With the enactment of its ‘Basic Space Law’ in 2008, a significant shift occurred in Japan's space policy away from a narrowly circumscribed interpretation of the concept of space for ‘peaceful purposes’ to a broad understanding of space for ‘security’. Viewed in a global context, Japanese space policy appears symptomatic of a broadened and more malleable understanding of space for security purposes, as already advocated by several other leading spacefaring powers, and proponents of this understanding of space for security argue that this is consistent with international standards and the expectations of a ‘normal’ space power. By attempting to redefine understandings of ‘peace’ and ‘security’, however, the Basic Space Law and subsequent direction of Japanese space policy raise complex and ongoing issues over the interpretation of Japan's ‘Peace Constitution’. This article reviews policy and academic discussions of the recent evolution of Japanese space policy in this respect, arguing that greater emphasis on ‘security’ – understood in a deliberately broad sense in policy terms – has been key to articulating and justifying the reformulation and redirection of Japanese space policy, but that this also brings with it room for ambiguity over the exact nature of Japan's space ambitions at both national and regional levels.  相似文献

The design presented in this paper is in response to the revolution in private space activities, the increasing public interest in commercial flights to space and the utilization of structures such as space hotels or private orbital habitats. The baseline for the Omicron design concept is the Russian Salyut derived space station module. Salyut was the first space station to orbit the Earth. Its unique design and technical features were what made the development of space stations Salyut 1–7, MIR and the International Space Station (ISS) Zwezda service module possible. Due to its versatility and the reliable operating launch vehicle Proton, this space module series has the potential to be adapted for space hotel development. This paper proposes a conceptual design of the space habitat called Omicron, with particular focus on interior design for the microgravity environment. The Omicron concepts address the needs of space tourism with a strong emphasis on the safety and comfort of the spaceflight participants. The Omicron habitat supports three inhabitants in nominal conditions (e.g., two passengers and one astronaut). The habitat provides a flexible interior, facilities and spaces dynamically transforming in order to accommodate various types of activities, which will be performed in an organically formed interior supporting spatial orientation and movement in microgravity. The future development potential of Omicron is also considered. The baseline version is composed solely of one rigid module with an inverted cupola for observations. An alternative version offers more space using an inflatable structure. Finally, a combination of multiple Omicron modules enables the creation of a larger orbital habitat. The Omicron's subsystems support a few days visit by trained passengers. The transport to the habitat would be provided e.g., by the Soyuz TMA spacecraft carried by the Soyuz launch vehicle in the early stage of Omicron's development, before a fully reusable spacecraft would be available.  相似文献

Based on the premise that both India and Canada are spacefaring nations actively involved in the exploration and use of outer space towards scientific and commercial ends, this paper seeks to pave the way for each of the two countries to derive optimum scientific and economic benefits from their space activities through bilateral cooperation. Although each country's space programme has a different focus, the analysis in the paper demonstrates that they could be highly complementary of, and beneficial to, each other. Notwithstanding the presently conducive political environment for bilateral cooperation, as evidenced by the recent high-level political exchanges between the two countries, there are several regulatory and policy obstacles that will hinder any efforts towards bilateral space cooperation. The paper proffers some viable options for overcoming the challenges identified or envisaged.  相似文献

Over the past few years, the view has been expressed in some quarters that Africa should establish a continental space agency. Various arguments are advanced for this, but they are generally not compelling and rely mostly on pointing to the existence of other regional space cooperation organisations, or to benefits that are debatable. The article considers these arguments and concludes that there is an insufficient case for the establishment of an African space agency at this point in the development of the space arena in Africa. Instead, greater emphasis should be placed on strengthening nascent national space programmes, fostering intra-regional cooperation and raising the profile of space activities in Africa's national and regional political structures.  相似文献

