Senator Lugar argues that a better European appreciation of the SDI is essential to try to define the roles of the US allies in the programme. A number of guidelines for allied participation should be applied, covering mode of participation, areas for participation, responsibilities under treaty provisions, technology transfer and security safeguards. Bilateral agreements are viewed as the mode for proceeding, but it is incumbent on the US government to outline the next steps it evisages to come to grips with the political considerations that will influence allied calculations on whether and under what circumstances to participate in SDI research.  相似文献

Mission-oriented research shifts the assessment of research products and potential from scientists to external factors. This is the point of mission funding, but it introduces what the author calls ‘epistemic drift’, which is part of a more general clash between different value systems and cultures. The culture clash between the military and industry has led to a shift in debate from spin-off to dual-use technologies. Similar conflicts and tensions are introduced into the university research system by large-scale mission funding such as that of SDI, and it is imperative that universities establish a strong civilian base for fundamental research funding instead of lobbying for military support.  相似文献

This article considers the thinking behind, and the ramifications of, President Reagan's Star Wars ‘vision’. The author argues that the Strategic Defense Initiative (SDI) is incompatible with other aspects of the Reagan administration's own defence policies and that the ‘security shield’ version of it would make future US-Soviet arms agreements impossible. Only the so-called ‘prudent hedge’ research looks viable in the longer term. The SDI's main value will have been in bringing the USSR back to the negotiating table.  相似文献

A series of major accidents - the explosion of the Space Shuttle Challenger, the destruction of Titan and Delta launchers, and failures of the Ariane rocket series - has led to a reexamination of Western space programmes. In the short term, all satellite launches have been delayed. This is not an insurmountable obstacle, although it will inevitably delay the first space-based tests of SDI hardware. The author outlines the growing gap between the immediate needs of organizations which launch satellites and the more uncertain ambitions of the ‘conquerors’ of space. The former are now bearing the costs of the latter, who are aiming at manned space flights and a human presence in space. In the longer term, these objectives have justifications other than simple industrial and commercial logic. The author suggests that an attempt should be made to reconcile immediate military and industrial needs with the human desire to overcome the ‘Icarus complex’ in the long-term future.  相似文献

The exciting challenge of building a permanent space station has been taken up by the USA, and participation in its development has been offered to the USA's allies. European countries are faced with the dilemma of whether to cooperate or to try to develop an autonomous approach. This article discusses the opportunities for Europe in participating closely in the US project — particularly in providing pressurized modules based on the Columbus programme — and argues that it is an opportunity not to be missed.  相似文献

The Space Exploration Initiative (SEI) will take mankind back to the Moon and then to Mars. Preliminary estimates of SEI life cycle cost (LCC) are central to assessing programme alternatives. SEI LCC should be estimated by identifying the additional cost to accomplish the initiative over and above the cost to sustain a ‘base’ of space activities. Results of a study of four SEI alternatives provided SEI LCC cost estimates ranging from $91 billion to $308 billion (constant 1989 US dollars) from 1992 through 2020, depending upon programme philosophy. SEI LCC will be driven by the philosophy and goals of the programme, and, given the goal of ‘permanence’, essentially indeterminate because of the open-ended time horizon.  相似文献

The conventional wisdom holds that the Space Shuttle programme has been a ‘policy failure’ because NASA compromised its original concept in the face of weak political commitment and inadequate funding. However, a detailed reappraisal of the history shows that this reasoning is ambiguous, counterfactual and contrary to experience. Congressional and presidential support for the Shuttle has consistently been generous despite flawed and shifting justifications for the programme advanced by NASA. Among the lessons to be learned are the need for more rigorous congressional oversight and the development of smaller, quicker and independent civil space programmes.  相似文献

Air Vice-Marshal Menaul argues that the creation of a ballistic missile defence (BMD) system — now within the state of the art — would add immeasurably to the concept of deterrence to war at any level. The reality is that space is already an arena for military operations. The Strategic Defense Initiative (SDI) was orginally intended to reduce the level of nuclear forces and strengthen deterrence. Since SDI was first proposed, a wide ranging debate ensued as to the probable cost, technical feasibility and moral implications of the program. This paper examines the evidence to determine if the advanced computing methods needed to control a space-based defensive system like SDI would be capable of fulfilling its purpose. The outcome of this discussion is that a defensive shield would not achieve the stated purpose and would likely increase the chances of nuclear war.  相似文献

The US space and Earth science programme is in a time of crisis. As the research environment changes and new scientific opportunities emerge, a broader range of resources is needed, including substantial new flight opportunities. There are a growing number of claimants for space research resources. Fluctuations in funding, programme delays and mismatched time scales have contributed to wasted time and research efforts. A new commitment is needed in this crisis; this article contains a summary of the analysis and recommendations of a recent report of NASA advisory committee.  相似文献

