The speedily expanding Internet is in the process of transforming the technological, economic, and policy bases for nation-state regulation of telecommunications, including space-based satellite networks. Deployment of the packet-switched Internet has accelerated the liberalization of telecommunications markets and has led to far-reaching regulatory restructuring and policy shifts regarding state ownership and control of networks and information flows. As space-based GMPCS networks become integral parts of the globalizing Internet infrastructure, the state-centric legal paradigm requiring state “authorization and continuing supervision” of space activities by “non-governmental entities” stipulated under Article VI of the OST and associated treaties forming the outer space legal regime will be called increasingly into question. This paper examines the technological, economic/trade, and security issues that question whether the existing state-centric paradigm for regulating Internel-based GMPCS satellite systems will remain in legal phase with emerging liberalized regulatory regimes for terrestrial Internet-based infractructures.  相似文献

“Special regions” on Mars are areas designated in the COSPAR planetary protection policy as areas that may support Earth microbes inadvertently introduced to Mars, or that may have a high probability of supporting indigenous martian life. Since absolutely nothing is known about martian life, the operational definition of a special region is a place that may allow the formation and maintenance of liquid water, on or under the surface of Mars. This paper will review the special-regions concept, the implications of recent recommendations on avoiding them, and the work of the Mars science community in providing an operational definition of those areas on Mars that are “non-special.”  相似文献

When designing the radio-electronic equipment for long-term operation in a space environment, one of the most important problems is a correct estimation of radiation stability of its electric and radio components (ERC) against radiation-stimulated doze failures and one-particle effects (upsets). This paper presents the review of results of the navigating experiments which have been carried out during flight of microgravitational space platform (MSP) Foton-M2 in May–June 2005. The brief characteristic of the created MIRAGE–M equipment consisting from magnitometric system and satellite radionavigation receiver is given. The measurements have allowed to restore unguided MSP movement and to estimate a level of microaccelerations (microgravitations) onboard during flight, and have provided precision time-position binding of the research experiments. The data from the equipments transmitted on the telemetering channel have allowed testing the information technologies of virtual support of experiments in space. Flight testing of the equipment has allowed make a conclusion on usefulness of accommodation onboard the small-sized auxiliary navigating system focused for work with users of research experiments. The Small Explorer (SMEX) Project at NASA Goddard Space Flight Center (GSFC) has accumulated nearly a decade of experience building missions with the underlying philosophy of “Faster, Better, Cheaper” (FBC). Five satellites are now successfully operating on-orbit with only one serious instrument anomaly. Together this Project has accumulated 14.6 years of on-orbit experience without a spacecraft bus failure. Additionally, this project, under the Explorer Technology Infusion effort, has developed a protoflight version of a 21st Century FBC spacecraft bus that has just completed environmental qualification and has been selected at the base spacecraft for NASA's Triana mission. Design and production of these six high performance spacecraft, in just ten years time, has provided a unique base of experience from which to draw lessons learned. This paper will discuss the fundamental practices that have been used by the SMEX Project in achieving this record of success.  相似文献

The X-38 Project forms part of the “X” prototype vehicle family developed by the United States. Its development was initiated by NASA to prepare the Crew Return Vehicle (CRV). The European participation in the X-38 Program has been significantly extended since the start of the X-38 cooperation in 1997 and is realized by ESA's “Applied Reentry Technology Program” and the German/DLR “Technologies for Future Space Transportation Systems” (TETRA) Project. European contributions to the X-38 Vehicle 201, (V-201) can be found in all technical key areas. The orbital flight and reentry with the X-38 V-201 will conclude the X-38 project in 2002.The CRV will be used from about mid-2005 as ’ambulance‘, ’lifeboat‘ or as alternate return vehicle for the crew of the International Space Station. Recognizing the very productive and mutually beneficial cooperation established on X-38, NASA and ESA have decided to continue this cooperation into the development of the operational CRV. The Phase C/D will be completed shortly after the Critical Design Review, scheduled for August 2002. The CRV production phase will start in October 2002 and will cover production of four CRV vehicles, ending in 2006.Based on the objective to identify a further evolution potential of the CRV towards a Crew Cargo Transfer Vehicle (CCTV), NASA has implemented upgrade studies in the CRV Phase C/D.  相似文献

