The role of industry ranges from provision of turn-key systems, to provision of training and joint development of satellites in partnership with emerging space countries. Ranked number 1 worldwide in terms of satellites ordered in 2006, Thales Alenia Space is at the heart of the most high performance satellite technologies in both civil and defense sectors. The company has been involved in parterships with a number of emerging space nations. Non-governmental organizations (NGOs) play a unique role in international affairs, providing access to resources, expertise, and assistance to supplement State resources. Sometimes the diplomatic skills and unofficial access of NGOs to policymakers through Track Two diplomacy can move a previously stalled critical issue forward and assist policymakers from different countries to find common ground outside official channels. Because they work outside of official channels, they are not bound by State policy that may inhibit negotiations between States. Some also have a convening power that sometimes makes it possible for State representatives to meet discipline experts and each other for informal discussions on issues of mutual interest. Finally, NGOs can draw attention to issues that may be overlooked or avoided by State organizations. 相似文献

The basic space sciences and their supporting technologies underpin the ability of a country to utilise space applications programmes for development. By whatever measure is employed, Africa is under-represented in the international space science community. This paper reviews lessons learnt over the past 8 years with regard to sustainable capacity building in the region. At present there are a number of role-players in the space arena engaged in various capacity-building initiatives. We advocate that the emphasis of these initiatives should shift from fairly isolated capacity-building activities to comprehensive regional capacity-building programmes developed jointly by the different role-players. In order to develop such coordinated programmes, the establishment of a capacity-building forum involving the space community, the development sector and the developing countries in a region, is proposed. 相似文献

The development, operation, and analysis of data from cubesats can promote science education and spur technology utilization in emerging and developing nations. This platform offers uniquely low construction and launch costs together with a comparative ubiquity of launch providers; factors that have led more than 80 universities and several emerging nations to develop programs in this field. Their small size and weight enables cubesats to “piggyback” on rocket launches and accompany orbiters travelling to Moon and Mars. It is envisaged that constellations of cubesats will be used for larger science missions. We present a brief history, technology overview, and summary of applications in science and industry for these small satellites. Cubesat technical success stories are offered along with a summary of pitfalls and challenges encountered in both developed and emerging nations. A discussion of economic and public policy issues aims to facilitate the decision-making process for those considering utilization of this unique technology. 相似文献

The United Nations Programme on Space Applications, implemented by the United Nations Office for Outer Space Affairs, promotes the benefits of space-based solutions for sustainable economic and social development. The Programme assists Member States of the United Nations to establish indigenous capacities for the use of space technology and its applications. In the past the Programme has primarily been focusing on the use of space applications and on basic space science activities. However, in recent years there has been a strong interest in a growing number of space-using countries to build space technology capacities, for example, the ability to develop and operate small satellites. In reaction to this development, the United Nations in cooperation with the International Academy of Astronautics has been organizing annual workshops on small satellites in the service of developing countries. Space technology related issues have also been addressed as part of various other activities of the Programme on Space Applications. Building on these experiences, the Office for Outer Space Affairs is now considering the launch of a new initiative, preliminarily titled the United Nations Basic Space Technology Initiative (UNBSTI), to promote basic space technology development. The initiative would be implemented in the framework of the Programme on Space Applications and its aim would be to help building sustainable capacities for basic space technology education and development, thereby advancing the operational use of space technology and its applications. 相似文献

Stability analysis of explicit guidance laws for space launch vehicles with varying thrust integrals

In this study, a stability analysis of the explicit guidance laws for space launch vehicles is performed with consideration of varying thrust integrals. Among various forms of explicit guidance, linear tangent guidance in its general form is selected and six different acceleration profiles are considered for this numerical experiment. A linear system modeling which includes all of the significant dynamic elements of a space launcher is performed to analyze the effect of the characteristics of thrust integrals on stability margins. Numerical results show that in an aspect of guidance stability, it is advantageous to have thrust integrals derived from increasing acceleration profiles, such as constant thrust case, which may be considered in the development of propulsion systems. Finally, time-domain simulation with the original nonlinear models is performed to verify the approach and the result shows that the nonlinear dynamics of the system is conserved well in the linear model. 相似文献

