This article discusses the outcomes of an April 2005 workshop held at ISU in Strasbourg. Experts sought to tailor an international co-ordination mechanism that would achieve the classical benefits of international co-operation for the unique venture of space exploration. The mechanism they developed provides a permanent forum for those with vested interests in exploration (currently space agencies in key spacefaring nations) to exchange information about national plans and activities so as to build confidence in one another's programs and, to the extent they choose, to develop beneficial interdependencies. The product of this co-ordination effort would be a consolidated international exploration roadmap that would both inform and reflect national program decisions. The co-ordination mechanism would simultaneously involve, but in less central roles, other important interested parties (industry, the science community, other countries without current exploration programs), whose advice is important to the development of a consolidated roadmap. Recognizing that the stakeholders in exploration will almost certainly evolve over time, the mechanism also presents the flexibility to accommodate new players (e.g. companies and countries not yet with investments in exploration) in more central roles as they become stakeholders with vested interests in exploration.  相似文献

Expanding the human sphere of influence beyond Earth presents philosophical questions that also have important practical applications. Do we need to worry about the moral implications of our actions in the vastness of space? What kind of explorers will we be - and what kind of explorers should we be? The answers to these basic questions depend greatly on what moral status is assigned to space; how it is conceptualized. This article sets forth arguments both for and against considering space as an environment, that is, as a place deserving of ethical treatment in the same way that terrestrial environments are valued and respected in environmental ethics. It sketches some answers to how space exploration could meet high ethical standards and puts forward the notion of environmental ‘virtue ethics’.  相似文献

The initiation of a new vision for exploration, as articulated by US President George W. Bush on 14 January 2004, has excited much interest. This article analyzes the dynamics and potential for changes in the processes and participants in future space policy and space exploration activities. It examines a range of possible alternative paths for NASA and the US government's space exploration activities, the international space community and the private sector in the articulation and pursuit of future space exploration endeavors. It concludes that the new vision for exploration brings about both an opportunity and indeed a necessity for movement towards new and innovative methods and institutions for the effective conduct of multidimensional and multilateral space exploration activities in the future.  相似文献

Recent studies have identified the need to understand what shapes public attitudes toward space policy. I address this gap in the literature by developing a multivariate regression model explaining why many Americans support government spending on space exploration. Using pooled data from the 2006 and 2008 General Social Surveys, the study reveals that spending preferences on space exploration are largely apolitical and associated instead with knowledge and opinions about science. In particular, the odds of wanting to increase funding for space exploration are significantly higher for white, male Babyboomers with a higher socio-economic status, a fondness for organized science, and a post-secondary science education. As such, I argue that public support for NASA's spending epitomizes what Launius termed “Apollo Nostalgia” in American culture. That is, Americans benefitting most from the old social order of the 1960s developed a greater fondness for science that makes them more likely to lament the glory days of space exploration. The article concludes with suggestions for how to elaborate on these findings in future studies.  相似文献

The space sector gathers together people from a variety of fields who work in the industry on different levels and with different expertise. What is often forgotten is the impact and role of the current young generation. Their engagement is of great importance as undeniably today's young ‘space generation’ will be defining the direction of future space exploration.Today's vision of future human and robotic space exploration has been set out in the Global Exploration Roadmap (GER). This focuses on sustainable, affordable and productive long-term goals. The strategy begins with the International Space Station (ISS) and then expands human presence into the solar system, including a human mission to Mars.This paper presents a general overview of the role of today's youth within the space exploration sector and the challenges to overcome. To complete this perspective, we present results from a survey made among students and young professionals about their levels of awareness of the GER. The respondents presented their opinion about current aspects of the GER and prioritised the GER's objectives. It is hoped that the paper will bring a new perspective into the GER and a contribution to the current GER strategy.  相似文献

A belief exists in the United States about public support for NASA's human spaceflight activities. Many hold that NASA and the cause of the human exploration of space enjoyed outstanding public support and confidence in the 1960s during the era of Apollo and that public support waned in the post-Apollo era, only to sink to quite low depths in the decade of the 1990s. These beliefs are predicated on anecdotal evidence that should not be discounted, but empirical evidence gleaned from public opinion polling data suggests that some of these conceptions are totally incorrect and others are either incomplete or more nuanced than previously believed. This article explores the evolution of public support for space exploration since the 1960s. Using polling data from a variety of sources it presents trends over time and offers comments on the meaning of public perceptions for the evolution of space policy and the development of space exploration in the United States.  相似文献

The European Space Agency (ESA) is pursuing an independent strategic planning process for consolidating a destination driven (LEO, Moon, Mars) space exploration strategy. ESA's space exploration strategy is driven by the goals to maximise knowledge gain and to contribute to economic growth. International cooperation is a key pillar of ESA's strategy as it is considered both, an enabler for achieving common goals and a benefit, opening new perspective for addressing future challenges. The achievement of ESA's space exploration strategy is enabled through international partnerships. The interagency coordination process conducted within the framework of the International Space Exploration Coordination Group (ISECG) plays an important role in laying the foundations for future partnerships. It has achieved so far the development of a common vision for space exploration, a common plan for implementing the vision in the form of the Global Exploration Roadmap, as well as a common approach for articulating the value of global space exploration. ESA has been a strong promoter and supporter of the interagency coordination process conducted within ISECG and thanks to its unique expertise in international cooperation the Agency has contributed to its success.  相似文献

