Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.  相似文献

The concept of a storable liquid monopropellant blend for space applications based on ammonium dinitramide (ADN) was invented in 1997, within a co-operation between the Swedish Space Corporation (SSC) and the Swedish Defense Research Agency (FOI). The objective was to develop a propellant which has higher performance and is safer than hydrazine. The work has been performed under contract from the Swedish National Space Board and ESA. The progress of the development has been presented in several papers since 2000.ECAPS, a subsidiary of the Swedish Space Corporation was established in 2000 with the aim to develop and market the novel “high performance green propellant” (HPGP) technology for space applications. The new technology is based on several innovations and patents w.r.t. propellant formulation and thruster design, including a high temperature resistant catalyst and thrust chamber.The first flight demonstration of the HPGP propulsion system will be performed on PRISMA. PRISMA is an international technology demonstration program with Swedish Space Corporation as the Prime Contractor.This paper describes the performance, characteristics, design and verification of the HPGP propulsion system for PRISMA. Compatibility issues related to using a new propellant with COTS components is also discussed. The PRISMA mission includes two satellites in LEO orbit were the focus is on rendezvous and formation flying. One of the satellites will act as a “target” and the main spacecraft performs rendezvous and formation flying maneuvers, where the ECAPS HPGP propulsion system will provide delta-V capability.The PRISMA CDR was held in January 2007. Integration of the flight propulsion system is about to be finalized.The flight opportunity on PRISMA represents a unique opportunity to demonstrate the HPGP propulsion system in space, and thus take a significant step towards its use in future space applications. ARSENE (Ariane, Radio-amateur, Satellite pour l'ENseignement de l'Espace) is a telecommunications satellite for Amateur Space Service. Its main feature is that more than 100 students from French engineering schools and universities have been working since 1979 for definition phase and satellite development. The highest IAF awards has been obtained by “ARSENE students” in Tokyo (1980) and Rome (1981). The French space agency, CNES and French aerospace industries are supporting the program. The European Space Agency offered to place ARSENE in orbit on the first Ariane mark IV launch late 1985.  相似文献

This document outlines the objectives, strategy guidelines, and the approach for the harmonisation of European space technology activities, in line with and in support of the resolution “Shaping of the Future of Europe in Space”, adopted at the ESA Ministerial Council in May 1999.Under an overall ESA co-ordination, the European space sector is elaborating a technology strategy based on top-level priorities (Dossier 0), on the mapping of European development and competences and on a co-ordinated Space Technology Master Plan (ESTMP). This plan shall take into account the various European developments, industry capacities and budgets and shall enhance the complementary role of the various partners towards common objectives.The proposed strategy includes selection of priority activities as pilot projects for harmonisation. For these pre-selected pilot projects, agreements are required on responsibilities, leaderships, partnerships and budget commitments.  相似文献

This paper aims to identify and address key determinants of ESDP in space—political, industrial, research, technology and development (RTD) and procurement issues. The speedily expanding Internet is in the process of transforming the technological, economic, and policy bases for nation-state regulation of telecommunications, including space-based satellite networks. Deployment of the packet-switched Internet has accelerated the liberalization of telecommunications markets and has led to far-reaching regulatory restructuring and policy shifts regarding state ownership and control of networks and information flows. As space-based GMPCS networks become integral parts of the globalizing Internet infrastructure, the state-centric legal paradigm requiring state “authorization and continuing supervision” of space activities by “non-governmental entities” stipulated under Article VI of the OST and associated treaties forming the outer space legal regime will be called increasingly into question. This paper examines the technological, economic/trade, and security issues that question whether the existing state-centric paradigm for regulating Internel-based GMPCS satellite systems will remain in legal phase with emerging liberalized regulatory regimes for terrestrial Internet-based infractructures.  相似文献

When US President George W. Bush on 14 January 2004 announced a new US “Vision for Space Exploration”, he called for international participation in “a journey, not a race”, a call received with skepticism and concern elsewhere. But, after a slow start in implementing this directive, during 2006 NASA has increased the forward momentum of action on the program and of discussions on international cooperation in exploring “the Moon, Mars, and beyond”. There are nevertheless a number of significant top-level issues that must be addressed if a cooperative approach to human space exploration is to be pursued. These include the relationship between utilization of the ISS and the lunar exploration plans, integration of potential partners’ current and future capabilities into the exploration plans, and the evolving space-related intentions of other countries.  相似文献

