This article examines recent difficulties in the Russian space program through the analytic lens of the Russian political and economic reform effort. It argues that Russia’s problems go beyond a lack of financing. Instead, lack of investment and ‘brain drain’ have caused deep infrastructural problems which would take years of restored funding and political priority to fix. Russia’s continued activity in space stems almost solely from inertia left over from the Soviet period, and from funding provided by foreign partners anxious to exploit the cheap, sturdy elements of that Soviet legacy. 相似文献

The registration of space objects is indispensable for the orderly administration of outer space. Most states recognize this and comply with the instruments—the Registration Convention and the UN General Assembly Resolution—set up to permit registration, but they display different approaches to and interpretations of the concept of registration. This article examines the registration practices of various European Space Agency (ESA) member states and of ESA itself. It finds that, despite varied policies, the system seems to be working well. However, there has been a worrying rise in non-registrations over the past few years, perhaps linked to the growth in the number of, especially commercial, entities engaging in space activities. 相似文献

Over the past decade the International Activities Committee (IAC) of the American Institute of Aeronautics and Astronautics (AIAA) has organized a series of six workshops on international space cooperation. The major findings and recommendations that have emerged from these workshops are summarized, clustered by topic, with a reference to the report on the particular workshop at which they were made. There is little overview of how space applications are utilized by African actors and how cooperation between Africa and Europe is organized and conducted. This article aims briefly to provide such an overview and concretely to make recommendations for institutional actors in European-African partnerships on the use of space applications for sustainable development. The Africa-EU partnership is analysed from a political, economic, social, technological, environmental and legal standpoint and respective policy recommendations are drafted on this basis. No other continent can benefit more from space applications than Africa. It will be partnerships like the one between Europe and Africa that will be crucial for realizing this great potential. 相似文献

One of the most important developers of liquid propellant rocket engines in Argentina was Polish-born Ricardo Dyrgalla. Dyrgalla immigrated to Argentina from the United Kingdom in 1946, where he had been studying German weapons development at the end of the Second World War. A trained pilot and aeronautical engineer, he understood the intricacies of rocket propulsion and was eager to find practical applications to his recently gained knowledge.Dyrgalla arrived in Argentina during Juan Perón's first presidency, a time when technicians from all over Europe were being recruited to work in various projects for the recently created Argentine Air Force.Shortly after immigrating, Dyrgalla proposed to develop an advanced air-launched weapon, the Tábano, based on a rocket engine of his design, the AN-1. After a successful development program, the Tábano was tested between 1949 and 1951; however, the project was canceled by the government shortly after. Today, the AN-1 rocket engine is recognized as the first liquid propellant rocket to be developed in South America. Besides the AN-1, Dyrgalla also developed several other rockets systems in Argentina, including the PROSON, a solid-propellant rocket launcher developed by the Argentine Institute of Science and Technology for the Armed Forces (CITEFA). In the late 1960s, Dyrgalla and his family relocated to Brazil due mostly to the lack of continuation of rocket development in Argentina. There, he worked for the Institute of Aerospace Technology (ITA) until his untimely death in 1970. Ricardo Dyrgalla deserves to be recognized among the world's rocket pioneers and his contribution to the science and engineering of rocketry deserves a special place in the history of South America's rocketry and space flight advocacy programs. 相似文献

Discussions of space security tend to recurrently return to the vexed issue of the ‘militarization’ and ‘weaponization’ of outer space. Debate over whether or not a sustainable definition can be maintained between these two concepts has been a feature of both academic and policy discourses, and has been particularly contentious with regard to new proposals for arms control in outer space. Yet, this paper argues, the militarization/weaponization debate fails to capture to vagaries of contemporary space policy with regard to understandings of ‘security’, and is in this sense an insufficient way of approaching the subject of space security in the first instance. Instead it is now more accurate to say that outer space is becoming ever more ‘securitized’: that is, access to space is now commonly framed as crucial to the military, economic and environmental security of leading states and international organizations. 相似文献

Using the US-coined concept of space industrialization and reflecting the ongoing creation of a space economy, this paper maintains that China’s 20-odd years of practice and achievement in crop breeding in space should be seen as an integral part of any space economy. The paper analyzes the Chinese government’s space breeding policies, its support for it via financial allocation, and the relevant programs, and highlights the key achievements so far achieved in the sector. In conclusion, it outlines the main hurdles to crop breeding in space but looks forward to a bright future for this activity. 相似文献

The primary objective of the International Space Station (ISS) is to provide a long-term quiescent environment for the conduct of scientific research for a variety of microgravity science disciplines. This paper reports to the microgravity scientific community the results of an initial characterization of the microgravity environment on the International Space Station for increments 2 through 4. During that period almost 70,000 hours of station operations and scientific experiments were conducted. 720 hours of crew research time were logged aboard the orbiting laboratory and over half a terabyte of acceleration data were recorded and much of that was analyzed. The results discussed in this paper cover both the quasi-steady and vibratory acceleration environment of the station during its first year of scientific operation. For the quasi-steady environment, results are presented and discussed for the following: the space station attitudes Torque Equilibrium Attitude and the X-Axis Perpendicular to the Orbital Plane; station docking attitude maneuvers; Space Shuttle joint operation with the station; cabin de-pressurizations and the station water dumps. For the vibratory environment, results are presented for the following: crew exercise, docking events, and the activation/de-activation of both station life support system hardware and experiment hardware. Finally, a grand summary of all the data collected aboard the station during the 1-year period is presented showing where the overall quasi-steady and vibratory acceleration magnitude levels fall over that period of time using a 95th percentile benchmark. 相似文献

This paper discusses the architectural design project “Transformation Structure Space”, which was carried out at the Department of Building Construction HB2 in 2004. The goal of the study was to find innovative solutions for space system design through the application of bionic (biomimetic) approaches. Using specific research both fields as the foundation, five different architectural projects based on a scientific-technological concept were developed. The introduction of natural role models into the design process and the development of the application in space and the respective setting proved to be a difficult task within the timeframe of a design program, nonetheless all of the projects show very innovative aspects. 相似文献

With the arrival of private entrepreneurs and the appearance of such things as prizes to stimulate space initiatives, the space economy is changing rapidly from its initial government-driven character. A number of countries and territories, such as the Isle of Man, have understood the growing role of this new space economy and are preparing the appropriate boundary conditions to support its further development. This article shows why the Isle of Man may be uniquely placed to take advantage of recent developments in the space economy, thanks to its business-friendly tax and regulatory regime, and discusses the island’s strategy to attract space businesses. In the absence of a mature body of literature on the origins and evolution of the Canadian space program, recent official publications have arbitrarily chosen 1974, the year that Canada's civilian space policy was ratified in the House of Commons, as the popular date of origin. However, this start date ignores several significant policy documents that influenced Canada's space program development prior to that year. This article examines policy that shaped Canada's space program during the ‘golden age’ of space exploration (1958–1974), and will demonstrate that the true origins of the Canadian space program date back much earlier that the current perception. 相似文献

According to the UK government, the announcement in July 1987 of a freeze on the British National Space Centre's (BNSC) budget was based solely on lack of money and the belief that private industry, rather than the state, should fund space activities.
