An appraisal of current and future risks from space debris is presented with the aid of calculations carried out by the MASTER model. The efficacy of various technical options -- such as fuel venting, de-orbiting and use of a graveyard orbit -- for counteracting the problem is discussed. This article briefly presents the historical background, as seen by ISRO and India, to the growing problem of space debris. It describes the technical aspects of ISRO's activities in the field of space debris, and the grey areas in technical understanding, which may impede legal discussions. Analysis of the cost and technical aspects of reorbiting satellites from geostationary Earth orbit (GEO) is detailed, since this is an important area for India and other developing countries. The article also briefly describes ISRO's views of the applicability and relevance of the existing space treaties to a possible future legal regime for space debris. Debates are currently taking place in the UN and other multilateral fora on the subject of space debris and the situation is dynamic. The main aim of this article is to inform readers of ISRO's and India's position in the UN on the subject of space debris, in terms of its technical, political and legal aspects. Certain issues of importance from the legal point of view, though not of immediate urgency, are also discussed.  相似文献

The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities.  相似文献

Space research in Pakistan is conducted by the Pakistan Space and Upper Atmosphere Research Commission (Suparco). Suparco's programmes consist of the launching of sounding rockets and satellite applications, especially remote sensing and communications. Its long-term goals are to develop communications and remote sensing satellites and to launch lightweight scientific satellites in near-Earth orbits. To train its scientific staff at postgraduate level, Suparco is establishing an Aerospace Institute. The Commission is very active in international forums such as the UN COPUOS, Cospar, IAF and IUCN.  相似文献

Preventing the weaponization of outer space is one of the most relevant issues of the current space law debate. In recent years discussions on this issue have significantly increased in international fora, such as the UN Conference on Disarmament and the COPUOS. While it has not been possible to arrive at an agreed solution on how to efficiently deal with the problem of possible weaponization of outer space so far, several valuable proposals have been put forward. China and Russia, on the one side, and the European Union, on the other, have taken the lead in this respect. While the former have submitted a proposal for a draft treaty on the demilitarization of outer space, known as the PPWT, the latter has issued a Draft Code of Conduct for Outer Space Activities. Despite the differences between the two proposals, this paper proposes the development of a Chinese, Russian and European common approach aimed at preventing the weaponization of outer space. Although such a goal is undoubtedly challenging, some political and legal factors may enable such cooperation in the not-too-distant future.  相似文献

The Committee on the Peaceful Uses of Outer Space (COPUOS) was established in 1959 by the United Nations General Assembly in order to review and foster international cooperation in the peaceful uses of outer space and to consider legal issues arising from the exploration of outer space. Since its establishment, the Committee has addressed such issues as benefits from space activities, the definition and delimitation of outer space and the use of the geostationary orbit, implications of remote sensing, space sciences, space-based communications, navigation and meteorological systems, as well as use of nuclear power sources in outer space, space debris and spin-off benefits of space technology. At its session in 1996, a symposium on the ‘Utilization of micro- and small satellites for the expansion of low-cost space activities, taking into particular account the needs of developing countries’ was organized by COSPAR and IAF to complement discussions on this theme. It was noted at the symposium that the increasing number of small satellites, in particular the proposed introduction of multi-satellite ‘constellations’ at low orbits, would result in concentrations of satellite mass at certain regions of space around the Earth. Special provisions would be needed to minimize the probability of satellite breakups and collisions which might create more space debris and compromise the future of spaceflight.  相似文献

Since 1958, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) has been an international forum working to build a body of space law by universal consensus, a method of working which has been essential to ensuring the enforce-ability of its decisions. This consensus has degenerated in recent years, slowing the progress of space law — which has now fallen dangerously behind the development of space technology. Some important recent decisions have had to be taken by majority voting rather than consensus, to overcome the paralysis of COPUOS. This, however, can only be a temporary solution. The author makes an urgent plea for a return to COPOUS and its methods.  相似文献

国际空间法是指调整国家、国际组织之间开展外空探索、利用、开发活动中权利义务规则的总称。狭义的国际空间法仅指以联合国外空五大公约为核心的国际条约体系,对于缔约国是具有强制的法律约束力的;广义的国际空间法还包括联合国大会决议和联合国外空委大会文件在内的不具有法律约束力、但具有很强的政治约束力的外空国际活动规则。中国1983年加入《外空条约》,1988年加入《营救协定》、《责任公约》和《登记公约》,没有加入《月球协定》。文章分析前4个公约以及《遥感原则》、《防止在外空部署武器条约草案》、"外空透明与建立信任措施"联大决议、《外空活动长期可持续准则草案》等不具有法律约束力的文件,简要分析其对中国航天活动可能产生的限制和影响,并提出对策、建议。  相似文献

In 1989, the two sub-committees of the UN Committee on the Peaceful Uses of Outer Space (COPUOS) - the Scientific and Technical Sub-Committee and the Legal Sub-Committee - held their 26th and 28th sessions, respectively, at UN Headquarters in New York. They subsequently produced reports which were discussed at the 33rd session of COPUOS in New York from 5 to 15 June 1989. N. This article discusses the development, and the current and future work, of the UN Office for Outer Space Affairs. The Office is active both as a source of information, education and training on space and as a secretariat to COPUOS and its Subcommittees; it also performs a role in the monitoring and implementation of various space-related legal treaties. Presently—and as part of the drive to use space to improve life on Earth—the bulk of its work is guided by the Vienna Declaration produced at UNISPACE III.  相似文献