The early sixties witnessed the debate among competing candidate orbits that led to the emergence of perfect geostationary systems as virtually the sole “instruments” for satellite communication. The subsequent problem of overcrowding of geostationary ring on one hand and explosive growth in demand on communication capacity on the other led comsat experts to focus on the alternate routes through various near-earth and medium attitude satellite constellations later proposed for uninterrupted communication. However, the opportunities thrown up by quasi-stationary orbits for augmentation of the space communication capacity have gone abegging. This paper attempts to draw attention of communication satellite designers/planners to the immense potential for utilization of the non-equatorial, 24-hour circular orbits for communication. For the proposed quasi-stationary orbits, the change and/or control of the inclination of the plane is not envisaged in the launch and/or operational phase. The resulting significant payload weight advantage is associated with the problem of periodic as well as secular apparent angular satellite drift relative to the ground terminal. However, the problem may be largely overcome through controlled satellite tilting using solar radiation pressure or through the use of tethered auxiliary mass attachment. Alternatively, it may be possible to overcome the attitude control problem by the use of systems such as on-bard electronically steerable phased array antenna capable of following the line-of-sight to the co-operative ground station.  相似文献

This paper describes outline of the piggy-back satellite “INDEX” for demonstration of advanced satellite technologies as well as for observation of fine structure of aurora. Aurora observation will be carried out by three cameras(MAC) with a monochromatic UV filter. Electron and ion spectrum analyzer (ESA/ISA) will measure the particle phenomena together with the aurora imaging. INDEX satellite will be launched in 2002 by Japanese H2-A. The satellite is mainly controlled by the high-speed, fault-tolerant on-board RICS processor (three-voting system of SH-3). The attitude control is a compact system of three-axis stabilization. Although the size of INDEX is small (50Kg class), several newly-developed technologies are applied to the satellite system, including silicon-on-insulator devices, variable emittance radiator, solar-concentrated paddles, lithium-ion battery, and GPS receiver with all-sky antenna-coverage.  相似文献

When US President George W. Bush on 14 January 2004 announced a new US “Vision for Space Exploration”, he called for international participation in “a journey, not a race”, a call received with skepticism and concern elsewhere. But, after a slow start in implementing this directive, during 2006 NASA has increased the forward momentum of action on the program and of discussions on international cooperation in exploring “the Moon, Mars, and beyond”. There are nevertheless a number of significant top-level issues that must be addressed if a cooperative approach to human space exploration is to be pursued. These include the relationship between utilization of the ISS and the lunar exploration plans, integration of potential partners’ current and future capabilities into the exploration plans, and the evolving space-related intentions of other countries.  相似文献

The purpose of “Vitamin” experiment is to study the efficiency of protective substances on three biological acellular systems aqueous solutions exposed to cosmic radiation in space. The first system “LDL”is a low density lipoprotein. The second is “E2-TeBG complexe” in which estradiol (E2) is bound to its plasmatic carrier protein, testosterone-estradiol binding globulin (TeBG). The third is “pBR 322”, a plasmid. “Vitamin” experiment was accomodated in the Biopan which had been mounted on the outer surface of a Foton retrievable satellite. The experiment was exposed to space environment during 15 days. A stable temperature of about 20 °C was maintained throughout the flight. “Vitamin” experiment preliminary results are presented and discussed.  相似文献

