On scheduling a multifunction radar

Among several other tasks, the radar of a fighter has to search, track and identify potential targets. The waveforms used by the radar for each of these tasks are most often incompatible and hence, cannot be processed simultaneously. Moreover, these tasks are repeated several times in a cyclic fashion. Altogether, this defines a complex scheduling problem that impacts a lot on the quality of the radar's output. In this paper, we define a formal framework for this real time scheduling problem and we introduce several techniques to compute efficient schedules for the radar. Experimental results are provided.

Engineering and Electrical Engineering?Supply and Demand

Change in employment of engineers is shown to be related to the Deutsch and Shea Index of Engineering Demand. A relationship is given that shows the changes in engineering employment on a quarterly and annual basis. Engineering employment has turned upward for the first time since the last quarter of 1969. We have displaced and stored over 90 000 qualified engineers since 1969, in addition to displacing over 40 000 not qualified by an engineering education. Estimates by some of the need for 48 000 engineers per year is shown to be highly questionable. Current demand is still insufficient to absorb the current output without displacing some currently employed. It is suggested that demand in specialties can be determined by advertising lineage devoted to specialties in the same manner that the engineering demand is determined by the Deutsch and Shea Index. The years 1970, 1971, and 1972 were characterized by a decrease in employment of 62 000 engineers, 150 000 new graduates, 25 000 immigrants, and only 55 000 normal retirements and deaths.     

A new career world for engineers

“Every Engineer a Leader” was the theme of this year's two-day Careers, sponsored last April in Fort Worth by the IEEE US Activities Board. The General Chairman was Nigel Bristow, and speakers ranged from an engineer who had started a consulting service to engineering-career researchers and corporate executives. The engineers professional world, from the top down, is changing at an exponentially increasing rate. For example, the prime life of a new personal computer is only 60 days, and the next version had better be well on its way to the market by then, explained Jerre L. Stead, CEO of ATT Global Information Solutions, at the IEEE Careers Conference. One result: six out at seven CEOs of the biggest computer companies had been fired in the previous year. During his normal workweek Stead was visiting six cities to talk with customers. During a busy week he had visited six countries!     

组织职业生涯管理与管理者的职业弹性关系研究

随着国内就业、工作压力的增大,一个新的概念“职业弹性”日渐受到国内学者的关注.职业弹性是指个体灵活适应工作环境变化,成功克服职业生涯阻碍的一种能力.国内学者呼吁培养员工的职业弹性,但以往的研究往往只关注个体因素对职业弹性的影响,组织的因素受到忽视.文章试图探讨组织方面的影响因素并为组织的培训提供可能的方向.文章以国有企业中的265位管理者为研究样本,通过问卷调查考察了组织进行的职业生涯管理活动对管理者的职业弹性的影响.研究采用层级回归的方法对调查数据进行统计分析,结果表明：在控制了人口统计学变量的影响后,组织所开展的组织职业生涯管理活动对管理者的职业弹性影响显著.     

Expert Systems in the Fighter of the 1990s

In the Advanced Tactical Fighter (ATF) to be deployed in the 1990s, the role of expert systems will enhance mission success. This paper discusses the utilization of two expert systems for handling multisensor data fusion and situation assessment. In multisensor data fusion, each sensor operates over a different region of the surveillance volume asynchronously and provides different measurements. In some instances, more than one sensor may yield the same measurement but with a different measurement accuracy. In this regard, the paper describes, in layman's terms, a system block diagram for processing the autonomous sensor track files and the possible need for a ``smart' fusion processor. This expert system is shown to manage the sensor outputs in both the temporal and spatial domains to maximize target identification confidence as well as kinematic state vector accuracy. The paper delineates the features needed by the fusion expert in order to assign a quality factor to each composite track file entry. A second expert system uses the output from fusion and other mission-related data to formulate the best picture of the surveillance volume at hand. This second expert system will show how historical data and real-time sensor data are merged for purposes of display parameters to the pilot, weapon cueing, countermeasures response management, and feedback to the fusion expert processor for individual sensor communication and data collection direction. The paper concludes with a tabular summary of the subprocesses of which these two expert systems may consist.

农村土地流转与农户权益保障研究——以成都统筹试验区为例

城乡生产要素流动是统筹城乡发展的基础,而土地是最基本的生产要素之一。随着统筹城乡发展的积极推进,农地流转呈现加速发展态势,并由此带来流转农户的权益保障问题。文章以成都统筹试验区为例,对统筹城乡试验区内的土地入股、土地租赁和土地互换三种典型模式进行全面分析,指出土地流转后农户权益保障存在诸多困境,主要表现为：农户面临基本生计转型困境、农地转用的远期权益保障困境、农地流转收益不确定困境以及劳动力就业收益实现困境,等等。为此,提出保障农户权益的五项措施,即：规范土地流转程序、完善农村社会保障体系、加强对租赁业主的服务监管、积极推行就业培训和建立土地流转风险基金。     

