A novel two-layer low Earth orbiting (LEO) satellite network is proposed. Comparing with a single layer global network, not only the system performance is improved but also the number of satellites can be reduced. The main ideas include (1) to raise the altitude of the original global network, and (2) to add several satellites at lower altitude to form a regional network to serve calls from the areas of heavy traffic. In order to fully utilize the benefits of the two-layer network, additional functions such as adjustable beam and dynamic channel management are added. Call blocking rate is derived. A hybrid contention-based time-division multiple access (TDMA) protocol was previously proposed for data transmission (D. Tsai et al., IEEE Trans. on Communications, COM-36, Feb. 1988, p.225-8). It provides satisfactory performance for an error-free channel. The effect of channel errors on the performance of this protocol is studied. To remain operational the protocol must be modified, and the modified protocol is then analyzed. Results derived include the average of frame length, the number of slots wasted, the number of residual packets, and delay. With major emphasis on simulation, a university laboratory telerobotics facility permits problems to be approached by groups of graduate students. Helmet-mounded displays provide realism; the slaving of the display to the human operator's viewpoint gives a sense of `telepresence' that may be useful for prolonged tasks. Using top-down 3-D model control of distant images allows distant images to be reduced to a few parameters to update the model used for display to the human operator in a preview model to circumvent, in part, the communication delay. Also, the model can be used as a format for supervisory control and permit short-term local autonomous operations. Image processing algorithms can be made simpler and faster without trying to construct sensible images from the bottom. Control studies of telerobots lead to preferential manual control modes and, in this university environment, to basic paradigms for human motion and thence, perhaps, to redesign of robotic control, trajectory path planning, and rehabilitation prosthetics.
