The 1972 Liability Convention is an example of the interaction of international policy, international relations and economy. It helps define liability for damage caused by space objects. However, with more and more space activities taking place on a daily basis, along with the trend towards commercialization, the continued application of the Convention faces severe challenges. Consequently, a serious review of the Convention is needed after more than 30 years of its existence. With possible revision the Convention would offer clear guidelines for decision makers to decide cases in a rational way best suited to the development of space operations.  相似文献

With the vast experience gained by Aerospace Community in the last five decades, the natural future course of action will be to expand Space Exploration. Our understanding of Moon is relatively better with a number of unmanned satellite missions carried out by the leading Space Agencies and manned missions to Moon by USA. Also a number of unmanned satellite missions and surface rover missions were carried out to Mars by those Space agencies generating many new details about Mars. While the future exploration efforts by global community will also be centered obviously on Moon and Mars, it is noteworthy that already NASA had declared its plans for establishing a Surface Base on Moon and developing the technical infrastructure required. Surface Bases on Moon and Mars give rise to a number of strategic, technical and ethical issues both in the process of development, and in the process of establishing the bases. The strategic issues related to Moon and Mars Surface Bases will be centered around development of enabling technologies, cost of the missions, and international cooperation. The obvious path for tackling both the technological development and cost issues will be through innovative and new means of international cooperation. International cooperation can take many forms like—all capable players joining a leader, or sharing of tasks at system level, or all players having their independent programmes with agreed common interfaces of the items being taken to and left on the surface of Moon/Mars. Each model has its own unique features. Among the technical issues, the first one is that of the Mission Objectives—why Surface Bases have to be developed and what will be the activity of crew on Surface Bases? Surface Bases have to meet mainly the issues on long term survivability of humans on the Mars/Moon with their specific atmosphere, gravity and surface characteristics. Moon offers excellent advantages for astronomy while posing difficulties with respect to solar power utilization and extreme temperature variations. Hence the technical challenges depend on a number of factors starting from mission requirements. Obviously the most important technical challenge to be addressed will be in the areas of crew safety, crew survivability, adequate provision to overcome contingencies, and in-situ resource utilization. Towards this, new innovations will be developed in areas such as specialized space suits, rovers, power and communication systems, and ascent and descent modules. The biggest ethical issue is whether humankind from Earth is targeting ‘habitation’ or ‘colonization’ of Moon/Mars. The next question will be whether the in-situ resource exploitation will be only for carrying out further missions to other planets from Moon/Mars or for utilization on Earth. The third ethical issue will be the long term impact of pollution on Moon/Mars due to technologies employed for power generation and other logistics on Surfaces. The paper elaborates the views of the authors on the strategic, technical and ethical aspects of establishing Surface Bases and colonies on Moon and Mars. The underlying assumptions and gray areas under each aspect will be explained with the resulting long-term implications.  相似文献

The US civilian space program is focused on planning for a new round of human missions beyond Earth orbit, to realize a ‘vision’ for exploration articulated by President George W. Bush. It is important to examine this ‘vision’ in the broader context of the global enterprise of 21st century space exploration. How will extending a human presence into the Solar System affect terrestrial society and culture? What legal, ethical and other value systems should govern human activities in space? This paper will describe the current environment for space policy making and possible frameworks for future space law, ethics and culture. Psychosocial issues can negatively impact on crew performance and morale during long-duration international space missions. Major psychosocial factors that have been described in anecdotal reports from space and in studies from analog situations on Earth include: 1) crew heterogeneity due to gender differences, cultural issues, and work experiences and motivations; 2) language and dialect variations; and 3) task versus supportive leadership roles. All of these factors can lead to negative sequelae, such as intra-crew tension and cohesion disruptions. Specific sequelae that can result from single factors include subgrouping and scapegoating due to crew heterogeneity; miscommunication due to major or subtle language differences; and role confusion, competition, and status leveling due to inappropriate leadership role definition. It is time to conduct research exploring the impact of these psychosocial factors and their sequelae on space crews during actual long-duration international space missions.  相似文献