This article examines the international legal and diplomatic questions relating to arms control and disarmament, focusing on space-based activities. These relate importantly to the development of anti-satellite satellites (ASATs) and ballistic missile defence systems (BMDs). Part I of the article examines the goal of ‘peaceful uses’ of outer space as elaborated in national policies and in international fora, the debate that has has taken place at the international level over the meaning and definition of peaceful purposes, legal manoeuvres, particularly in the UN, and US responses, and recent Soviet initiatives relating to space militarization. 文章通过对空间碎片国际机制(多边谈判机制)的分析,指出其发展趋势,从而为中国参加相关谈判工作提供参考。空间碎片国际机制的发展已呈现出明显的政策化、法律化和制度化的趋势。无论是从外空利益争夺、外空战略实现,还是从中国航天事业可持续发展、中国航天立法体系完善的角度来讲,积极参加空间碎片技术合作与规则制定的国际谈判都具有重要意义。从国内建设上来看,中国应尽快制定“技术—政策(战略)—法律”三位一体的解决思路和具体方案;从国际层面看,可以借鉴美国一直坚持和贯彻的“技术—政策—国内规则—国际软法—国际法”外空策略,来开展空间碎片减缓和清除等方面的技术与规则制定的合作。  相似文献

This report describes recent progress in the UN Basic Space Science Initiative (UNBSSI), which aims to facilitate space science education and research, and attendant resources in developing countries. In addition to holding workshops across the developing world, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) successfully implemented the International Heliophysical Year (IHY) as a catalyst for improving understanding of the Sun and of solar-terrestrial physics. Building on this it is now preparing for the International Space Weather Initiative (ISWI). Achievements of the former are discussed, as are the goals and anticipated activities of the latter.  相似文献

The success of space-based systems worldwide, providing services to society and satisfying defence and security needs, has led to a situation where outer space is increasingly crowded. In addition, the rapid proliferation of space debris threatens the safe utilization of outer space on the most commonly used orbits. Beyond the mitigation of the orbital debris threat, additional measures will be needed to ensure the safety and security of activities in outer space for the long-term. This article describes the initiative to introduce a new agenda item in the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS), first presented to COPUOS delegations in 2007, which led to a formal decision in 2009. This in turn led to the establishment of a dedicated Working Group of the Scientific and Technical Sub-Committee in 2010, with a work plan leading to a report and associated recommendations in 2014. Some references are made to other initiatives affecting space security, such as the Russia–China draft treaty (PPWT) tabled at the Conference on Disarmament and the EU-proposed Code of Conduct.  相似文献

It has become increasingly clear in recent years that the issue of space debris, particularly in low-Earth orbit, can no longer be ignored or simply mitigated. Orbital debris currently threatens safe space flight for both satellites and humans aboard the International Space Station. Additionally, orbital debris might impact Earth upon re-entry, endangering human lives and damaging the environment with toxic materials. In summary, orbital debris seriously jeopardizes the future not only of human presence in space, but also of human safety on Earth. While international efforts to mitigate the current situation and limit the creation of new debris are useful, recent studies predicting debris evolution have indicated that these will not be enough to ensure humanity?s access to and use of the near-Earth environment in the long-term. Rather, active debris removal (ADR) must be pursued if we are to continue benefiting from and conducting space activities. While the concept of ADR is not new, it has not yet been implemented. This is not just because of the technical feasibility of such a scheme, but also because of the host of economic, legal/regulatory, and political issues associated with debris remediation. The costs of ADR are not insignificant and, in today?s restrictive fiscal climate, are unlikely/to be covered by any single actor. Similarly, ADR concepts bring up many unresolved questions about liability, the protection of proprietary information, safety, and standards. In addition, because of the dual use nature of ADR technologies, any venture will necessarily require political considerations. Despite the many unanswered questions surrounding ADR, it is an endeavor worth pursuing if we are to continue relying on space activities for a variety of critical daily needs and services. Moreover, we cannot ignore the environmental implications that an unsustainable use of space will imply for life on Earth in the long run. This paper aims to explore some of these challenges and propose an economically, politically, and legally viable ADR option. Much like waste management on Earth, cleaning up space junk will likely lie somewhere between a public good and a private sector service. An international, cooperative, public-private partnership concept can address many of these issues and be economically sustainable, while also driving the creation of a proper set of regulations, standards and best practices.  相似文献

The growth of the orbital debris population has been a concern to the international space community for several years. Recent studies have shown that the debris environment in Low Earth Orbit (LEO, defined as the region up to 2000 km altitude) has reached a point where the debris population will continue to increase even if all future launches are suspended. As the orbits of these objects often overlap the trajectories of satellites, debris create a potential collision risk. However, several studies show that about 5 objects per year should be removed in order to keep the future LEO environment stable. In this article, we propose a biobjective time dependent traveling salesman problem (BiTDTSP) model for the problem of optimally removing debris and use a branch and bound approach to deal with it.  相似文献

Outer space, a valuable natural resource, has to be managed in order to improve safety, efficiency and economy of space missions and to protect the space environment for future exploration and use. There are several aspects of the management of outer space, few in a satisfactory state, others receiving little attention from the international community, and still others not yet addressed at all. Some of the tasks following from the above requirements may have to be performed by an international space organization, created, possibly and preferably, within the UN system of organizations.  相似文献

The first artificial earth satellite, Sputnik 1, was launched on 14 October 1957 and proceeded to orbit the Earth blithely unconcerned with the political boundaries below. It was apparent that space activities had international implications. In the United Nations, the question of space activities was first raised in 1957 in the context of the debate on disarmament. In 1958, the ‘Question on the Peaceful Uses of Outer Space’ was placed on the agenda of the General Assembly, which adopted a resolution establishing an Ad Hoc Committee on the Peaceful Uses of Outer Space (COPUOS).  相似文献
