This paper analyses the different positions in the debate about the institutional integration of ESA and the EU. In particular it considers previous articles published in Space Policy on both sides of the argument, i.e. ESA incorporation into the EU or EU membership in ESA. ESA becoming the space agency of the EU seems to be the compromise position. The analytical focus of this paper is whether these positions are realistic or whether we really need a common European space policy under one leadership, and therefore implicitly under the EU.  相似文献

Poland has a long-standing tradition in space activities. Polish institutions have participated as co-investigators in almost all European Space Agency (ESA) science projects, as well as on many other missions. However, the first Polish satellite (PW-SAT) was only launched in 2012. Poland was one of the first Eastern European countries to conclude a Cooperation Agreement with ESA in the peaceful use of outer space; it was signed in 1994 and followed by a second in January 2002. Negotiations on Polish membership in the ESA were started in autumn of 2011, and ended in April 2012. Following ratification of the agreement, Poland officially became the 20th Member State of ESA on 19 November 2012. This article examines how Poland is setting its way as a space nation. It describes recent developments in the Polish space programme, including the road to Poland's full membership in the European Space Agency.  相似文献

The arts offer alternative insights into reality, which are explored by science in general, and broadened by the activities conducted by the European Space Agency [4] and other space agencies. Similar to the way the members of ESA are ambassadors for spaceflight and science, artists and cultural professionals are ambassadors for human expression, experimentation, and exploration. In June 2011, the ESA Topical Team Arts and Sciences (ETTAS) held a three-day workshop at the European Astronaut Centre in Cologne, Germany. During this workshop, topics and ideas were discussed to develop initiatives between the arts, sciences and ESA. The aim was to foster and expand the human and cultural aspects of space exploration, and at the same time offer a means of communication that aims to reach audiences beyond the scope of traditional space-related channels. The consensus of the team was that establishing and sustaining a transdisciplinary professional community consisting of ESA representatives, scientists and artists would fuel knowledge transfer, and mutual inspiration. Potential ways to provide a sustainable cooperation within and between the various groups were discussed. We present the preliminary findings including a number of measures and mechanisms to initiate and conduct such an initiative. Plausible organisational measures, procedures and consequences, as well as a proposition on how to proceed are also discussed. Overall, the involvement and cooperation between the arts, space science research and ESA will enhance in the citizens of the ESA member states the sense of public ownership of ESA results, and participation in ESA?s research.  相似文献

Today's space operations involve co-working of people with different ethnical, professional and organisational backgrounds. The aim of this study was to examine the implications of cultural diversity for efficient collaboration within the European Space Agency (ESA), and between ESA employees and representatives from other agencies. ESA employees from European countries (N=576) answered to the CULT Ground Survey. The results showed that differences in relation to leadership and decision making were the most important issues thought to interfere with efficient co-working within ESA, and between ESA employees and colleagues from other agencies. Employees who collaborated with more than three nationalities within ESA indicated most challenges in co-working due to differences in compliance, behavioural norms and competitiveness. Challenges in co-working differed between agencies, and these differences were consistent with value differences in the national populations. The results may have applied value for training of European employees working in international space program teams.  相似文献

ESA astronauts' ISS flight opportunities are considered as a vital source to meet the utilisation, operation and political objectives that Europe has established for participating in the International Space Station programme. Recent internal ESA assessments have demonstrated that a rate of three flights per year for European Astronauts should be maintained as a minimum objective. The current flight rate is lower than this. In order to improve this situation, in the context of the activation of the ESA ISS Commercialisation programme, ESA is developing the conditions for the establishment of commercially based human spaceflights with the financial support of both ESA and the private sector or, in the future, only the latter. ESA is working in a Partnership with the space industry to facilitate the implementation of such projects and support customers with a range of end-to-end commercial services. The opportunities and challenges of a "commercial human spaceflight", involving a member of the European Astronaut Corps, or a privately employed flight participant, are discussed here.  相似文献

Europe is present in robotic exploration though the European Space Agency?s mandatory space science program and the optional Aurora program. In addition some member states are also involved in projects of non-European space faring countries through bilateral co-operations. Europe is also present in human exploration through the ISS utilization program. ESA and some of its member states participate in the activities of the International Space Exploration Coordination Group (ISECG), a club of 14 space agencies working for the elaboration of a global exploration roadmap. Finally, ESA and the European Union have initiated a political approach with the setting up of an international forum so as to elaborate a commonly agreed vision on space exploration at political level.  相似文献

The registration of space objects is indispensable for the orderly administration of outer space. Most states recognize this and comply with the instruments—the Registration Convention and the UN General Assembly Resolution—set up to permit registration, but they display different approaches to and interpretations of the concept of registration. This article examines the registration practices of various European Space Agency (ESA) member states and of ESA itself. It finds that, despite varied policies, the system seems to be working well. However, there has been a worrying rise in non-registrations over the past few years, perhaps linked to the growth in the number of, especially commercial, entities engaging in space activities.  相似文献

The European Space Agency (ESA) contribution to the International Space Station (ISS) goes much beyond the delivery of hardware like the Columbus Laboratory, its payloads and the Automated Transfer Vehicles. ESA Astronauts will be members of the ISS crew. ESA, according to its commitments as ISS international partner, will be responsible to provide training on its elements and payloads to all ISS crewmembers and medical support for ESA astronauts. The European Astronaut Centre (EAC) in Cologne has developed over more than a decade into the centre of expertise for manned space activities within ESA by contributing to a number of important co-operative spaceflight missions. This role will be significantly extended for ISS manned operations. Apart from its support to ESA astronauts and their onboard operations, EAC will have a key role in training all ISS astronauts on ESA elements and payloads. The medical support of ISS crew, in particular of ESA astronauts has already started. This paper provides an overview on status and further plans in building up this homebase function for ESA astronauts and on the preparation towards Training Readiness for ISS crew training at EAC, Cologne. Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.  相似文献