Preliminary results of the EU INTAS Project 00810, which aims to improve the methods of safeguarding satellites in the Earth’s magnetosphere from the negative effects of the space environment, are presented. Anomaly data from the “Kosmos” series satellites in the period 1971–1999 are combined in one database, together with similar information on other spacecraft. This database contains, beyond the anomaly information, various characteristics of the space weather: geomagnetic activity indices (Ap, AE and Dst), fluxes and fluences of electrons and protons at different energies, high energy cosmic ray variations and other solar, interplanetary and solar wind data. A comparative analysis of the distribution of each of these parameters relative to satellite anomalies was carried out for the total number of anomalies (about 6000 events), and separately for high (5000 events) and low (about 800 events) altitude orbit satellites. No relation was found between low and high altitude satellite anomalies. Daily numbers of satellite anomalies, averaged by a superposed epoch method around sudden storm commencements and proton event onsets for high (>1500 km) and low (<1500 km) altitude orbits revealed a big difference in a behavior. Satellites were divided on several groups according to the orbital characteristics (altitude and inclination). The relation of satellite anomalies to the environmental parameters was found to be different for various orbits that should be taken into account under developing of the anomaly frequency models. 相似文献

This paper presents a trajectory planning algorithm for a space robot with dual-manipulators. Here one manipulator of the space robot captures a target, and another manipulator is free. In this case, this study uses one manipulator as the mission manipulator to capture the target, and another as the balance manipulator aiming at the compensation of the pose disturbance. For this method, a novel trajectory planning algorithm applied to the balance manipulator is presented. The trajectory planning problem is transformed into series of problems of the optimal state solution, and then the iterative algorithms for the trajectory planning are designed. In the iterative algorithms, the bias force on the spacecraft base caused by the balance manipulator is used as the compensation force. Then, to calculate the expected compensation force and torque, a pose control law for the spacecraft base is introduced. The expected compensation force and torque provide equality constraints for optimization problems, which implies that the trajectory planning algorithm compensates for not only the disturbance generated by the manipulator’s motion, but also environmental disturbances. This is because the expected compensation force and torque depend on the pose change of the spacecraft base rather than the type of the disturbance. Numerical simulation was carried out to analyze the proposed trajectory planning method. It was observed that the method greatly reduces the disturbance of Manipulator A on the spacecraft base. These results validated the effectiveness of the proposed method for the trajectory planning to make the spacecraft base disturbance up to minimum. 相似文献

A more flexible policy basis from which to manage our planet in the 21st century is desirable. As one contribution, we note that synergies between space exploration and the preservation of our habitat exist, and that protecting life on Earth requires similar concepts and information as investigations of life beyond the Earth, including the expansion of human presence in space. Instrumentation and data handling to observe both planetary objects and planet Earth are based on similar techniques. Moreover, while planetary surface operations are conducted under different conditions, the technology to probe the surface and subsurface of both the Earth and other planets requires similar tools, such as radar, seismometers, and drilling devices. The Earth observation community has developed some exemplary tools and has featured successful international cooperation in data handling and sharing that could be equally well applied to robotic planetary exploration. Here we propose a network involving both communities that will enable the interchange of scientific insights and the development of new policies and management strategies. Those tools can provide a vital forum through which the management of this planet can be assisted, and in which a new bridge between the Earth-centric and space-centric communities can be built. 相似文献

Instruments and methods recently used for space radiation dosimetry are reviewed for the purposes of comparison and reference. Passive detection methods mentioned include track-etch, luminescent, nuclear emulsion, and metal foil detectors. These can provide a reliable source of data for all types of radiation, but often require processing that cannot occur in space. Experimental methods of LET determination using TLDs, such as the high temperature peak ratio (HTR) method, are also discussed. Portable readout passive detectors including Pille, MOSFET, and bubble detector systems provide a novel alternative to traditional passive detectors, but research is more limited and their widespread use has yet to be established. Active detectors including DOSTEL, CPDS, RRMD-III, TEPC, R-16, BBND, and the Liulin series are examined for technical details. These instruments allow the determination of dose in real-time, and some can determine LET of incident particles by measuring energy deposition over a known path-length, but size and power consumption limit their practical use for dosimetry. Improved neutron dosimetry and development of a small active or portable readout personnel dosimeter capable of accurate LET determination are important steps for managing the effects of long-term exposure to the space radiation environment. 相似文献