If a detection of ETI takes place, this will in all probability be the result of either: (a) detecting and recognising a signal or other emission of ETI; or (b) the finding of an alien artifact (for instance on the Moon or other Celestial Body of our Solar System); or (c) the highly improbable event of an actual encounter. First and foremost, legal consequences regarding any of these contingencies will result from immediate consultations between nations on Earth. Understandings, memoranda and even agreements might be proposed and/or concluded. Such results within the field of terrestrial law will surely be a new branch of International Law, and particularly of International Space Law. At the same time, terrestrial nations will have to realize that any ETI will be self-determined intelligent individualities or organizations who might have their own understanding of “rules of behaviour” and thus, be legal subjects. Whether one calls such rules “law” or not: if two intelligent races—both of which have specific rules of behaviour—come into contact with each other, the basic understanding of such mutual rules will lead to a kind of “code of conduct”. This might be the starting point for a kind of Law—Metalaw—between different races in the Universe.  相似文献

A powerful statistical tool, paired-comparison, was tested as a method to determine the relative value American people place on two possibly competing paradigms in the United States Space Program: “Space as a Place to Explore” and “Civil and Commercial Uses of Space”. A limitation of the results, but not the methodology, is the participants were college students, not “voting” adults. Reliability and validity of items were developed and tested in two studies suggesting that the paired-comparison method is a reliable and powerful tool for measuring the relative value the public may place on programs within the US Space Program.  相似文献

GALILEO aims at involving Europe in a new generation of satellite navigation services. In the context of the phase A of this programme, many system options are still widely open: detailed requirements, constraints and hypotheses are not yet fully stabilised.In order to design a satellite constellation satisfying civil aviation and other users needs in this early stage of the system definition, it is necessary not only to take into account classical performance aspects, such as accuracy and availability of accuracy, but also cost constraints. The paper describes the design and dimensioning method which has led ALCATEL to propose a set of MEO constellations in the frame of the GALILEO project for ESA. It especially places emphasis upon the sensitivity of the system design to numerous parameters as well as its sensitivity to performance requirements.Potential candidate constellations obviously need to meet given performance specifications which are determined by operational aspects such as: satellite reliability, maintenance strategy (spare in orbit, launch on schedule, launch on need), deployment strategy (launcher choice, etc.). The estimated cost of a potential solution is mainly derived from the number of satellites and the deployment/maintenance strategy, but it is representative of the whole life-cycle of the constellation. Furthermore, the exhibited solution shall be “as robust as” possible to requirement or assumption changes. So, it should be a baseline solution that could be easily updated in order to take into account small upgrades.This has led to the performance of some trend analyses to understand the actual influence of some constraints or requirements on the system design, and to see how initial requirements can be efficiently relaxed in order to obtain the maximum system cost diminution for a minimum constraint relaxation. This will be very useful, if cost reduction is necessary, to quickly propose alternative or sub-solutions to the baseline one.  相似文献

Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.  相似文献

Systems that depend upon the application of new technologies inevitably face three major challenges during development: performance, schedule and budget. Technology research and development (R&D) programs are typically advocated based on argument that these investments will substantially reduce the uncertainty in all three of these dimensions of project management. However, if early R&D is implemented poorly, then the new system developments that plan to employ the resulting advanced technologies will suffer from cost overruns, schedule delays and the steady erosion of initial performance objectives. It is often critical for senior management to be able to determine which of these two paths is more likely—and to respond accordingly. The challenge for system and technology managers is to be able to make clear, well-documented assessments of technology readiness and risks, and to do so at key points in the life cycle of the program.Several approaches have been used to evaluate technology maturity and risk in order to better anticipate later system development risks. The “technology readiness levels” (TRLs), developed by NASA, are one discipline-independent, programmatic figure of merit (FOM) that allows more effective assessment of, and communication regarding the maturity of new technologies. Another broadly used management tool is of the “risk matrix”, which depends upon a graphical representation of uncertainty and consequences. However, for the most part these various methodologies have had no explicit interrelationship.This paper will examine past uses of current methods to improve R&D outcomes and will highlight some of the limitations that can arise. In this context, a new concept for the integration of the TRL methodology, and the concept of the “risk matrix” will be described. The paper will conclude with observations concerning prospective future directions for the important new concept of integrated “technology readiness and risk assessments”.  相似文献

