The UK space industry is an important part of the British economy and likely to become more so, but it needs well-educated graduates, government support and investment. Such an effort would be aided by an educated public. Education is an important part of a successful space industry policy. The Space Education Council, supported by the BNSC, is doing important work talking to the public about space. Korea’s space development program was created almost 40 years behind those of the advanced countries but it has nevertheless made remarkable progress. Korean space development has been focused on technology catch-up, where commercialization and growth of industrial competitiveness are important rationales. However, the program has several problems, including: lack of a space equipment manufacturing industry, total system companies in the space manufacturing industry and communication between industry and researchers, and much concentration of projects and initiatives in the Korean Aerospace Research Institute (KARI). This study analyzes the problem by comparing space agencies and programs in Korea and other countries, particularly Japan and the USA. It is shown that the role of a national laboratory is critical in space industry development and argued that KARI should make greater efforts to promote the Korean space industry by encouraging technology transfer, sharing equipment and communication between companies. For successful space development, the main organization – usually the national research institute – should change its role from a research-only laboratory to manager and supporter of space development and industry. Such a move would invigorate Korea’s space industry and allow it to catch up with countries with a similar environment.  相似文献

This is the executive summary of a report prepared for the European Commission by LD consultants on the status of India's space industry and the prospects for European firms to invest in it. India has impressive launch capabilities, telecommunications and disaster warning satellites but commercialization of its activities is occurring only slowly. There are many opportunities for joint ventures with Europe (which must not let the USA consolidate its superior position in the broadcasting field) but issues of technology transfer and India's unhappiness with the MTRC must first be resolved. As well as selling products and services, Europeans should also be prepared to buy those Indian components that are available more competitively.  相似文献

Two new long-range US space science strategy studies are notable not only for what the new reports say and do for their respective discipline areas but also for what they demonstrate in terms of shared conclusions and in terms of the feasibility of forging consensus on community priorities. Both studies engaged a broad segment of the research community to survey their respective fields, recommend top priority scientific goals and directions for the next decade, provide recommendations for programmatic directions and explicit priorities for government investment in research facilities, and address issues of advanced technology, infrastructure, interagency coordination, education, and international cooperation. The two studies demonstrate that cross-program priorities can be established when a community sees the effort as being beneficial to the long-term health of the field.  相似文献

In the last 25 years Israel developed highly advanced space industry and capable indigenous infrastructure of space technology. The special interconnections between the academia, the industry and different government agencies had a valuable influence on this successful process. This paper identifies and analyzes the characteristics of this partnership. It addresses the issue of sustaining this partnership and maintain it as a major driving force of the Israeli space program in order to provide some conclusions for similar actors, seeking to enhance their space activities and capabilities.  相似文献

Countries on every continent are making new or renewed commitments to domestic satellite programs. These programs have the potential to address national needs by enhancing access to information, improving infrastructure and providing inspiration to the public. How do countries without local expertise in space technology begin a new satellite program? What is the role of international collaboration in supporting the efforts of a new space fairing country? This paper explores such questions by highlighting outputs from intensive field work in Africa and Asia. Specifically, the study explores case studies of early space activity in these countries to search for lessons about the management of a young space program. The observations from field work are compared to ideas from scholarly literature on technological learning. The findings are organized using principles from systems architecture. The paper presents a model that captures many of the influences and strategic decision areas for a collaborative satellite development project. The paper also highlights the growth of capability among African countries in the area of satellite technology.  相似文献

Evolving space operations requirements and mission planning for long-duration expeditions require detailed examinations and evaluations of information flow dynamics, knowledge-sharing processes, and information technology use in distributed expert networks. This paper describes the work conducted with flight controllers in the Mission Control Center (MCC) of NASA's Johnson Space Center. This MCC work describes the behavior of experts in a distributed supervisory coordination framework, which extends supervisory control/command and control models of human task performance. Findings from this work are helping to develop analysis techniques, information architectures, and system simulation capabilities for knowledge sharing in an expert community. These findings are being applied to improve knowledge-sharing processes applied to a research program in advanced life support for long-duration space flight. Additional simulation work is being developed to create interoperating modules of information flow and novice/expert behavior patterns.  相似文献

