ESA astronauts' ISS flight opportunities are considered as a vital source to meet the utilisation, operation and political objectives that Europe has established for participating in the International Space Station programme. Recent internal ESA assessments have demonstrated that a rate of three flights per year for European Astronauts should be maintained as a minimum objective. The current flight rate is lower than this. In order to improve this situation, in the context of the activation of the ESA ISS Commercialisation programme, ESA is developing the conditions for the establishment of commercially based human spaceflights with the financial support of both ESA and the private sector or, in the future, only the latter. ESA is working in a Partnership with the space industry to facilitate the implementation of such projects and support customers with a range of end-to-end commercial services. The opportunities and challenges of a "commercial human spaceflight", involving a member of the European Astronaut Corps, or a privately employed flight participant, are discussed here. 相似文献

The conference began with The Charles Martin Lecture, given this year by George Abbey, formerly Director of the NASA Johnson Spaceflight Center. George spoke of the significant contribution of British scientists and engineers to the early days of NASA. He was followed by an ebullient tour d’horizon from the admirable Dr David Southwood, Head of Science at ESA. Lucie Green from Mullard Space Science Laboratory (MSSL), who is leading the outreach component of the International Heliophysical Year, then brought the first session to a close. The arrival of ‘space tourism’, or more appropriately ‘private spaceflight’, requires the law of outer space to change and adapt to this revolutionary development, as deriving precisely from the principled private participation in these activities. After defining the proper concepts, this paper discusses key legal aspects of authorisation and supervision, liability and registration, and how they reflect and impact on space tourism. Key legal aspects related to certification of craft, crew and passengers, while not yet much articulated at the international level will also be touched upon precisely in order to demonstrate that the law could well be driven first and foremost by national legislative interests on a domestic level, before (possibly) reaching the level of international law. The possible use of air law or even adventure tourism law to regulate relevant activities is also touched on. 相似文献

The changing context of space remote sensing applications is described in terms of evolving needs and capabilities in South-east Asia and in terms of recent policy decisions in spacefaring nations. Emphasis is placed on the need for a technology which allows the monitoring of, eg the exploitation and degradation of natural resources, crop development, climatic effects and the like. Private and commercial activity in outer space still poses challenges to space law and policy. Within ‘Project 2001’—a legal research project by the University of Cologne's Institute of Air and Space Law and the German Aerospace Center (DLR)—six international expert working groups examined international and national laws, in order to identify gaps and, where necessary, propose improvements to the present legal framework for private space activities. The results were presented and discussed at an international colloquium in May 2001 in Cologne, Germany, where final conclusions have been drawn. This report presents a summary of the project's work and main conclusions, which are documented in full in a comprehensive book to be published in May 2002. 相似文献

An international symposium, ‘Global and European Challenges for Air and Space Law at the Edge of the 21st Century’, organised by the Institute of Air and Space Law (Cologne) and the German Aerospace Center (DLR), took place from 8 to 10 June 2005 in Cologne. The conference assembled space law experts from industry, academic and international institutions world-wide. Areas of discussion were national space legislation, the current relationship of ESA and the EU, and common issues in air and space law with regard to future aerospace applications. For the UK, space is primarily a means to an end and not an end in itself. This approach has been described as utilitarian. The British National Space Centre describes it as user oriented: the purpose of going into space should be to provide cost-effective information or services to the users, whether these are the science community, commercial operators and customers, or public sector bodies. The new draft UK Space Strategy, published on 22 January 2003, provides the underpinning rationale for this approach, which derives in part from the very individual way in which the UK organises its interests in space. 相似文献

This Viewpoint presents an industrial perspective of the policies needed to support and advance the capabilities and competitiveness of the European space industry. It is argued that Europe needs a coordinated longterm space policy to help create the climate in which industry can invest in and exploit space. Europe must also accelerate the development of advanced technology products and services, improve its competitiveness in applications and commercial markets including launchers, and secure fair and reliable international partnerships in in-orbit infrastructure and manned space activities. Despite public enthusiasm, space in the UK is perceived as lacking support from the government and policy often seems incoherent. A knock-on effect is the low number of students pursuing study or careers in science and engineering. Lately, however, space activity has been receiving greater attention from official circles and, in an effort to capitalise on this, a group of individuals has come up with a plan to hold an annual conference on UK space policy.
