For several years there has been substantial growth in the ‘nationalist’ nature of space programmes around the world, traditionally focused on unaligned useful space applications. It seems that China, India, in the future South Korea, Malaysia and others will set themselves objectives of a more political colouring symbolising national pride in their programmes. At the same time, some countries, like Iran, make no attempt to hide their plans to have their own space defence capabilities. The absolute pre-eminence of the USA, Russia and Europe is starting to fade. For emerging countries space resources are becoming an integral component of their strategic position or an asymmetrical capability aimed at weakening the credibility of advantages held by potential rivals. This article examines the new context and the role that various countries are playing in it. It is how space policies should be determined in order to understand their politico-strategic determinants and to highlight their characteristics. Nevertheless, the competitive spirit is not the only possible way. Permanent space infrastructures could also be organised globally, as ‘global public goods’, to contribute to answering questions related to major issues facing humanity. 相似文献

The space elevator is an advanced space transportation system that someday could replace chemical rockets as humanity's primary means of reaching Earth's orbit. However, before this can occur, a number of enabling technologies will need to be developed, and a variety of economic and policy questions must be addressed. The goal of this paper is to examine the feasibility of the space elevator in the context of current space exploration policy. The paper reviews the space elevator's critical enabling technologies and presents their wide variety of applications. The challenges of funding the space elevator and of building support for the program are discussed. The potential for international cooperation is considered, and the role of the space elevator in the Vision for Space Exploration is examined. The paper argues that each of the space elevator's component technologies ought to be developed independently to meet separate nearer-term objectives. The space elevator should be just one of many applications considered in making decisions to pursue research and development related to each component technology. The enabling technologies, once mature, might eventually be integrated in the construction of a full-scale space elevator from the Earth's surface to geosynchronous orbit and beyond. 相似文献

Despite the global financial crisis, which dominated 2008 and the first half of 2009, Estonia has decided to invest in a space programme. Estonia has extensive experience in the field of astrophysics and has developed capacities in various areas of remote sensing applications. It is on its way to becoming an active ESA partner. This article examines how Estonia is setting its way as a space nation and describes the new context and the role that various bodies are playing in the process. The paper describes the vision and strategy for space activities in the country. An overview of the possible measures to be taken to support the enterprises and scientific institutions with the highest potential for space cooperation is discussed, as are various risks in making progress in the space field, and measures for overcoming these. 相似文献

In 1996, the National Research Council's Committee on Risk Characterization argued convincingly for the implementation of more participatory approaches to improve policy making by incorporating a wide range of stakeholder values and concerns in policy decisions. Guidance about how to best carry out such an approach in an agency like NASA is less clear. To address this gap, this paper discusses how the use of a structured approach to involve expert and non-expert stakeholders in policy making can improve the quality of stakeholder involvement and resulting decisions for space policy making at NASA. Supporting this discussion are results from two recent experiments. One compared the quality and type of participants’ input in a conventional stakeholder workshop with that of a more structured participatory process. The results from this experiment showed that a structured decision approach leads to more thoughtful and better-informed decisions. A second experiment showed that structured, participatory decision processes can help to legitimize space policy decisions after they have been implemented, leading to future benefits for the space agency. 相似文献

This article examines the results of International Space Year (ISY). After discussing how and why the idea was conceived, it details the actions taken to bring ISY about and the projects that were to be carried out. The author examines the achievements of the year and how they are likely to continue to influence space policy in the longer term. Successes include the creation - and continuation under another name - of SAFISY; an ongoing willingness among countries and organizations to coordinate their data and avoid wasteful redundancy; a bottom-up approach to global mission planning; and greater public perception of the significance of space. 相似文献