Since 1991 the United Nations Office for Outer Space Affairs has been conducting a series of workshops on basic space science under its United Nations Programme on Space Applications. Up to 2004 the workshops focussed on capacity building efforts in basic space science, in particular for the benefit of developing countries. From 2005 onwards the workshops and their related activities contributed to the celebration of the International Heliophysical Year 2007. Together these activities and workshops constitute the United Nations Basic Space Science Initiative of the United Nations Office for Outer Space Affairs. With the intense increase in space objects, especially space debris, it is necessary to efficiently track and catalog the extensive dense clusters of space objects. As the main instrument for low earth orbit (LEO) space surveillance, ground-based radar system is usually limited by its resolution while tracking small space debris with high density. Thus, the obtained measurement information could have been seriously missed, which makes the traditional tracking method inefficient. To address this issue, we conceived the concept of group tracking. For group tracking, the overall tendency of the group objects is expected to be revealed, and the trajectories of individual objects are simultaneously reconstructed explicitly. According to model the interaction between the group center and individual trajectories using the Markov random field (MRF) within Bayesian framework, the objects’ number and individual trajectory can be estimated more accurately in the condition of high miss alarm probability. The Markov chain Monte Carlo (MCMC)-Particle algorithm was utilized for solving the Bayesian integral problem. Furthermore, we introduced the mechanism for describing the behaviors of groups merging and splitting, which can expand the single group tracking algorithm to track variable multiple groups. Analyses of the epidemiological data on the Japanese A-bomb survivors, who were exposed to γ-rays and neutrons, provide most current information on the dose–response of radiation-induced cancer. Since the dose span of main interest is usually between 0 and 1 Gy, for radiation protection purposes, the analysis of the A-bomb survivors is often focused on this range. However, estimates of cancer risk for doses larger than 1 Gy are becoming more important for long-term manned space missions. Therefore in this work, emphasis is placed on doses larger than 1 Gy with respect to radiation-induced solid cancer and leukemia mortality. The present analysis of the A-bomb survivors data was extended by including two extra high-dose categories and applying organ-averaged dose instead of the colon-weighted dose. In addition, since there are some recent indications for a high neutron dose contribution, the data were fitted separately for three different values for the relative biological effectiveness (RBE) of the neutrons (10, 35 and 100) and a variable RBE as a function of dose. The data were fitted using a linear and a linear-exponential dose–response relationship using a dose and dose-rate effectiveness factor (DDREF) of both one and two. The work presented here implies that the use of organ-averaged dose, a dose-dependent neutron RBE and the bending-over of the dose–response relationship for radiation-induced cancer could result in a reduction of radiation risk by around 50% above 1 Gy. This could impact radiation risk estimates for space crews on long-term mission above 500 days who might be exposed to doses above 1 Gy. The consequence of using a DDREF of one instead of two increases cancer risk by about 40% and would therefore balance the risk decrease described above. 相似文献

This paper presents a coordinated control scheme for two capture tasks via a dual-arm space robot with its base on a flexible space structure. The robot system consists of a base, a mission arm for capture, and a balance arm for removing disturbance forces to the base. To counteract the impact of structural vibration, a two-stage strategy containing a vibration control stage and a target capture stage is proposed. In the first stage, the robot and structure are treated as a mass-spring system in which the coupling effect between the robot and the flexible structure is exploited to suppress structural vibration. Notably, the collision avoidance between two arms is achieved by a velocity inequality constraint, wherein the reactionless motion is utilized. In the second stage, a reactionless trajectory is planned for the mission arm to reach the target location and attitude, as the balance arm remove the coupling disturbance to the base. Afterwards, the balance arm becomes the new mission arm for capture and the other arm is defined as the new balance arm. Finally, numerical simulations are given to validate the efficiency of the proposed coordinated control strategy. 相似文献

An accurate measurement of the position and trajectory of the space debris fragments is of primary importance for the characterization of the orbital debris environment. The Medicina Radioastronomical Station is a radio observation facility that is here proposed as receiving part of a ground-based space surveillance system for detecting and tracking space debris at different orbital regions (from Low Earth Orbits up to Geostationary Earth Orbits). The proposed system consists of two bistatic radars formed by the existing Medicina receiving antennas coupled with appropriate transmitters. This paper focuses on the current features and future technical development of the receiving part of the observational setup. Outlines of possible transmitting systems will also be given together with the evaluation of the observation strategies achievable with the proposed facilities. 相似文献