The role of the professional society in the career development ofengineers

The role of the professional engineering society in the career development of the engineer as he/she progresses through various stages of growth is examined. Beginning with the definition of an engineer, professional development is categorized in a four-stage model that begins at the apprentice level and ultimately culminates in the sponsor or director level. Civilian engineer career development at the Aeronautical Systems Division at Wright-Patterson Air Force Base is discussed in terms of the four-stage model. Key factors in career progression are enumerated. The role and impact of the professional society on an engineer's development is examined. The activities of the Engineering Management Society of the IEEE at the local level are reviewed. The critical role of government/industry/academic management policy on participation of their engineers in professional-society activities is debated     

Tracking with classification-aided multiframe data association

In most conventional tracking systems, only the target kinematic information from, for example, a radar or sonar or an electro-optical sensor, is used in measurement-to-track association. Target class information, which is typically used in postprocessing, can also be used to improve data association to give better tracking accuracy. The use of target class information in data association can improve discrimination by yielding purer tracks and preserving their continuity. In this paper, we present the simultaneous use of target classification information and target kinematic information for target tracking. The approach presented integrates target class information into the data association process using the 2-D (one track list and one measurement list) as well as multiframe (one track list and multiple measurement lists) assignments. The multiframe association likelihood is developed to include the classification results based on the "confusion matrix" that specifies the accuracy of the target classifier. The objective is to improve association results using class information when the kinematic likelihoods are similar for different targets, i.e., there is ambiguity in using kinematic information alone. Performance comparisons with and without the use of class information in data association are presented on a ground target tracking problem. Simulation results quantify the benefits of classification-aided data association for improved target tracking, especially in the presence of association uncertainty in the kinematic measurements. Also, the benefit of 5-D (or multiframe) association versus 2-D association is investigated for different quality classifiers. The main contribution of this paper is the development of the methodology to incorporate exactly the classification information into multidimensional (multiframe) association.     

A mean track approach applied to the multidimensional assignment problem

The primary contribution of this paper is the introduction of a new preprocessing method to eliminate unlikely observation-to-track pairs with medium size target-measurement spacings before filter gating is carried out. The proposed method follows a track-oriented approach, with the different track hypotheses being contained in target trees. A mean track is computed for each target tree to capture as much variability as possible from the track hypotheses which are in the tree. Each newly received measurement is first gated with the mean track; only if the outcome of the test is positive, the measurement is gated with all the track hypotheses in the tree. The experimental results support the theoretical claims in the paper and show that a significant reduction in the number of observation-to-tracking pairing tests is achieved.     

Satellite Navigation Systems for Land Vehicles

Today's motorists often must confirm their route by referring to a roadmap. Looking at a map while driving creates a poor traffic situation, one even more acute for drivers of emergency service vehicles. To address this problem, development engineers at the General Motors Technical Cener and Delco Electronics integrated an experimental GPS receiver into a GM Buick Park Avenue. The receiver is designed to acquire and sequentially track signals from four satellites. The vehicle's precise latitude, longitude, and altitude are determined and presented on a color cathode ray tube (CRT) map display in the car's instrument panel.     

代理问题与上市公司会计信息质量研究——基于公司治理的视角

上市公司会计信息的披露质量受外部制度环境和内部治理机制两个方面影响.通过对基于内部治理机制的相关研究进行梳理与分析,文章发现这一领域的研究不论是在权力制衡安排的角度还是管理激励契约的角度,公司间的代理异质性问题均未被作为决定性因素加以考虑.由于公司治理机制内生于企业的特定代理问题,因此,代理异质性问题的忽略可能是造成现有相关研究结论不一致的原因.未来的研究,应在构建直接测度和间接测度相结合的会计信息质量综合评价的基础上,全面、系统地研究上市公司代理异质性对会计信息披露质量的影响机理.     

Energy storage solutions for premium power

Most utility power quality problems are caused by sags, surges, and momentary outages which last from several cycles to several seconds. Modern loads are very sensitive to these short duration glitches resulting in major losses in revenue through system down-time and loss of product from work in process. Many of these problems are caused by normal transients as equipment and factories go on-line or shut down. Others are caused by lightening strikes and faults on the distribution system. Although power utility companies attempt to minimize the interruptions through filtering and system management, power quality problems continue to cost American industry billions of dollars a year. Batteries have been used for many years in uninterruptible power supplies (UPS) to protect critical loads. However, because many new facilities have a network of broadly distributed critical loads, a UPS on the order of one to several megawatts is needed to support the total plant rather than several small kilowatt installations. This paper reports on the implementation of such a utility scale power quality management system     

基于区实序列变换的航迹关联算法

针对时变系统条件下的航迹关联问题,提出一种基于区实序列变换的关联算法。首先,利用线性最优化的方法,将上报航迹的不确定性描述为区间灰色序列;再在区实序列变换的基础上,利用实数序列间的灰关联度加权融合描述不同雷达上报航迹的关联相似度,通过判决给出关联结论。仿真结果显示了算法的有效性以及良好的抗差性能。