The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities. 相似文献

This article discusses the outcomes of an April 2005 workshop held at ISU in Strasbourg. Experts sought to tailor an international co-ordination mechanism that would achieve the classical benefits of international co-operation for the unique venture of space exploration. The mechanism they developed provides a permanent forum for those with vested interests in exploration (currently space agencies in key spacefaring nations) to exchange information about national plans and activities so as to build confidence in one another's programs and, to the extent they choose, to develop beneficial interdependencies. The product of this co-ordination effort would be a consolidated international exploration roadmap that would both inform and reflect national program decisions. The co-ordination mechanism would simultaneously involve, but in less central roles, other important interested parties (industry, the science community, other countries without current exploration programs), whose advice is important to the development of a consolidated roadmap. Recognizing that the stakeholders in exploration will almost certainly evolve over time, the mechanism also presents the flexibility to accommodate new players (e.g. companies and countries not yet with investments in exploration) in more central roles as they become stakeholders with vested interests in exploration. 相似文献

From the start of the 20th century, a strong tradition of collaboration has developed in the physical sciences. World War II and the following period changed this situation with a quickening of the pace of application. Thus, while basic research continues to benefit from collaboration among scientists worldwide, the increasingly complex background in which science evolves, through higher implementation costs and more difficult approval processes, renders collaboration among nations ever more pressing. Space science, with its comparatively high access cost but large fundamental importance, substantial public appeal and outstanding ability to motivate young people, shares this need. This article focuses on a recent ESSC-ESF study undertaken to improve the effectiveness of such cooperative efforts. Poland has a long-standing tradition in space activities. Polish institutions have participated as co-investigators in almost all European Space Agency (ESA) science projects, as well as on many other missions. However, the first Polish satellite (PW-SAT) was only launched in 2012. Poland was one of the first Eastern European countries to conclude a Cooperation Agreement with ESA in the peaceful use of outer space; it was signed in 1994 and followed by a second in January 2002. Negotiations on Polish membership in the ESA were started in autumn of 2011, and ended in April 2012. Following ratification of the agreement, Poland officially became the 20th Member State of ESA on 19 November 2012. This article examines how Poland is setting its way as a space nation. It describes recent developments in the Polish space programme, including the road to Poland's full membership in the European Space Agency. 相似文献

Despite provisions declarations that outer space shall be free for exploration and use by all states, it is a finite resource. This article argues for the need to ensure rational use of this resource via a major restructuring of space law. Focusing on telecommunications it proposes a change in the assignment of radio-spectrum and suggests that space must be treated as a means of advancing genuine globalisation. 相似文献

In reviewing the past 50 years of international space cooperation, much of it stunningly successful, some bedevilled by difficulties, the author notes that ‘space’ can now only be understood as a complex area of widely varied sectors, further complicated by different funding sources and dual-use activities. While scientists were the initial drivers of cooperation, their flourishing programmes risk losing government funding to the grandiose manned missions being envisaged. Such funding is strongly reliant on political will rather than on the merits of any particular programme, something that, until recently with the GEO, has been particularly evident in earth observations. A major problem has been countries’ efforts to secure some minor national advantage at the expense of the bigger picture. But for international space cooperation truly to benefit humanity, a greater acceptance of working for the common good and more efficient programme management (no duplication) will be required. 相似文献

This paper assesses the impacts that changes in the US presidency have had on the civilian space program during the post-Apollo period. It suggests that the White House has lost influence over space issues relative to other interested sectors. The primary factors causing this are a long-term shift to lower priority for these issues, and an inevitable widening of the scope of influence over this sector of activity. Key post-Apollo decisions are discussed for their substantive content and also for what they reveal about the extent to which the president chose to be involved. These findings have implications across all science and technology issue areas as the USA, in the aftermath of the Cold War, reexamines its post-World War II social contract with science. 相似文献