Over 200 school children in eight schools in the east of England were surveyed to determine their interest in space exploration and awareness of current space activities. Of those surveyed, 33% were interested in space to ‘discover a new planet’, and 24% to find life on another planet. When asked to list space exploration organisations 77% listed NASA. Six of those surveyed listed ESA (<0.5%). The data bring starkly to light, despite the Huygens landing on Titan and Mars Express, the lack of awareness of the existence of ESA among a new generation of European school children. These data suggest that further surveys are merited to determine the factors that influence interest in space sciences and related disciplines among school children, and the source of their information.  相似文献

The era of modern space research and applications began with the 1945–46 Moon-radar experiments and with the successful launch of the first artificial satellite, Sputnik-1. Hungary and Hungarian engineers/researchers were present at the birth of this new and important discipline. As a consequence of the Second World War Hungary became part of the Soviet bloc and, for the first 30 years of the Space Age, Hungarian space activity was carried out mainly within Intercosmos; however, some highlights were produced. After the collapse of the communist dictatorship Hungarian space activity was successfully rebuilt and the past 20 years have seen the beginning of the integration of Hungarian space activity into ESA and EU space policy. Hungarian society’s attitude to the country’s space activity is complex, as is that of its decision makers. This largely results from the simplified picture of global space activity and Hungarian participation therein in people’s minds and from the ignorance of the country’s decision makers. While this is basically a global problem, it has a special Hungarian aspect in the view that a small country has no real role in the world, in the EU, in ESA or in global space activity. The European Space Agency (ESA) is pursuing an independent strategic planning process for consolidating a destination driven (LEO, Moon, Mars) space exploration strategy. ESA's space exploration strategy is driven by the goals to maximise knowledge gain and to contribute to economic growth. International cooperation is a key pillar of ESA's strategy as it is considered both, an enabler for achieving common goals and a benefit, opening new perspective for addressing future challenges. The achievement of ESA's space exploration strategy is enabled through international partnerships. The interagency coordination process conducted within the framework of the International Space Exploration Coordination Group (ISECG) plays an important role in laying the foundations for future partnerships. It has achieved so far the development of a common vision for space exploration, a common plan for implementing the vision in the form of the Global Exploration Roadmap, as well as a common approach for articulating the value of global space exploration. ESA has been a strong promoter and supporter of the interagency coordination process conducted within ISECG and thanks to its unique expertise in international cooperation the Agency has contributed to its success.  相似文献

Aircraft parabolic flights provide repetitively up to 20 s of reduced gravity during ballistic flight manoeuvres. Parabolic flights are used to conduct short microgravity investigations in Physical and Life Sciences, to test instrumentation and to train astronauts before a space flight. The European Space Agency (ESA) has organized since 1984 thirty parabolic flight campaigns for microgravity research experiments utilizing six different airplanes. More than 360 experiments were successfully conducted during more than 2800 parabolas, representing a cumulated weightlessness time of 15 h 30 m. This paper presents the short duration microgravity research programme of ESA. The experiments conducted during these campaigns are summarized, and the different airplanes used by ESA are shortly presented. The technical capabilities of the Airbus A300 'Zero-G' are addressed. Some Physical Science, Technology and Life Science experiments performed during the last ESA campaigns with the Airbus A300 are presented to show the interest of this unique microgravity research tool to complement, support and prepare orbital microgravity investigations.  相似文献

针对深空探测器的单程多普勒测量需求,研究了被动式高精度多普勒测量方法及其实现技术。该方法基于探测器测控信标残留载波等点频信号和VLBI测站高精度氢原子钟频标,构造出与实际接收信号频率接近的参考信号;再通过本地相关处理,完成高精度开环多普勒测量。其特色在于完全不需要精确的先验轨道模型。所开发的专用被动式多普勒测量设备,在国内第一次成功用于欧空局环火星探测器“MEX”的多普勒测定轨试验。探测器X频段信号5s积分的单程多普勒测量精度达到 0.2mm/s ,与欧空局测量水平相当。采用该多普勒测量数据的MEX定轨结果与欧空局精密轨道在数百米至千米量级一致。  相似文献

This document outlines the objectives, strategy guidelines, and the approach for the harmonisation of European space technology activities, in line with and in support of the resolution “Shaping of the Future of Europe in Space”, adopted at the ESA Ministerial Council in May 1999.Under an overall ESA co-ordination, the European space sector is elaborating a technology strategy based on top-level priorities (Dossier 0), on the mapping of European development and competences and on a co-ordinated Space Technology Master Plan (ESTMP). This plan shall take into account the various European developments, industry capacities and budgets and shall enhance the complementary role of the various partners towards common objectives.The proposed strategy includes selection of priority activities as pilot projects for harmonisation. For these pre-selected pilot projects, agreements are required on responsibilities, leaderships, partnerships and budget commitments.  相似文献

Norway has recently published its national long-term plan for space activities (1993–1996) and the main points of this are reproduced here. While telecommunications, positioning and navigation and Earth observation are understandably given a high priority, there is also an emphasis on space transportation and space science, and a belief that Norwegian industry and research institutes are capable of gaining contracts beyond the agreed scope of the country's participation in ESA.  相似文献
