-stage clonal expansion (TSCE) model of radiation carcinogenesis predicts that radiation-induced promotion dominates radiation-induced initiation. Thus, according to the model, at least for alpha-particle radiation from inhaled radon daughters, lung cancer induction over long periods of protracted irradiation appears to be dominated by radiation-induced modification of the proliferation kinetics of already-initiated cells rather than by direct radiation-induced initiation (i.e., mutation) of normal cells. We explore the possible consequences of this result for radiation exposures to space travelers on long missions. Still unknown is the LET dependence of this effect. Speculations of the cause of this phenomenon include the suggestion that modification of cell kinetics is caused by a "bystander" effect, i.e., the traversal of normal cells by alpha particles, followed by the signaling of these cells to nearby initiated cells which then modify their proliferation kinetics.
