The International Traffic in Arms Regulations (ITAR) govern the export of defense-related technologies and services from the USA. In 1999 Canada's exemption to ITAR was suspended because of American objections over some Canadian companies retransferring US technology to third countries. This paper is a first attempt to quantify the impact of ITAR on the Canadian space industry. Thirty-two space-related companies were contacted and a total of nine responses were received, representative of around 60% of the Canadian space industry in terms of workforce and revenue. According to the results, the Canadian space industry has been relatively effective in meeting the challenges imposed by ITAR. However, these workarounds do not diminish its negative impacts, particularly with respect to cost and schedule. It is expected that ITAR will continue to affect the Canadian space industry, as no near-term relief from the current regulatory environment is on the horizon. 相似文献

The USA adopted a new defence strategy in 2012 which responds to the changing geopolitical landscape and straightened economic circumstances. The emphasis is on leaner, more flexible and diversified operations, while priority areas have shifted from Europe to the Asia-Pacific (in acknowledgement of China's growing military might) and the Middle East. This will have consequences for Europe, which is now expected to take a greater share of the strategic burden. The major developments in the strategy – such as eschewing the pursuit of lengthy engagements on more than one front, and using the military to complement diplomatic and economic initiatives – are discussed. Europe is urged to respond by maintaining its national strategic and industrial autonomy, including in access to space and missile defence. 相似文献

For modeling the space dust and debris effect on flying vehicles, an investigation of the low-velocity impact of corundum and tungsten powders, accelerated by explosion, with particle size up to 50 microns on steel and duralumin targets was carried out. Also studied was the impact of sewing needles against metal and dielectric barriers, antimeteor shield models, and duralumin containers with hard materials, gunpowder, and explosives. At impact of powders at velocities of up to 2 km/s and needles at a velocity of up to 0.5 km/s against metals, the channels arose with lengths greater than 100 and 50 diameters of a striker. At impact of needles, the containers with hard explosive materials were destroyed because of ignition of their contents, and containers with plastic explosive were punched through, and no burning occurred. The energy, released at destruction of plexiglas blocks and containers with hard materials, many times exceeded the impact energy due to release of the elastic energy stored in them. 相似文献

The initiation of a new vision for exploration, as articulated by US President George W. Bush on 14 January 2004, has excited much interest. This article analyzes the dynamics and potential for changes in the processes and participants in future space policy and space exploration activities. It examines a range of possible alternative paths for NASA and the US government's space exploration activities, the international space community and the private sector in the articulation and pursuit of future space exploration endeavors. It concludes that the new vision for exploration brings about both an opportunity and indeed a necessity for movement towards new and innovative methods and institutions for the effective conduct of multidimensional and multilateral space exploration activities in the future. 相似文献

With the recent announcement of the discovery of the possibility of life on Mars, there is renewed interest in Mars missions, perhaps eventually in human missions. Astronauts on such missions are at risk to occasional periods of enhanced high energy particle flux from the sun known as Solar Particle Events. These events can pose a substantial risk to the health of the astronauts and to the on-board electronics. Effective forecast and warning of these events could provide time to take steps to minimize the risk (retreating to a safe haven, shutting down sensitive equipment, etc.) Providing that forecast capability, will require additional monitoring capability. The extent of this architecture is sensitive to the orbit selected for the transfer to and from Mars. This paper looks at the major classes of Mars missions (Conjunction and Opposition) and sub-categories of these classes and draws conclusions on the number of monitoring satellites needed for each, with a goal to reducing total system cost through optimum orbit selection. 相似文献

This article provides an overview of NASA's plans to encourage commercial use of the International Space Station (ISS). It examines the reasons driving such commercialization and highlights those private companies currently most interested in undertaking profit-making operations on the station, as well as discussing those activities most likely to be seen as commercial possibilities. The steps NASA is taking to stimulate private interest are enumerated. Various unresolved issues are raised, such as the legal issues associated with commercial research, charging policy for in-orbit operations and ‘metering’ of in-orbit resources. With the revival of the US national missile defence, there is a danger of jeopardising not only the existing arms control and disarmament process, but also some of the measures that are on the table in the United Nations for negotiations. Examples of these are the prevention of an arms race in outer space and the nuclear fissile materials cut-off agreement. In this paper, the missile defence issues are examined. It is suggested that, if the US builds a missile defence system that is allowed by the 1972 Anti-Ballistic Missile Treaty between the USA and Russia, it could achieve its goal of defending itself against a limited missile attack. With this kind of approach, it may be possible to save many of the long-standing bilateral and multilateral treaties and prevent the beginning of a new and much wider nuclear arms race. 相似文献

In the 36 years between June 1965 and February 2001, the US human space flight program has conducted 100 spacewalks, or extravehicular activities (EVAs), as NASA officially calls them. EVA occurs when astronauts wearing spacesuits travel outside their protective spacecraft to perform tasks in the space vacuum environment. US EVA started with pioneering feasibility tests during the Gemini Program. The Apollo Program required sending astronauts to the moon and performing EVA to explore the lunar surface. EVA supported scientific mission objectives of the Skylab program, but may be best remembered for repairing launch damage to the vehicle and thus saving the program. EVA capability on Shuttle was initially planned to be a kit that could be flown at will, and was primarily intended for coping with vehicle return emergencies. The Skylab emergency and the pivotal role of EVA in salvaging that program quickly promoted Shuttle EVA to an essential element for achieving mission objectives, including retrieving satellites and developing techniques to assemble and maintain the International Space Station (ISS). Now, EVA is supporting assembly of ISS. This paper highlights development of US EVA capability within the context of the overarching mission objectives of the US human space flight program. 相似文献

Global Monitoring for Environment and Security (GMES) is an idea which originated during a meeting in Baveno, Italy, in May 1998, which generated a call for Europe to get its act together in the field of environmental monitoring from space, to define a well articulated strategy in this area and to build upon its excellent scientific research community, its proven technical prowess in Earth observation from space and its nascent political will to express its objectives in international fora related to climate change and other global environment topics. While Europe was already active in the most advanced areas of global monitoring, its rather uncoordinated efforts (even within the European Commission) lacked visibility and did not appear to fit into a clearly established strategy. The ‘Baveno initiative’ was an attempt to remedy this situation and find a place within a developing ‘European Strategy for Space’, which requires ESA and the European Union to work more closely together. GMES was extended to include the ‘security’ (in its wider sense) aspects of global monitoring, a move that produced a number of questions and misunderstandings, but which allowed many in Europe to realize that monitoring the activities of the Earth’ land masses, oceans and atmosphere do include a security dimension. GMES will eventually incorporate an implementation plan which will call upon various monitoring techniques, ambitious modelling projects and connections with society's more urgent requirements with respect to environmental protection and prevention or reduction of risks related to natural hazards. This will entail significant efforts to inform the user communities and to convince them of the relevance and usefulness of this initiative. It will also provide a sound basis for the European contribution to the new initiative for improved coordination of strategies and systems for Earth observations called for by the July 2003 Earth Observation Summit. 相似文献
