This article continues a detailed examination of the international legal and diplomatic questions relating to arms control and disarmament, focusing on space-based activities. These are importantly concerned with the development of anti-satellite (ASAT) systems and ballistic missile defence (BMD). This part of the article considers the US Presidential-Congressional dialogue - particularly the ASAT testing issue - and Presidential initiatives vis-à-vis the USSR. An epilogue to the original paper considers the diplomatic moves and policy shifts which contributed to the January 1985 US-Soviet meeting and the agreement to begin bilateral negotiations to consider space and nuclear arms.  相似文献

Coulomb formation flight is a concept that utilizes electrostatic forces to control the separations of close proximity spacecraft. The Coulomb force between charged bodies is a product of their size, separation, potential and interaction with the local plasma environment. A fast and accurate analytic method of capturing the interaction of a charged body in a plasma is shown. The Debye–Hückel analytic model of the electrostatic field about a charged sphere in a plasma is expanded to analytically compute the forces. This model is fitted to numerical simulations with representative geosynchronous and low Earth orbit (GEO and LEO) plasma environments using an effective Debye length. This effective Debye length, which more accurately captures the charge partial shielding, can be up to 7 times larger at GEO, and as great as 100 times larger at LEO. The force between a sphere and point charge is accurately captured with the effective Debye length, as opposed to the electron Debye length solutions that have errors exceeding 50%. One notable finding is that the effective Debye lengths in LEO plasmas about a charged body are increased from centimeters to meters. This is a promising outcome, as the reduced shielding at increased potentials provides sufficient force levels for operating the electrostatically inflated membrane structures concept at these dense plasma altitudes.  相似文献

This report is an edited version of a talk given by Professor Christol at the Conference on Law and Life in Space, held at the Center for Aerospace Sciences, University of North Dakota, Grand Forks, ND, in September 1986. Professor Christol reviews the principles of space law as they relate to the relations between states, through existing treaties and agreements. He offers a hope that, through ‘strategic stability’, conditions will emerge for further agreements, and for public international outer space law to become more rigorous.  相似文献

The paper presents the results of an assessment of the fuel mass penalty due to generators and fuel cell systems. Based on the simulation tool SysFuel, fuel mass penalties for different mission ranges and fuel cell architectures are calculated and compared to a conventional reference architecture. Different fuel cell architectures using ram air or cabin exhaust air and different options of energy recovery are considered. As a result of the studies, target values are presented for the mass to power ratio of fuel cell systems to achieve fuel mass reductions compared to conventional generator and auxiliary power unit systems.  相似文献

The regulated industries, which in the FDA's (US Food and Drug Administration) case include the manufacturers of food, cosmetics, pharmaceuticals, and medical devices, are responsible for selecting and justifying the selection and use of appropriate national and/or international consensus standards. This paper documents the results of a scientific inquiry which was undertaken to develop a methodology to evaluate and select individual standards as well as compatible sets of standards. Initially the scope was limited to software safety and reliability standards. Since then it has been expanded to other areas. It was found that six categories of criteria are important when evaluating the potential use of software safety standards: General Factors, Product Characterization, Process Characterization, Personnel Characterization, Risk Management, and Overall Standards Framework. The criteria in each of the six categories must be addressed, How they are addressed is both a technical and a policy decision. The goal should not be to try to find the “ultimate” standard because there isn't any. Rather the goal should be to select a balanced “diet” of standards based on these six categories. We discuss the interstellar magnetic field and its measurement in the different phases of the interstellar medium. The measurement techniques include Faraday rotation, Zeeman splitting, linear polarization from aligned dust grains, and the Chandrasekhar-Fermi method. The phases include the classical ones: molecular clouds, the Cold and Warm Neutral Media, the Warm and Hot Ionized Media. We also include a less well-known phase, the Warm Partially Ionized Medium, which can be surprisingly prominent in Faraday rotation.  相似文献

We review the evidence for both systematic variations in the optical properties of the Io torus with magnetic longitude and for plasma corotational lag. We summarize the results of a recent paper in which we showed that observed longitudinal variations in [SII] emission and contemporaneous measurements indicating little longitudinal variation in total charge density can be explained in terms of local (i.e., longitudinally confined) plasma sources and effects of corotational lag. We present here new measurements of both [SII] and [SIII] emissions as a function of magnetic longitude that indicate local plasma production, but no significant departure of the bulk plasma from corotation. The data suggest, however, that the longitudes of plasma formation drift in the sense of subcorotation.  相似文献