A space tourism industry appears to be about to take off. Businesses have announced plans to launch people into suborbital space for $200,000/person, with flights beginning as early as 2008. A brief review of the history of the idea of space tourism over the past four decades—and an awareness that many ventures have quietly shelved their grandiose plans—might aid thinking about the prospects for development of a safe and thriving space tourism industry. Today's space tourism model emphases the concept of luxury, and the lifestyle of hyper-consumption. The US civilian space program is focused on planning for a new round of human missions beyond Earth orbit, to realize a ‘vision’ for exploration articulated by President George W. Bush. It is important to examine this ‘vision’ in the broader context of the global enterprise of 21st century space exploration. How will extending a human presence into the Solar System affect terrestrial society and culture? What legal, ethical and other value systems should govern human activities in space? This paper will describe the current environment for space policy making and possible frameworks for future space law, ethics and culture. The word “exploration” threads its way through every discussion of human space flight and often headlines national policy statements about the US space agency. Yet this concept, so rooted in our culture, remains remarkably ill-defined. In this paper, we examine various presumptions implicit in the term and its ramifications for federally supported space endeavors. We argue that historical examples of exploration, widely used by policy makers, often make poor models for contemporary space travel. In particular, historical precedents of exploration set up a land-biased view of discovery, a restriction which impedes full expression of the Vision for Space Exploration and its possible scientific returns. These same precedents also set up a view of discovery that is biased toward in situ human presence, a view that modern technology is rendering increasingly absurd.  相似文献

The future missions of the National Aeronautics and Space administration (NASA) directed at solar system exploration, astrophysical, planetary and Earth Sciences observations will require advanced capabilities for acquiring data from space platforms. For example, NASA's terrestrial observation program is confronted by a range of challenging and important new problems derived from advances in the Earth Sciences over the past twenty years. New observational approaches appear promising for solving older problems which will benefit meteorology, agriculture, mineralogy, and geodynamics. Furthermore, many of the problems which space observations may help to solve are inherently interdisciplinary of the above areas. Although much is known about the Earth, the unifying concepts are still to be established and remote sensing from space will continue to be a vital experimental tool.  相似文献

Space systems play an important role in sustaining the development, prosperity and security of many nations. As more nations become critically reliant on space systems, questions of maintaining safety and strategic stability in outer space have come to the fore. Transparency and Confidence-Building Measures (TCBMs) for outer space activities have an important role to play in providing clarity about the intentions of States and in articulating norms of behaviour in outer space. TCBMs take several forms. They may be the elaboration of basic principles related to the exploration and use of outer space, political measures related to establishing norms of conduct, information-sharing activities to improve the transparency of outer space activities, operational practices which demonstrate a commitment to mutual cooperation in outer space, or consultative mechanisms. We present an analytical framework for evaluating potential TCBMs and illustrate the application of this framework to examples of potential operational, regulatory, treaty-based and declaratory TCBMs.  相似文献

Several nations are currently engaging in or planning for robotic and human space exploration programs that target the Moon, Mars and near-Earth asteroids. These ambitious plans to build new space infrastructures, transport systems and space probes will require international cooperation if they are to be sustainable and affordable. Partnerships must involve not only established space powers, but also emerging space nations and developing countries; the participation of these new space actors will provide a bottom-up support structure that will aid program continuity, generate more active members in the space community, and increase public awareness of space activities in both developed and developing countries. The integration of many stakeholders into a global space exploration program represents a crucial element securing political and programmatic stability. How can the evolving space community learn to cooperate on a truly international level while engaging emerging space nations and developing countries in a meaningful way? We propose a stepping stone approach toward a global space exploration program, featuring three major elements: (1) an international Earth-based field research program preparing for planetary exploration, (2) enhanced exploitation of the International Space Station (ISS) enabling exploration and (3) a worldwide CubeSat program supporting exploration. An international Earth-based field research program can serve as a truly global exploration testbed that allows both established and new space actors to gain valuable experience by working together to prepare for future planetary exploration missions. Securing greater exploitation of the ISS is a logical step during its prolonged lifetime; ISS experiments, partnerships and legal frameworks are valuable foundations for exploration beyond low Earth orbit. Cooperation involving small, low-cost missions could be a major stride toward exciting and meaningful participation from emerging space nations and developing countries. For each of these three proposed stepping stones, recommendations for coordination mechanisms are presented.  相似文献

What is it about the Moon that captures the fancy of humankind? A silvery disk hanging in the night sky, it conjures up images of romance and magic. It has been counted upon to foreshadow important events, both of good and ill, and its phases for eons served humanity as its most accurate measure of time. This paper discusses the Moon as a target for human exploration and eventual settlement. This paper will explore the more than 50-year efforts to reach the Moon, succeeding with space probes and humans in Project Apollo in the 1960s and early 1970s. It will then discuss the rationales for spaceflight, suggesting that human space exploration is one of the least compelling of all that might be offered. The paper will then discuss efforts to make the Moon a second home, including post-Apollo planning, the Space Exploration Initiative, and problems and opportunities in the 2004 Vision for Space Exploration, and cancellation of that program in 2010.  相似文献

From 2006 to 2007 14 space agencies developed a Global Exploration Strategy outlining the rationales, goals, and timelines for space exploration. As more nations gain support for exploration programs and begin executing missions, the informal meetings of the Global Exploration Strategy ‘partners’ should be formalized through the establishment of a new international collaboration mechanism for space exploration. This paper outlines a set of desirable criteria a new collaboration mechanism should meet to encourage participation by the major space powers. The criteria were developed by synthesizing information from interviews with space agency representatives, government representatives, and space policy professionals from 10 of the Global Exploration Strategy countries. The criteria give an insight into the current requirements for international collaboration in space exploration.  相似文献
