When US President George W. Bush on 14 January 2004 announced a new US “Vision for Space Exploration”, he called for international participation in “a journey, not a race”, a call received with skepticism and concern elsewhere. But, after a slow start in implementing this directive, during 2006 NASA has increased the forward momentum of action on the program and of discussions on international cooperation in exploring “the Moon, Mars, and beyond”. There are nevertheless a number of significant top-level issues that must be addressed if a cooperative approach to human space exploration is to be pursued. These include the relationship between utilization of the ISS and the lunar exploration plans, integration of potential partners’ current and future capabilities into the exploration plans, and the evolving space-related intentions of other countries. 相似文献

As the European Union takes tentative steps towards creating a “rapid reaction force” able to operate independently of NATO, an important question is what capabilities that force must have in order to operate effectively. Among those capabilities is the use of space systems for communications and intelligence applications. This response to Alex Roland's article, ‘Priorities in space for the USA’, argues that his analysis and conclusions are based on shaky historical evidence. Professor Roland's interpretation of NASA's priorities since 1959 is challenged, and it is pointed out that the manned spaceflight programme has widespread support in the USA. The most important issue, raised by the article but not treated extensively enough, is whether the pursuit of the widely accepted emphasis on manned spaceflight is a large-scale societal mistake. 相似文献

This article provides an overview of NASA's plans to encourage commercial use of the International Space Station (ISS). It examines the reasons driving such commercialization and highlights those private companies currently most interested in undertaking profit-making operations on the station, as well as discussing those activities most likely to be seen as commercial possibilities. The steps NASA is taking to stimulate private interest are enumerated. Various unresolved issues are raised, such as the legal issues associated with commercial research, charging policy for in-orbit operations and ‘metering’ of in-orbit resources. 本文利用1994年和1996年两次返回式卫星的搭载条件对舱内辐射剂量进行了对比测量.通过对比测量,研究不同掺杂、不同厚度LiF剂量计测量空间辐射剂量的特点;研究GM计数管计数和LiF剂量间的转换系数以及转换系数随屏蔽状况的变化;由剂量和GM计数研究粒子平均碰撞阻止本领的估计方法.结果表明,不同掺杂、不同厚度的LiF剂量计测量结果间无显著差异,而转换系数几乎不受舱内位置和屏蔽状态的影响.不同厚度LiF剂量计,不同屏蔽状态的GM计数管计数和剂量—计数转换系数的比较研究以及对粒子平均碰撞阻止本领的估计表明,舱内辐射剂量起决定作用的是高能粒子成分,其平均碰撞阻止本领估计约为5MeV/cm. 相似文献

A newly released tape of a 18 September 1963 conversation between President Kennedy and NASA Administrator James Webb has been interpreted by some as showing that the president was looking for a way out of his Apollo commitment. This commentary analyses the meeting – in which Webb did most of the talking – and concludes instead that Kennedy was concerned about how to keep the program going in the face of growing criticism of its cost and goals. In particular there was discussion of how to ensure that his support for Apollo did not harm his chances of re-election. To Kennedy, giving Apollo a military rationale seemed the best way to ensure its support. 相似文献