Radiation exposure in space is expected to increase the risk of cancer and other adverse biological effects in astronauts. The types of space radiation of particular concern for astronaut health are protons and heavy ions known as high atomic number and high energy (HZE) particles. Recent studies have indicated that carcinogenesis induced by protons and HZE particles may be modifiable. We have been evaluating the effects of proton and HZE particle radiation in cultured human cells and animals for nearly a decade. Our results indicate that exposure to proton and HZE particle radiation increases oxidative stress, cytotoxicity, cataract development and malignant transformation in in vivo and/or in vitro experimental systems. We have also shown that these adverse biological effects can be prevented, at least partially, by treatment with antioxidants and some dietary supplements that are readily available and have favorable safety profiles. Some of the antioxidants and dietary supplements are effective in preventing radiation induced malignant transformation in vitro even when applied several days after the radiation exposure. Our recent progress is reviewed and discussed in the context of the relevant literature. 相似文献

Although it is generally agreed that the outer space should be used for the benefit of all mankind, only a fraction of the countries have the necessary technological base for accessing space. Space technology, with its implications on science, economy and well-being of citizens, is mostly chosen as one of the priority areas for technological development by developing countries. However, there is already an over-capacity in global space industry and there are doubts on necessity of additional capacity establishment by developing countries. In this study, the importance and benefits of capacity-building in these countries are emphasized and the advantages and disadvantages that developing countries have in the framework of space technology acquisition are briefly presented. The feasibility of certain levels of space technology is discussed and the necessity of combining existing indigenous capabilities with technology obtained from foreign sources in the optimal way is stressed. We have also mentioned various general mechanisms of technology transfer and argued the importance of licensing in catching-up developed countries. After considering the necessary conditions of efficiency of technology, such as establishment of regional centers of space science and technology education by United Nations, joint development of space systems, complete technology transfer packages, cooperative space projects within regional organizations, coordinated constellations and special agreements with large space agencies, which are specific mechanisms already in use, are reviewed. Some typical examples of mechanisms are also given with special emphasize on small satellite technology that makes access to space affordable for many countries. Through sharing and analyzing the experience of developing countries in their odyssey of space capacity-building, the difficulties can be negotiated and the vicious circles can be broken. This study, in our view, is a step to incite a general discussion of obstacles and opportunities for developing countries, that could help them in using their limited resources effectively, hence, enable them to offer better conditions to their citizens and to contribute space science to a larger extend. 相似文献

The Borowiec Satellite Laser Ranging station (BORL 7811, Borowiec) being a part of the Space Research Centre of the Polish Academy of Sciences (SRC PAS) went through modernization in 2014–2015. One of the main tasks of the modernization was the installation of a high-energy laser module dedicated to space debris tracking. Surelite III by Continuum is a Nd:YAG pulse laser with 10?Hz repetition rate, a pulse width of 3–5?ns and a pulse energy of 450?mJ for green (532?nm). This new laser unit was integrated with the SLR system at Borowiec performing standard satellite tracking. In 2016 BORL 7811 participated actively to the observational campaigns related to the space debris targets from LEO region managed by the Space Debris Study Group (SDSG) of the International Laser Ranging Service (ILRS).Currently, Borowiec station regularly tracks 36 space debris from the LEO regime, including typical rocket bodies (Russian/Chinese) and cooperative targets like the inactive TOPEX/Poseidon, ENVISAT, OICETS and others. In this paper the first results of space debris laser measurements obtained by the Borowiec station in period August 2016 – January 2017 are presented. The results gained by the SRC PAS Borowiec station confirm the rotation of the defunct TOPEX/Poseidon satellite which spins with a period of approximately 10?s. The novelty of this work is the presentation of the sample results of the Chinese CZ-2C R/B target (NORAD catalogue number 31114) which is equipped (probably) with retroreflectors. Laser measurements to space debris is a very desirable topic for the next years, especially in the context of the Space Surveillance and Tracking (SST) activity. Some targets are very easy to track like defunct ENVISAT or TOPEX/Poseidon. On the other hand, there is a big population of different LEO targets with different orbital and physical parameters, which are challenging for laser ranging like small irregular debris and rocket boosters. 相似文献