Several nations are currently engaging in or planning for robotic and human space exploration programs that target the Moon, Mars and near-Earth asteroids. These ambitious plans to build new space infrastructures, transport systems and space probes will require international cooperation if they are to be sustainable and affordable. Partnerships must involve not only established space powers, but also emerging space nations and developing countries; the participation of these new space actors will provide a bottom-up support structure that will aid program continuity, generate more active members in the space community, and increase public awareness of space activities in both developed and developing countries. The integration of many stakeholders into a global space exploration program represents a crucial element securing political and programmatic stability. How can the evolving space community learn to cooperate on a truly international level while engaging emerging space nations and developing countries in a meaningful way? We propose a stepping stone approach toward a global space exploration program, featuring three major elements: (1) an international Earth-based field research program preparing for planetary exploration, (2) enhanced exploitation of the International Space Station (ISS) enabling exploration and (3) a worldwide CubeSat program supporting exploration. An international Earth-based field research program can serve as a truly global exploration testbed that allows both established and new space actors to gain valuable experience by working together to prepare for future planetary exploration missions. Securing greater exploitation of the ISS is a logical step during its prolonged lifetime; ISS experiments, partnerships and legal frameworks are valuable foundations for exploration beyond low Earth orbit. Cooperation involving small, low-cost missions could be a major stride toward exciting and meaningful participation from emerging space nations and developing countries. For each of these three proposed stepping stones, recommendations for coordination mechanisms are presented.  相似文献

Canada is a space power with unique technical niches that support opportunities for collaboration on space technologies. When U.S.-origin space technologies are involved Canada's ability to collaborate internationally may be conditional on US law and policy. As a result, US export control law can be directly linked to the success or failure of Canadian collaboration. This article examines the strategic impact of U.S. export controls on Canadian autonomy to collaborate on international missions, including multi-use missions. Canadian space export control policy is also examined more broadly with the goal of providing specific policy recommendations that will enhance Canada's future as an international space actor.  相似文献

Manned missions onboard orbital stations Salyut-6 and Salyut-7 have led us to the conclusion that a long-term space mission can be viewed as a complex socio-man-machine system whose effectiveness largely depends on the quality of interaction between its subsystems. When analyzing and assessing the reliability of this system, it is important to consider ethical aspects, because they concern human relations, permeating its very component and in the long run determining its efficiency. Psychological and medical examinations before, during and after manned missions have helped us to identify the major points of interaction of the subsystems which require adequate monitoring and optimization using socio-psychological and organization-technical approaches: arrangement and evaluation of the quality of work, arrangement of proper leisure, psychological comfort in the interpersonality and intergroup relations during prolonged space missions. This paper also discusses adaptive changes in the mental and physical state due to prolonged exposure to space flight factors such as microgravity and confinement.  相似文献

针对空间目标态势威胁响应和预警研究不完善的问题,为实现空间目标行为和事件的智能推理、实时响应和主动预警,保障航天活动和空间利益,提出面向行为与事件的空间目标态势本体模型(BEO-SO2)。基于基本形式本体(BFO),构建空间目标态势行为与事件本体模型。在统一时空框架下建立空间目标关系模型,实现空间目标行为执行和事件发生过程的动态推演。以空间目标碰撞威胁为背景,设计对象实体等级体系和碰撞威胁行为与事件要素,建立碰撞威胁推理规则,基于空间目标态势行为与事件本体进行实现、验证与展示。结果表明,空间目标态势行为与事件本体能够实现空间目标碰撞威胁的等级推理与预警,并指导进一步的空间活动,为航天任务与空间活动提供有效保障。  相似文献

Accurate estimations of the health risks to astronauts due to space radiation exposure are necessary for future lunar and Mars missions. Space radiation consists of solar particle events (SPEs), comprised largely of medium energy protons (less than several hundred MeV); and galactic cosmic rays (GCR), which include high-energy protons and heavy ions. While the frequency distribution of SPEs depends strongly upon the phase within the solar activity cycle, the individual SPE occurrences themselves are random in nature. A solar modulation model has been developed for the temporal characterization of the GCR environment, which is represented by the deceleration potential, ?. The risk of radiation exposure to astronauts as well as to hardware from SPEs during extra-vehicular activities (EVAs) or in lightly shielded vehicles is a major concern for radiation protection. To support the probabilistic risk assessment for EVAs, which could be up to 15% of crew time2 on lunar missions, we estimated the probability of SPE occurrence as a function of solar cycle phase using a non-homogeneous Poisson model [1] to fit the historical database of measurements of protons with energy>30 MeV, Φ30. The resultant organ doses and dose equivalents, as well as effective whole body doses, for acute and cancer risk estimations are analyzed for a conceptual habitat module and for a lunar rover during space missions of defined durations. This probabilistic approach to radiation risk assessment from SPE and GCR is in support of mission design and operational planning for future manned space exploration missions.  相似文献