The slow progress and lack of fundamental breakthroughs in legislative practices are an important subject for China's space legislation. Oriented by the idea to formulate China's space law as soon as possible, it is necessary to solve five key issues. In the national policy, it is needful not only to implement China's space policy and promote the development of the space industry in depth, but also to advance the deep integration of military and civil application in space field. In terms of legal orientation, three features should be reflected upon, including the functional integration of public and private laws, the balance of regulation by substantive and procedural laws, and the effective coordination of domestic and international laws. To this end, both top-level design and implementation should be paid close attention to in order to achieve significant progress in China's space legislation.  相似文献

Following Ukraine's 1991 declaration of independence and the disintegration of the USSR, Ukraine inherited a third of the Soviet Union's space industry. This paper presents an overview of the main features of Ukraine's current policy on the exploitation of this capability as a factor in the transformation of its economy. It illustrates how the policy is being realized in the areas of launch systems, Earth observation, satellite communications and international relations, and concludes that Ukraine's strengths in the space field are counterbalanced by obstacles which must be faced, both within the country and externally.  相似文献

Space activity has lost the momentum it had in the past. During the Cold War the use of space was constrained by specific political and military conditions which gave it a strong but narrow identity. The aerospace industry, in particular, was in a position to develop protected and exclusive ties with the public sector. These times have passed and diminishing competition between the two main space powers has had consequences for the planning of major space undertakings. Space activity is in the process of being thoroughly transformed as it is forced to become more connected to general economic and industrial activity, especially in the field of information. An opportunity for a sector that has been struggling could also prove to be risky as space activity is losing some of its previously strong identity. Space currently seems to lack the high level of public support from governments it once enjoyed, while not finding an alternative in the industry itself to this declining investment. This situation should lead both the space community and the political authorities to consider new general space applications that will be more in line with the preoccupations of our modern societies and thus contribute to solving the principal global issues of tomorrow.  相似文献

Government space agencies have the statutory responsibility to suport the commercialisation of space activities. NASA's 1998 report “General Public Space Travel and Tourism” concluded that passenger space travel can start using already existing technology, and is likely to grow into the largest commercial activity in space: it is therefore greatly in taxpayers' economic interest that passenger space travel and accommodation industries should be developed. However, space agencies are doing nothing to help realise this — indeed, they are actively delaying it. This behaviour is predicted by ‘public choice’ economics, pioneered by Professors George Stigler and James Buchanan who received the 1982 and 1986 Nobel prizes for Economics, which views government organisations as primarily self-interested. The paper uses this viewpoint to discuss public and private roles in the coming development of a space tourism industry.  相似文献

Financing a very large new space transportation system is a major venture. It requires an initial investment of many billions of dollars and will be expected to perform successfully during its lifetime of at least twenty-five years. In the past, space systems of this magnitude have been funded, owned and operated by the government. Today, as the responsibility for opening and maintaining space systems is expected to shift from government to industry leadership, the reusable launch vehicle (RLV) presents the private sector with the challenge of finding ways of financing and building a system that will prove to be a successful private venture. The government, recognizing that it is a major customer of the RLV and that new technology must be developed for the RLV to work and to adequately reduce the cost of access to space, will fund some Initial technology development as well as provide some incentives for a private operator. This paper shows that using the current tax system's corporate investment benefits, coupled with a favorable debt financing arrangement, a profitable privately owned RLV system Is within the realm of possibility.  相似文献

There is increasingly broad concern in the USA today about the quality, vibrancy and appeal of science and technical education in general and space education in particular. There needs to be a robust link between the educational community (i.e. the primary and secondary schools as well as colleges and universities) and a well-defined space research and exploration agenda that is strongly supported by the space industry, NASA and other relevant US governmental agencies. Without such a renewal of mission and new goals it will be difficult to re-invigorate and expand quality space education programs. A workshop was therefore convened in 2003 to analyze the problem, discuss new initiatives, organize a survey inviting suggestions from a range of relevant players and draw conclusions on what the USA needs to do to improve space education in the 21st century. Although the focus of this workshop was on space education in the USA the international dimensions of this problem were also addressed and the firm conclusion was reached that similar issues and concerns apply in Europe, Canada, Japan and other spacefaring nations. This article is an edited version of a White Paper subsequently produced to highlight the problem, summarize the proceedings of the workshop and present the results of the survey. Greater clarity in the definition of national space goals, the upgrading of teachers’ skills and an increase in technical scholarships are among the steps recommended.  相似文献