Today's space operations involve co-working of people with different ethnical, professional and organisational backgrounds. The aim of this study was to examine the implications of cultural diversity for efficient collaboration within the European Space Agency (ESA), and between ESA employees and representatives from other agencies. ESA employees from European countries (N=576) answered to the CULT Ground Survey. The results showed that differences in relation to leadership and decision making were the most important issues thought to interfere with efficient co-working within ESA, and between ESA employees and colleagues from other agencies. Employees who collaborated with more than three nationalities within ESA indicated most challenges in co-working due to differences in compliance, behavioural norms and competitiveness. Challenges in co-working differed between agencies, and these differences were consistent with value differences in the national populations. The results may have applied value for training of European employees working in international space program teams.  相似文献

This paper describes outline of the piggy-back satellite “INDEX” for demonstration of advanced satellite technologies as well as for observation of fine structure of aurora. Aurora observation will be carried out by three cameras(MAC) with a monochromatic UV filter. Electron and ion spectrum analyzer (ESA/ISA) will measure the particle phenomena together with the aurora imaging. INDEX satellite will be launched in 2002 by Japanese H2-A. The satellite is mainly controlled by the high-speed, fault-tolerant on-board RICS processor (three-voting system of SH-3). The attitude control is a compact system of three-axis stabilization. Although the size of INDEX is small (50Kg class), several newly-developed technologies are applied to the satellite system, including silicon-on-insulator devices, variable emittance radiator, solar-concentrated paddles, lithium-ion battery, and GPS receiver with all-sky antenna-coverage.  相似文献

In November 1986, more than 20 years ago, an H8 upper stage of Ariane 1 exploded in orbit nine months after the end of its mission. So as to avoid the generation of debris in low Earth orbit, a dedicated complementary development modified the design, introducing systematic passivation of the stage. Ever since this event, space debris mitigation has been a major concern for all launcher activities in Europe.After a short recall of the launchers currently operated by Arianespace as well as those currently developed by ESA with CNES, particularly for the safeguard authority, including the most promising future evolutions, the set of applicable regulations is described. These rules are fundamentally derived from the IADC Guidelines (hence the UNCOPUOS ones), translated into European Code of Conduct and in some more applicable Standards, such as the one prepared by ESA. The process of preparing ISO standards, mainly through the ECSS Working Group, is also described.Three major families can be identified: minimization of Mission Related Objects, Passivation of stages at the end of mission, and orbital protected zones including the so-called 25-year rule.The paper describes how European launchers do or will fulfill these applicable standards, quantifying the efficiency of the mitigation rules, and describing improvement actions currently under study.  相似文献

The registration of space objects is indispensable for the orderly administration of outer space. Most states recognize this and comply with the instruments—the Registration Convention and the UN General Assembly Resolution—set up to permit registration, but they display different approaches to and interpretations of the concept of registration. This article examines the registration practices of various European Space Agency (ESA) member states and of ESA itself. It finds that, despite varied policies, the system seems to be working well. However, there has been a worrying rise in non-registrations over the past few years, perhaps linked to the growth in the number of, especially commercial, entities engaging in space activities.  相似文献

Under weightlessness, the effect of harmonic vibrations can easily induce average motions in fluids with density inhomogeneities. We will consider more particularly pure fluids near their gas–liquid critical point, where the temperature variation of all important parameters (e.g. interfacial tension, density difference) follows universal, scaling laws. We will thus study, below the critical point, the ordering of the gas–liquid interfaces (at equilibrium and during the phase separation) and, above the critical point, some thermovibrational instabilities. These studies have been performed in the Russian MIR station and in the MiniTexus and Maxus rockets of ESA and under magnetic compensation of gravity on earth.  相似文献

CROCODILE (CROissance de Cristaux Organiques par DIffusion Liquide dans l'Espace) is a space instrument dedicated to crystal growth from solution. The selected material N (4 nitrophenyl) (L) prolinol (NPP) is the result of studies on organic crystal in the frame of an extended program initiated by CNES for many years. The apparatus was flown aboard PHOTON, an automatic satellite, in April 1990, for a flight duration of more than 15 days. This paper describes the instrument design, with emphasis on specific and original technology well adapted to crystal growth from solution, and extendable to any space experiment on fluids. The X-38 Project forms part of the “X” prototype vehicle family developed by the United States. Its development was initiated by NASA to prepare the Crew Return Vehicle (CRV). The European participation in the X-38 Program has been significantly extended since the start of the X-38 cooperation in 1997 and is realized by ESA's “Applied Reentry Technology Program” and the German/DLR “Technologies for Future Space Transportation Systems” (TETRA) Project. European contributions to the X-38 Vehicle 201, (V-201) can be found in all technical key areas. The orbital flight and reentry with the X-38 V-201 will conclude the X-38 project in 2002.The CRV will be used from about mid-2005 as ’ambulance‘, ’lifeboat‘ or as alternate return vehicle for the crew of the International Space Station. Recognizing the very productive and mutually beneficial cooperation established on X-38, NASA and ESA have decided to continue this cooperation into the development of the operational CRV. The Phase C/D will be completed shortly after the Critical Design Review, scheduled for August 2002. The CRV production phase will start in October 2002 and will cover production of four CRV vehicles, ending in 2006.Based on the objective to identify a further evolution potential of the CRV towards a Crew Cargo Transfer Vehicle (CCTV), NASA has implemented upgrade studies in the CRV Phase C/D.  相似文献