Remote sensing scientists work under assumptions that should not be taken for granted and should, therefore, be challenged. These assumptions include the following:1. Space, especially Low Earth Orbit (LEO), will always be available to governmental and commercial space entities that launch Earth remote sensing missions.2. Space launches are benign with respect to environmental impacts.3. Minimization of Type 1 error, which provides increased confidence in the experimental outcome, is the best way to assess the significance of environmental change.4. Large-area remote sensing investigations, i.e. national, continental, global studies, are best done from space.5. National space missions should trump international, cooperative space missions to ensure national control and distribution of the data products.At best, all of these points are arguable, and in some cases, they're wrong. Development of observational space systems that are compatible with sustainability principles should be a primary concern when Earth remote sensing space systems are envisioned, designed, and launched. The discussion is based on the hypothesis that reducing the environmental impacts of the data acquisition step, which is at the very beginning of the information stream leading to decision and action, will enhance coherence in the information stream and strengthen the capacity of measurement processes to meet their stated functional goal, i.e. sustainable management of Earth resources. We suggest that unconventional points of view should be adopted and when appropriate, remedial measures considered that could help to reduce the environmental footprint of space remote sensing and of Earth observation and monitoring systems in general. This article discusses these five assumptions in the context of sustainable management of Earth's resources. Taking each assumption in turn, we find the following:(1) Space debris may limit access to Low Earth Orbit over the next decades.(2) Relatively speaking, given that they're rare event, space launches may be benign, but study is merited on upper stratospheric and exospheric layers given the chemical activity associated with rocket combustion by-products.(3) Minimization of Type II error should be considered in situations where minimization of Type I error greatly hampers or precludes our ability to correct the environmental condition being studied.(4) In certain situations, airborne collects may be less expensive and more environmentally benign, and comparative studies should be done to determine which path is wisest.(5) International cooperation and data sharing will reduce instrument and launch costs and mission redundancy. Given fiscal concerns of most of the major space agencies – e.g. NASA, ESA, CNES – it seems prudent to combine resources.  相似文献

With its draft Code of Conduct for Outer Space Activities, the European Union has become visible in the debate on space security. In this paper we analyze this development, drawing on theoretical concepts in the scholarly debate about the ‘actorness’ of the EU. We find that the EU can be considered as an emerging actor in space security. However, the Code of Conduct initiative should be considered only a first step in this regard because it does not answer the question of whether the EU should pursue a policy of deterrence or arms control in space. We argue that the latter option would be better, because it is in line with the interests and values of the EU.  相似文献

Europe is present in robotic exploration though the European Space Agency?s mandatory space science program and the optional Aurora program. In addition some member states are also involved in projects of non-European space faring countries through bilateral co-operations. Europe is also present in human exploration through the ISS utilization program. ESA and some of its member states participate in the activities of the International Space Exploration Coordination Group (ISECG), a club of 14 space agencies working for the elaboration of a global exploration roadmap. Finally, ESA and the European Union have initiated a political approach with the setting up of an international forum so as to elaborate a commonly agreed vision on space exploration at political level.  相似文献

This viewpoint explores how a strengthening of Europe–Japan cooperation in four categories of space-related activities (exploration and access to space; Earth observation and related applications; industry-to-industry cooperation; and space security) can contribute to the EU–Japan strategic partnership more broadly. It is argued that integrating key space portfolios into existing venues and agendas for bilateral consultations and decision-making has the potential to bolster the overarching objective of deepening further political, economic, commercial, societal and cultural relations.  相似文献

In June 2012, four whole years after the Basic Space Law mandated a fundamental reorientation of Japan's space policy objectives towards applications, including national security and the use of space as a diplomatic tool, legislation was passed by Japan's Diet that alters who controls Japan's space policy. The new legislation involves a curious compromise between competing aims and objectives of different parts of Japan's central bureaucracy. But it also clearly represents a break from the past and potentially a decisive step toward new directions for Japan's governmental space efforts. Contextualizing the deeper and immediate background, this article seeks to elucidate just how deep, or indeed shallow, some of the forthcoming changes are.  相似文献