Experimental results are reported for small signal gain distribution across a cavity of a mixed flow gasdynamic laser system at different turbulent supersonic mixing regimes. It is shown that the temperature range of the GDL generation regime can be extended up to 7000°K, and gain coefficients as high as 3.5 m−1 be attained in a “double-freeze” supersonic gas flow. Basic advantages are discussed as well as the opportunity to obtain higher efficiencies in thermally pumped laser systems.  相似文献

Investigations of blood pressure, heart rate (HR), and heart rate variability (HRV) during long term space flights on board the “ISS” have shown characteristic changes of autonomic cardiovascular control. Therefore, alterations of the autonomic nervous system occurring during spaceflight may be responsible for in- and post-flight disturbances. The device “Pneumocard” was developed to further investigate autonomic cardiovascular and respiratory function aboard the ISS. The hard-software diagnostic complex “Pneumocard” was used during in-flight experiment aboard ISS for autonomic function testing. ECG, photoplethysmography, respiration, transthoracic bioimpedance and seismocardiography were assessed in one male cosmonaut (flight lengths six month). Recordings were made prior to the flight, late during flight, and post-flight during spontaneous respiration and controlled respiration at different rates.HR remained stable during flight. The values were comparable to supine measurements on earth. Respiratory frequency and blood pressure decreased during flight. Post flight HR and BP values increased compared to in-flight data exceeding pre-flight values. Cardiac time intervals did not change dramatically during flight. Pulse wave transit time decreased during flight. The maximum of the first time derivative of the impedance cardiogram, which is highly correlated with stroke volume was not reduced in-flight.Our results demonstrate that autonomic function testing aboard the ISS using “Pneumocard” is feasible and generates data of good quality. Despite the decrease in BP, pulse wave transit time was found reduced in space as shown earlier. However, cardiac output did not decrease profoundly in the investigated cosmonaut.Autonomic testing during space flight detects individual changes in cardiovascular control and may add important information to standard medical control. The recent plans to support a flight to Mars, makes these kinds of observations all the more relevant and compelling.  相似文献

In comparing the costs of different launch vehicles, the possibility of the risk of failure is assumed to be accounted for by the cost of insurance. The satellite may be insured against loss during launch, and the launch services provider may offer a “free relaunch.” However, actual costs of reliability and failure extend beyond this. Each failure necessitates an investigation and a “get well” programme by the operating agency, while putting the operations team “on hold” until services can resume. A commercial operator may also lose customer revenue and actual customers through loss of confidence or unavailability. Such costs tend to be hidden, and not evaluated in assessing the effectiveness of a system, but count towards total costs. Failure investigations help to improve system reliability, but this could equally have been achieved by expenditure in development and qualification. Reusable launch vehicles will have different costs associated with reliability and failure. The relationship between reliability and cost, properly assessed, ought to influence the design of both expendable and reusable launch systems.  相似文献

The new-born bioscience called Nanobiology has tackled the problems of the possibility of existence of extraterrestrial life and intelligence and of biosystem distribution in the Universe, as such questions actually belong to the realm of Theoretical Biology. The central, and yet unanswered points of such science have been reinvestigated by attempting knowledge and control of the hard-to-determine nanoscale-level classical and quantum interactions, which would supposedly give mechanistic, definite answers, both informationally and energetically, to the vexing questions put by biosystems to science: is the “living state” a physically definible concept, and how to define it? Are nanoscale kinetics or even detailed mechanics involved in the origin of life? What about intelligence, consciousness and their nanophysical roots? Are “life” and “intelligence” engineerable properties, or is any Artificial Intelligence program bound to mere metaphors? Self-organization, studied at the thermodynamic and the hydrodynamic level, showed the possibility of chemical evolution from amino acids, probably of cometary and/or meteoritic origin, up to spatiotemporal organization, autopoiesis and biological evolution, but didn't explain the origins of life. Questioning the uniqueness of the earthly evolutionary chemistry is cardinal for the ETI dilemma, as from a budgetary appraisal of perspectives in bionanoscale chaotic undecidable dynamics, quantum gravity and quantum vacuum, both “living state” and “intelligence” look like nonlocal, spacetime-linked cosmic phenomena.  相似文献