The 2003 Columbia accident demonstrated that spaceflight remains a risky and dangerous human endeavor, yet there have been few ‘unofficial’ investigations into astronaut safety. This report summarizes the findings of one such study by George Washington University's Space & Advanced Communications Research Institute—e.g. that simplicity of design may be better than complexity, that cargo missions would be better carried out robotically and that all new space transportation systems should be developed to common international standards—before examining ways that international cooperation can advance the cause of space safety. In establishing future space safety standards input from a wider range of participants (industry, universities and private research institutes, as well as space agencies, etc.) will need to be sought.  相似文献

Unique archive data from investigations of the surface of Venus performed with television cameras on the VENERA missions in 1975 and 1982 were reprocessed with up-to-date techniques, which substantially improved their level of detail. Numerous objects exhibiting a complex regular structure and presumably very slow motions (in the case of hypothetical fauna) have been found. The objects are noticeable in size and may testify to the existence of life. This paper reviews the results of searching for and identifying hypothetical objects of Venusian flora. The detected and identified hypothetical objects considerably exhaust the corresponding potential of the television images. It is concluded that, to investigate the surface of Venus, a new special mission, much more sophisticated than the VENERA missions (1975–1982), should be urgently carried out.  相似文献

The Baikonur launch site was the world's first and remains its most important in terms of the historic missions that have taken off from it. This article describes the background to the construction of Baikonur, the steps taken to keep it secret from the West, and its chief facilities. It enumerates the major space missions that took place there, as well as acknowledging its failures, e.g. the lunar programmes, before speculating on its future. Given the diversity of missions it has accomplished and the myriad of adaptations it has undergone, the US Space Shuttle is widely regarded as a highly flexible space vehicle. With the Shuttle’s upcoming 2011 retirement, it is instructive to survey the history of this vehicle’s flexibility for the insights it can provide to the design and characterization of flexibility in future space systems. Data are presented on the evolution of mission requirements over time for 120 missions performed by the Space Shuttle over a period of some 27 years. Distinct trends in the time domain – as well as their causes – are identified and discussed, and early manifest plans from 1982 serve as a confirmation that these trends were not originally anticipated. Eight examples are then presented of engineering modifications that allowed the Shuttle to adapt and accommodate these requirement changes. Several additional instances of Shuttle flexibility are explored, such as post-Columbia disaster modification, upgrade programs and derived vehicles, and one case in which flexibility was inhibited by an early design decision.  相似文献

Although existing international instruments such as the Outer Space Treaty and Moon Agreement generally express sentiments for minimizing missions' extraterrestrial environmental impacts, they tend to be limited in scope, vague and generally unenforceable. There is no formal structure for assessing how and to what extent we affect those environments, no opportunity for public participation, no uniform protocol for documenting and registering the effects of our actions and no requirement to mitigate adverse impacts or take them into consideration in the decision-making process. Except for precautions limiting forward biological contamination and issues related to Earth satellites, environmental impact analysis, when done at all, remains focused on how missions affect the Earth and near-Earth environments, not how our actions affect the Moon, Mars, Europa, comets and other potential destinations. Extraterrestrial environmental impacts are potentially counterproductive to future space exploration, exploitation and scientific investigations. Clear, consistent and effective international protocols guiding a process for assessing such impacts are warranted. While instruments such as the US National Environmental Policy Act provide legally tested and efficient regulatory models that can guide impact assessment here on Earth, statutory legal frameworks may not work as well in the international environment of outer space. A proposal for industry-driven standards and an environmental code of conduct based, in part, on best management practices are offered for consideration.  相似文献