Since the establishment of the United Nations Committee on the Peaceful Exploration and Uses of Outer Space (COPUOS) in 1959, many actions that affect the advancement of the space frontier have been taken, within and outside COPUOS, in the interest of the global community, but without much input from Africa. Yet a number of African countries have joined those with assets in space, albeit without the necessary infrastructure on the ground. These actions vary in scope, in importance and in participation; however, they affect us all. Examples include the legal instruments that are in operation today for the exploration and peaceful uses of outer space, sustainability of the outer space environment and the Global Exploration Strategy– Framework for Coordination (GES–FC), conceived by 14 spacefaring nations; this laid out the details needed for an active global space exploration programme. This paper reflects on existing space-related regional cooperation arrangements at the inter-governmental level, including the African Leadership Conference on Space Science and Technology for Sustainable Development (ALC). Noting that, despite UN General Assembly endorsement of the need for developing countries to have access to the International Space Station (ISS), almost all in Africa have not, it asks what Africa might gain from such an experience. The paper concludes with an examination of where and why Africa needs to focus its immediate space-related efforts – on the ground here on Earth or in outer space?  相似文献

The commercial space sector to date has failed to develop comprehensive regulations--"rules of the road"--for its international activities. Within the next 5 years, conflicts with respect to international trade in satellite sales and launch services could emerge, highlighting the need for such a regulatory framework. If the commercial space sector is to continue to develop, it is important to begin discussions now, before these conflicts become significant, on the elements of an appropriate international regulatory framework. The existing framework for space activities was developed when government, not commercial, space activities were dominant, or was adapted from regulations in other sectors such as terrestrial telecommunications.  相似文献

We have been studying a large membrane space structure named “Furoshiki Satellite,” as a promising candidate of a future space system for those missions requiring large area in space such as solar power generation, a large communication antenna, or a large radiator. This membrane is folded in a very small volume during launch and is deployed and controlled by a set of several satellites at its corners or using centrifugal force generated by rotating the central satellite. It is expected that such a structure will reduce the weight per area of the space structure and, if the control technology is properly applied, it can be efficiently folded during launch and easily deployed after release. This paper shows the concept of Furoshiki Satellite, its applications, and its dynamics on orbit and how to control it. A nano-satellite project on demonstrate the concept of Furoshiki Satellite will also be described briefly.  相似文献

Revelation of the details of countries' space-based reconnaissance programs was unusual until the end of the Cold War, despite debates on the subject within the US government. Since then – and in contrast to Russia – the USA has been more open about its spying activities. This article charts the history of declassification in the USA from the Eisenhower Administration to that of G.W. Bush. It discusses issues such as the need to ensure freedom of space for the operation of spy satellites, gaining public acceptance of space-based reconnaissance by demonstrating the civil uses of such photography, and tradeoffs between revealing one's capabilities and letting others know how closely their actions can be observed.  相似文献

Using the global commons for “peaceful purposes” is agreed upon among states in principle but disputed in substance. While non-militarization has been superceded by the doctrine of non-aggression, the latter, as a necessary rather than sufficient condition for “peaceful purposes”, is tested to its limit by the pressing issue of space weaponization. An international treaty to plug the gaps of the Outer Space Treaty should be negotiated. This would require the prohibition of both weapons in outer space and anti-satellite weapons on Earth. The Draft Treaty on Prevention of the Placement of Weapons in Outer Space and of the Threat or Use of Force against Outer Space Objects, proposed by Russia and China at the Conference on Disarmament, is an effort in this direction. However, divided views are held on several issues arising from the draft treaty, e.g. the efficiency of the current regime of outer space law, definitions of “weapons in space” and “threat or use of force”, and verification. A primary reason for US opposition to the draft treaty are security concerns over its space assets. However, exercising the right of self-defense is excluded from the obligations of disarmament and this is explicitly affirmed in the draft treaty.  相似文献

US space exploration policy deliberations tend not to include citizens who lack direct, vested financial interests in the space enterprise. Could expanding the circle of US space policy development players to involve citizens more aptly serve space exploration and the interests of American democratic society in the 21st century? I evaluate the merits and feasibility of citizen participation, drawing upon democratic theory and scholarship analyzing public participation in techno-scientific matters, previous experiences of public involvement in space exploration policy formation, and reflections on my professional experiences in space policy development. I argue that public engagement will enrich the debate surrounding the US future in space and may point toward a program American citizens will support as a meaningful future in the cosmos. I suggest three guiding principles and outline four mechanisms that, if embraced by US space policy makers, could foster meaningful public participation in informing the US space exploration agenda.  相似文献