In announcing a new Vision for the US space program, President George Bush committed the USA to “a long-term human and robotic program to explore the solar system”, via a return to the Moon, leading to exploration of Mars and other destinations. He also stated that other nations would be invited to join the vision. Many other nations have, or are developing, ‘exploration visions’ of their own. The potential for international cooperation therefore exists, both at the vision and program/project levels. This paper, based on Working Group discussions as part of an AIAA space cooperation workshop,1 presents an approach for maximizing the return on all global investments in space exploration. It proposes an international coordination mechanism through which all these various national activities could be integrated into an inherently global enterprise for space exploration, a ‘virtual program of programs’. Within the context of the coordination, individual activities would utilize the full range of cooperative mechanisms for implementation. A significant benefit of this mode of conducting cooperation is that it would not require the negotiation of complex overarching international agreements as a precondition for initiating international activity.  相似文献

First, the classical reasons (one has to begin small, educational aspects, introduction to the space field) are summarized; then some thoughts are introduced on the efficacy and the efficiency of the effort invested (how expensive is a national project, and how advantageous the inevitable multinational cooperation); finally, a synopsis of the considerations about the need for cultural changes in the space program (the challenge of the coming era, the resulting needs, the philosophy of “small missions” and its contributions) is given.  相似文献

The Indian Earth Observations Program, over the past three decades, has been mainly driven by the national need for natural resources management, environment monitoring and disaster support. With an array of seven Indian Earth Observation Satellites, national development support has been provided through a well-knit institutional framework of a National Natural Resources Management System (NNRMS). A wide variety of applications have been developed as an inter-agency effort over the past 15 years. Now, the capacity of the programme has extended into the global arena and is providing operational data services to the global user community. Positioning of relevant policy guidelines for the EO program to contribute to national endeavor and its transitioning for global outreaching and development of a commercial enterprise — both at national and global levels has been an area of constant attention within ISRO.Issues related to defining the space and data acquisition as a national “public ground”, costing of data products and services and evolving a commercial Earth Observation policy have been addressed for providing the overall thrust of the Indian Earth Observations program. The paper discusses the evolution of the policy in the early stages and its transition today to support a two-pronged strategy of supporting national development support and at the same time, developing a commercial program. The paper also illustrates the success of these policy endeavors through specific cases of applications and development of value added services. The paper also brings out the potential policy adjustments that will be called for in the coming years.  相似文献

Among the principal objectives of the Phase 1 NASA/Mir program were for the United States to gain experience working with an international partner, to gain working experience in long-duration space flight, and to gain working experience in planning for and executing research on a long-duration space platform. The Phase 1 program was to provide the US early experience prior to the construction and operation of the International Space Station (Phase 2 and 3). While it can be argued that Mir and ISS are different platforms and that programmatically Phase 1 and ISS are organized differently, it is also clear that many aspects of operating a long-duration research program are platform independent. This can be demonstrated by a review of lessons learned from Skylab, a US space station program of the mid-1970s, many of which were again “learned” on Mir and are being “learned” on ISS. Among these are optimum crew training strategies, on-orbit crew operations, ground support, medical operations and crew psychological support, and safety certification processes.  相似文献

Is it possible for small nations to get their concerns aired or improve their industries and economies in the field of space activities? In this edited version of a speech to the international symposium on ‘The History of the European Space Agency’, held in London, 11–13 November 1998, the author demonstrates that, through judicious cooperative endeavour within the framework of ESA, and a willingness to put forward solutions rather than harping on problems, it is. Switzerland’s role in the foundation of ESA is discussed, along with various successful initiatives taken by the country. The particular difficulties presented by the country’s constitution – and how they have been overcome – are also examined. The author concludes with some thoughts on the present and futute state of space affairs in Europe.  相似文献