This paper presents the review of results of the navigating experiments which have been carried out during flight of microgravitational space platform (MSP) Foton-M2 in May–June 2005. The brief characteristic of the created MIRAGE–M equipment consisting from magnitometric system and satellite radionavigation receiver is given. The measurements have allowed to restore unguided MSP movement and to estimate a level of microaccelerations (microgravitations) onboard during flight, and have provided precision time-position binding of the research experiments. The data from the equipments transmitted on the telemetering channel have allowed testing the information technologies of virtual support of experiments in space. Flight testing of the equipment has allowed make a conclusion on usefulness of accommodation onboard the small-sized auxiliary navigating system focused for work with users of research experiments. The experiments on MSP Foton-M2 are the development of experiments with MIRAGE equipment carried out in 1999 during flight time of MSP Foton-12 [N.D. Semkin, V.V. Ivanov, V.I. Abrushkin, V.L. In the last two years the USSR has not only acknowledged publicly for the first time that it was trying to ‘race’ the USA to put the first man on the Moon, but they have finally given some details of the programme, the equipment and the political in-fighting which ensured that the programme was a failure. The Russian/CIS space programme is planning launches from the world’s oceans. In July 1998 a small German satellite was launched from a Russian submarine, the first launch of its kind. A whole family of submarine-launched missiles is available for commercial launches of this kind. In addition, 1999 should see the first flight in the Sea Launch programme which brings together Russian, Ukrainian, US and Norwegian experience.  相似文献

This article reviews the key provisions of the ABM Treaty and the major issues of interpretation which need to be resolved. The various phases of the US Strategic Defense Initiative are discussed, showing that permitted SDI research may cross over the prohibited development and testing beginning in 1988. Cooperative research with US allies is discussed in terms of the Treaty constraints. US and Soviet ballistic missile defence programmes are summarized and the major US and Soviet compliance issues, including the Krasnoyarsk radar, are reviewed. The author argues that limitations on defensive systems remain a precondition to limitations on offensive systems. The ABM Treaty should be enhanced by agreed interpretations, a separate ASAT treaty, and perhaps four amendments to the ABM Treaty.  相似文献

Technology advances in sensor, digital technology and a standardised modular satellite bus are enabling a new generation of 80 kg micro-satellites with a better than 6.5 m GSD multi-spectral performance, to be specified, built and deployed with a dedicated launch within 12 months. The result of the standardised modular bus is lower cost, higher reliability and fast deployment. Operational remote sensing with a micro-satellite is thus within reach of individual organisations for dedicated missions. Sumbandilasat (pioneer in the Venda language) is a second generation satellite technology building on the expertise obtained in the Sunsat small satellite programme. The components used to build Sumbandilasat are the result of a technology development program of more than 3 years. Sumbandilasat is an operational technology demonstrator with more than 90% newly developed or improved subsystems and a compact refractive imager as a precursor to the MSMISat satellite with the same multi-spectral band set. The scalable, standardised modular satellite bus architecture enables satellites with a mass of 80–450 kg to be adapted to the specific mission requirements with minimum new engineering effort.  相似文献

The very first activities concerning planetary rovers began in 1964 in the Soviet Union and in the United States for lunar missions. Nowadays, with the increase of new mission needs and technical possibilities, several space agencies have engaged in some preliminary programmes in that area with the following objectives:

• —to prepare their involvement in future international rover missions

• —to ease contacts/discussions between scientists and engineers

• —to study and develop a new generation of in situ experiments

• —to perform system/mission analysis in conjunction with the definition of the mission objectives

• —to analyze robotic problematics and implement robotic concepts in the rover architectures.

To perform these activities, several organizations have been set up in Russia, the United States, Japan, Italy and France, according to the relative weight of space engineering over robotic research.

In the case of the French programme (‘VAP—Automatic Planetary Rover’), the organization is based on a partnership between the CNES, a scientific committee, four national research laboratories and industries in order to optimize scientific and technical work, with an optimal use of past robotic research studies, as well as to generate spin-offs for Earth applications. Indeed, as a preliminary result, we now have a co-operative agreement with Russia to procure cameras and associated software for the autonomous navigation of the Marsokhod 96 and 2 projects for terrestrial applications of robotic concepts defined within the framework of the VAP programme.  相似文献

And while more and more countries—including those in the developing world—are investing in space, the Australian government seems to be moving in the opposite direction. GALILEO aims at involving Europe in a new generation of satellite navigation services. In the context of the phase A of this programme, many system options are still widely open: detailed requirements, constraints and hypotheses are not yet fully stabilised.In order to design a satellite constellation satisfying civil aviation and other users needs in this early stage of the system definition, it is necessary not only to take into account classical performance aspects, such as accuracy and availability of accuracy, but also cost constraints. The paper describes the design and dimensioning method which has led ALCATEL to propose a set of MEO constellations in the frame of the GALILEO project for ESA. It especially places emphasis upon the sensitivity of the system design to numerous parameters as well as its sensitivity to performance requirements.Potential candidate constellations obviously need to meet given performance specifications which are determined by operational aspects such as: satellite reliability, maintenance strategy (spare in orbit, launch on schedule, launch on need), deployment strategy (launcher choice, etc.). The estimated cost of a potential solution is mainly derived from the number of satellites and the deployment/maintenance strategy, but it is representative of the whole life-cycle of the constellation. Furthermore, the exhibited solution shall be “as robust as” possible to requirement or assumption changes. So, it should be a baseline solution that could be easily updated in order to take into account small upgrades.This has led to the performance of some trend analyses to understand the actual influence of some constraints or requirements on the system design, and to see how initial requirements can be efficiently relaxed in order to obtain the maximum system cost diminution for a minimum constraint relaxation. This will be very useful, if cost reduction is necessary, to quickly propose alternative or sub-solutions to the baseline one.  相似文献