Current educational system is facing a contradiction between the fundamentality of engineering education and the necessity of applied learning extension, which requires new methods of training to combine both academic and practical knowledge in balance. As a result there are a number of innovations being developed and implemented into the process of education aimed at optimizing the quality of the entire educational system. Among a wide range of innovative educational technologies there is an especially important subset of educational technologies which involve learning through hands-on scientific and technical projects. The purpose of this paper is to describe the implementation of educational technologies based on small satellites development as well as the usage of Earth remote sensing data acquired from these satellites. The increase in public attention to the education through Earth remote sensing is based on the concern that although there is a great progress in the development of new methods of Earth imagery and remote sensing data acquisition there is still a big question remaining open on practical applications of this kind of data. It is important to develop the new way of thinking for the new generation of people so they understand that they are the masters of their own planet and they are responsible for its state. They should desire and should be able to use a powerful set of tools based on modern and perspective Earth remote sensing. For example NASA sponsors “Classroom of the Future” project. The Universities Space Research Association in United States provides a mechanism through which US universities can cooperate effectively with one another, with the government, and with other organizations to further space science and technology, and to promote education in these areas. It also aims at understanding the Earth as a system and promoting the role of humankind in the destiny of their own planet. The Association has founded a Journal of Earth System Science Education. Authors describe an effective model of educational technology developed in the Center for Earth Remote Sensing of Bauman Moscow State Technical University and based on scientific and educational organizations integration in the field of applied studies. The paper also presents how students are being trained to acquire and process satellite imagery data from Terra and Aqua satellites. It also reveals the results of space monitoring for Russia's ecologically complex regions conducted by Bauman Moscow State Technical University students in cooperation with specialists from the Laboratory for Aerospace Methods of Moscow State University named after M. This is the text of a report prepared by the UN Secretary-General, International Cooperation in Space Activities for Enhancing Security in the Post-Cold War Era. It discusses what can be done in this field - both by states acting cooperatively and by the relevant specialized agencies of the UN - in areas such as arms control and conversion of military technologies, commercialization and proliferation, environmental protection and scientific and technical cooperation. Various confidence-building measures to increase global security are discussed and the need to improve developing countries' access to space technology via the establishment of regional education centres and an international space information centre is emphasized.  相似文献

With the advances of small satellite technology in commercial space sector, using small satellite networks to form a satellite constellation and conduct commercial operational services has entered into a vigorous phase of development. As small satellite technology develops, problems in the operations of small satellite constellations are also gradually emerging. These include ground measurement and operational control systems for small satellite constellations, the commercial operational mode, support and the guarantee of laws and regulations related to small satellites. This report discusses the development of commercial space small satellite operation industrialization, explores the small satellite operational modes and technological innovation, proposes the commercial space industry chain to build the industry ecology. At the same time, it looks forward to the integration of space and terrestrial communication. It also calls on relevant organizations of China to speed up the process of space legislation, formulate the relevant policies to encourage the operations of small satellites in commercial space sector, and push China's commercial space to a new level.  相似文献

The links between Earth and space exploration occur across a broad spectrum, from the use of satellite technology to support environmental monitoring and habitat protection to the study of extreme environments on Earth to prepare for the exploration of other planets. Taking the view that Earth and space exploration are part of a mutually beneficial continuum is in contrast to the more traditionally segregated view of these areas of activity. In its most polarized manifestation, space exploration is regarded as a waste of money, distracting from solving problems here at home, while environmental research is seen to be introspective, distracting from expansive visions of exploring the frontier of space. The Earth and Space Foundation was established in 1994 to help further mutually beneficial links by funding innovative field projects around the world that work at the broad interface between environmental and space sciences, thus encouraging the two communities to work together to solve the challenges facing society. This paper describes the work of the foundation and the philosophy behind its programmes.  相似文献
