GLONASS (Global Orbiting Navigation Satellite System) is the most recent satellite navigation system developed by the Soviet Union and currently in the pre-operational stage. Obvious parallels exist between GLONASS and the NAVSTAR Global Positioning System (GPS) developed in the United States and also, at present, in a pre-operational phase. In the progress towards operational status, the launch capability for NAVSTAR satellites has been seriously affected by the recent failure of the Space Shuttle Challenger, clearly increasing the prospects of GLONASS reaching operational status first. It is therefore the main purpose of this paper to discuss certain aspects of the GLONASS satellite navigation system, in particular its orbital features and radio-frequency signal characteristics. Comparisons with NAVSTAR are inevitable and for this reason, the paper begins with a brief resume of relevant features of the NAVSTAR GPS system for later reference. The main section of the paper then deals with orbital behaviour, radio frequency signal structure and channelisation using NAVSTAR as a reference point for discussion.  相似文献

Its purpose was to address the user issues related to Earth observation data policy. This report presents the main conclusions of the workshop. A variety of new communication functions will become available near the end of the decade when mobile satellite services (MSS) are introduced commercially in the United States and Canada. Mobile radios, hand carried radios and small fixed transponders will communicate directly through satellites into the telephone network or to private base stations. Voice, data, and position fixing services will be distance insensitive with good performance in difficult terrain and remote locations. Experiments with NASA satellites and studies in the U.S. and Canada demonstrated the technical feasibility and practical applications of mobile satellites. In 1983 Mobile Satellite Corporation, followed by Skylink Corporation, applied to the FCC for authorization to build and operate a land and aeronautical mobile satellite system for the United States. Canada had advanced its plans for an MSAT system. In response to these initiatives, the FCC issued a ``Notice of Proposed Rulemaking' that proposed the allocation of radio spectrum for the new service and asked for applications from prospective providers. Twelve applications were received. The shortage of radio spectrum in the U.S. has resulted in much contention over the proposed allocations, and the numerous applications have introduced competing systems concepts. The paper describes a likely system implementation, its services and markets, and the current regulatory status.  相似文献

Theoretical equations for the average monopulse ratio response of a monopulse seeker, when tracking in angle two unresolved sources, have been applied to the case where the two sources may be either both passive, both active, or one passive and the other active. The theoretical results for four particular cases of two-source targets are derived to illustrate the effect on the average angular response of the shape of the sum pattern and of the statistical properties and magnitude and separation of the two sources. There has been a debate about the need for reconditioning nickel/hydrogen batteries in geosynchronous satellites. A study was done as part of life cycling, to determine the necessity of reconditioning and its effect on the cell performance. A 36 Ah nickel/hydrogen cell was put on a GEO simulated cycling at 15°C without reconditioning up to four eclipse seasons. The effect of reconditioning on the fifth and sixth eclipse seasons was studied. The study has conclusively proven the need for reconditioning and has shown the benefits of a high rate reconditioning. It has also been possible to draw some conclusions about the effect of a long duration trickle charge on the positive electrode  相似文献

This paper presents a proposal for transitioning from terrestrial-based navigation aids to implementing satellite and airborne surveillance as the primary navigation means. The transition occurs through several steps. First, the installation and use of modern navigation and surveillance equipment is mandated by the regulatory organizations. The installations should take place in a sequenced fashion to allow time for companies to absorb the initial cost. Next, the existing network of terrestrial navigation aids is down-sized leaving only the areas of heaviest use in service. At this point, the global positioning system (GPS) will be deemed the primary method of terrestrial and oceanic travel. Finally, terrestrial navigation stations will be available around airports and the remaining stations will be put in a standby condition for use in the event of a national emergency. This paper will discuss the security benefits and examples of cost savings through implementation of these steps.  相似文献

Technology now permits the building of very complex man-machine systems with centralized controls, with the result that many processes can be run by relatively few individual workers. Studies of failures within these complex systems indicate that they are usually the consequence of a series of highly complex coincidences. There is an institutional neglect or misunderstanding of the implications of low-probability, high-consequence events for the design of complex man-machine systems. We must stop designing systems in which we virtually guarantee that operator errors will occur with catastrophic consequences. The greatest payback in reducing high risk system accidents is to reduce catastrophes induced or exacerbated by human error. This paper discusses some task breakdowns between the human element and software/hardware. These task allocations allow the complex man-machine system to be designed more robustly and prevent human error so as to reduce possible catastrophic consequences  相似文献

Development of components for bioregenerative life-support systems is a vital step toward long-term space exploration. The culturing of plants in a microgravity environment may be optimized by the use of appropriate sensors and controllers. This paper describes a sensor developed for determining the amount of fluid (nutrient solution) available on the surface of a porous ceramic nutrient delivery substrate to the roots of conventional crop plants. The sensor is based on the change in thermal capacitance and thermal conductance near the surface as the moisture content changes. The sensor could be employed as a data acquisition and control sensor to support the automated monitoring of plants grown in a microgravity environment.  相似文献