The envisaged future space research programmes, whether in the field of space exploration or Earth observation are becoming more and more technically complicated and so costly that a single nation can hardly afford to realize them. Major non-European space-faring nations, China and India will progressively play an important role besides US, Russia and Japan. The Space Advisory Group of the European Commission recommended that the European Commission supports within Horizon 2020 a comprehensive Robotic Mars-Exploration Programme under European leadership that should become an essential element of a coordinated international space research programme. The International Space Station (ISS) experience shows that cooperative space programmes build links between industries and laboratories from around the world, which then further develop in non-space related activities, with positive impact on the economy and scientific research. Strategies need to be developed to mitigate the gradual increasing risks incurred by climate change. In order to lower their entry barrier to engage in space emerging and developing space nations need to be included in cooperative space programmes. Space activities in the former USSR were regulated by numerous decisions and regulations, most of them inaccessible to the public. But despite its important space programme the state had no specific space legislation. The country's lawyers for years argued the necessity for a unified space act and the creation of a space agency. The authors of this article discuss the regulation of space activities since the break-up of the USSR. The situation is considered in two aspects: the legal regulation of cooperation within the Commonwealth of Independent States (CIS) in the exploration and use of outer space, and the legal and organizational bases of space activities in Russia after the creation of the Russian Space Agency in 1992. As humanity prepares to extend its reach beyond low-Earth-orbit for the first time since the 1970s, a new symbol of international cooperation is needed to further promote the message of peace and collaboration such exploration entails. The space race that occurred between the USSR and the USA is an ill-suited model for long-term sustained space exploration because it is too costly and too resource-intensive for a single nation to bear. While competition is healthy for technology development, the success of a sustained space exploration strategy lies beyond technological capabilities. It lies in international cooperation, space policy, and public support. Without these, no program can realistically achieve a sustained presence in space beyond low-Earth orbit. To this effect, this paper proposes a cost-effective first step in the form of a universal symbol which, when placed alongside national flags displayed on hardware and astronaut/cosmonaut/taikonaut flight-suits, would send a strong message to the world that space exploration is done for the benefit of humanity as a whole, not just for spacefaring nations. The “Blue Marble”, the first complete picture of Earth taken from space by humans in 1972, fits this universally appealing symbol. This symbol requires no political collaboration between countries, yet is an image that anyone, anywhere in the world, can relate to regardless of nationality, ethnic origin or religious beliefs. Placed on the shoulder pads of human ’nauts – ambassadors of planet Earth – or prominently displayed on spacebound hardware, this symbol would send a universal message to present and future generations that, in space, our planet is working together for the benefit of everyone. 相似文献

New, innovative joint safety policies and requirements were developed in support of the Shuttle/Mir program, which is the first phase of the International Space Station program. This work has resulted in a joint multinational analysis culminating in joint certification for mission readiness. For these planning and development efforts, each nation's risk programs and individual safety practices had to be integrated into a comprehensive and compatible system that reflects the joint nature of the endeavor. This paper highlights the major incremental steps involved in planning and program integration during development of the Shuttle/Mir program. It traces the transition from early development to operational status and highlights the valuable lessons learned that apply to the International Space Station program (Phase 2). The governments’ priority and budgets for space activities are steadily decreasing and the importance of space activities is not any longer reaching the front pages of the newspaper, as in the 1960s. On the other hand in Europe the people, at large, have shown an important interest and support for space activities. A contribution to bridge the gap between decreasing funding and important support of citizen can come from teaching space policy in universities as well as in special workshops for government, industrial and military circles. Traditional space relations among civilian space actors are undergoing in the post-cold war era a rapid evolution with a growing number of new institutional entities. The cold war era and its resulting political environment, which limited space cooperation to ‘intra-bloc’ cooperation, has disappeared, allowing the development of new axes and mechanisms of cooperation. In 2000 there were 40 different countries that had registered space agencies. By 2009 that number had continued to grow to 55. This article discusses how cooperation allows a nation to leverage resource and reduce risk; improve global engagement; and enhance diplomatic prestige of engaged states, political sustainability and workforce stability. The obstacles and impediments to cooperation are substantial, and are manifested through various anti-collaborative behaviors. To achieve success, these obstacles and impediments must be understood and confronted. The article examines the substantial challenges posed by technology transfer constraints, international and domestic politics, and exceptionalism perspectives. Given the imperative to cooperate, four frameworks (cooperation, augmentation, interdependence, and integration) can be employed to overcome these challenges and achieve success. 相似文献
