文章主要针对我国航天型号项目管理中存在的问题进行分析和研究。例如在大型环境试验和总装过程中,单一项目的管理已经日臻完善;但面对更加繁重的任务和巨大的发展机遇,单一项目的管理所暴露出的问题也越发明显。文章拟用项目群的管理思路来完善和丰富项目管理体系,从而促进环境试验和总装的项目管理水平。  相似文献

Apollo should not serve as a model for the many programs for lunar and planetary exploration currently making headway: it was a unilateral effort whose generous budget would be inconceivable today. Yet President Kennedy was an advocate of cooperation in major space missions, an attitude that makes perfect sense today, when so many agencies have ambitious exploration plans. The importance of President G.W. Bush's ‘Vision for Space Exploration’, by providing a focus for NASA and others, has been underestimated. It should give us a chance to find out whether a long-term objective of moving humans off the home planet is really feasible—surely the point of exploration.  相似文献

The project STEPS (Sistemi e Tecnologie per l'EsPlorazione Spaziale) is a joint development of technologies and systems for Space Exploration supported by Regione Piemonte, the European Regional Development Fund (E.R.D.F.) 2007-2013, Thales Alenia Space Italia (TAS-I), SMEs, Universities and public Research Centres belonging to the network “Comitato Distretto Aerospaziale del Piemonte” the Piedmont Aerospace District (PAD) in Italy. The project first part terminated in May 2012 with a final demonstration event that summarizes the technological results of research activities carried-out during a period the three years and half. The project developed virtual and hardware demonstrators for a range of technologies for the descent, soft landing and surface mobility of robotic and manned equipment for Moon and Mars exploration. The two key hardware demonstrators—a Mars Lander and a Lunar Rover—fit in a context of international cooperation for the exploration of Moon and Mars, as envisaged by Space Agencies worldwide. The STEPS project included also the development and utilization of a system of laboratories equipped for technology validation, teleoperations, concurrent design environments, and virtual reality simulation of the Exploration Systems in typical Moon and Mars environments. This paper presents the reached results in several technology domains like: vision-based GNC for the last portion of Mars Entry, Descent and Landing sequence, Hazard avoidance and complete spacecraft autonomy; Autonomous Rover Navigation, based on the determination of the terrain morphology by a stereo camera; Mobility and Mechanisms providing an Integrated Ground Mobility System, Rendezvous and Docking equipment, and protection from Environment effects; innovative Structures such as Inflatable, Smart and Multifunction Structures, an Active Shock Absorber for safe landing, balance restoring and walking; Composite materials Modelling and Monitoring; Human-machine interface features of a predictive Command and Control System; Energy Management systems based on Regenerative Fuel Cells; aerothermodynamic solutions for Atmospheric Re-entry of Commercial Transportation Systems; novel Design and Development Tools, such as a Rover S/W simulator and prototypes of the DEM viewer and of a S/W Rock Creator/visualizator.The paper also provides perspectives on the proposed STEPS 2 project that will likely continue the development of a subset of the above technologies in view of their possible in-flight validation within next five years.  相似文献

With the proposed implementation of a European space policy and the prospect of several major undertakings in the space domain the European Union should decide to set up a high-level independent body and confer on it the authority and means to provide expert advice on space-related subjects to its institutions, policy makers and agencies, as well as to the space research community. Although the political and legislative situation in the USA is different from that in Europe, such a body has existed there since 1959 and has proven most useful. The current situation in Europe is analysed and the arguments for setting up such a structure are presented. It is suggested that the foundations for this new advisory structure can be found in the existing European Space Science Committee, the European Science Foundation's expert committee on space research. A structure and remit is proposed for such a body and elements of its mode and means of operations are discussed.  相似文献

In the past few years the UK has become increasingly active as the financial conscience of the European Space Agency. This is not because the UK government has a wish to spend more on its national space effort; it is because it remains unconvinced of the benefits of certain European space activities, notably manned endeavours. In the absence of an effective UK space lobby, the government's policies have remained largely unchallenged. This article traces the growth of the Parliamentary Space Committee in the context of developments in recent European space policy and highlights the need for an active UK space lobby.  相似文献

Space Biospheres Ventures is developing technologies for its Biosphere 2 project — a 3 acre materially closed ecological system with human habitat, intensive agriculture and five wilderness biomes — and other life-support testbeds for space habitats in microgravity and the Moon and Mars, as well as for ecological research pertinent to the biosphere of Earth. These include soil bed reactors for air purification and biomass production; aquatic waste processing systems; real-time analytic systems; and computer systems of control and management. A space policy pursuing joint Earth and ‘space biospheres’ objectives and implications is discussed.  相似文献

This report describes the Brazilian Space Organization, the country's general national needs in space and the missions in progress. During the last two decades significant investments were made in space systems development, infrastructure and human preparation. Therefore this effort must show clear benefits to justify its continuation. The way to achieve benefit is to define missions which strategically harmonize Brazil's technical indigenous capabilities and its needs.  相似文献

As a result of increasing public and political interest in ‘space’ (i.e. solar system) exploration at the global scale, the Space Advisory Group of the European Commission has evaluated the situation in Europe with regard to its potential to participate in this ambitious global enterprise. Aspects of science, technology, environment and safety, society, spin-offs and international cooperation were all considered. The group concluded that Europe possesses sufficient key technologies and scientific expertise to play a major role in international space exploration and has recommended that the EU take a central role to ensure the success of future European space exploration, not only to give a clear political signal for the way forward but also to ensure an appropriate financial framework. In this way Europe would embrace the spirit of the European Space Policy and contribute to the knowledge-based society by investing significantly in space-based science and technology, thereby playing a strong role in international space exploration.  相似文献

The information on the project being developed in Brazil for a flight to binary or triple near-Earth asteroid is presented. The project plans to launch a spacecraft into an orbit around the asteroid and to study the asteroid and its satellite within six months. Main attention is concentrated on the analysis of trajectories of flight to asteroids with both impulsive and low thrust in the period 2013-2020. For comparison, the characteristics of flights to the (45) Eugenia triple asteroid of the Main Belt are also given.  相似文献

The US space programme continues to face difficulties in restructuring to meet existing political and fiscal conditions, in part because the basic structure and focus of the programme derive from the tensions of the Cold War. This paper argues that the world's new, more complicated political and economic conditions present a challenge for US policy makers that can be met with a renewed focus on the pursuit of science and the public good, within the context of international economic competition and political and scientific cooperation.  相似文献

The international community is entering an era of shared global utilities from space and is increasingly reliant on space systems and activities that support a myriad of applications and utilities on Earth. A growing number of states are seeking to develop or extend their space capabilities. At the same time, a variety of non-state actors are also extending their involvement in space activities. The United Nations is the principal inter-governmental forum to deal with various space issues of global importance. Moreover, the United Nations system itself has become increasingly reliant on space systems for its day-to-day operations. In order for the United Nations to play its necessary role in the space arena, it will need to be supported by a space policy. A United Nations space policy would provide over-arching guidance on space activities for UN stakeholders in the space arena; it would inform UN participation in space activities and would promote improved coordination and cooperative governance of outer space activities. A world without a common UN space policy will not be able to respond to the challenges of the rapidly evolving space arena in the 21st century.  相似文献

As a direct consequence of exposure to microgravity astronauts experience a number of physiological changes, which can have serious medical implications when they return to Earth. Most immediate and significant are the head-ward shift of body fluids and the removal of gravitational loading from bone and muscles, which lead to progressive changes in the cardiovascular and musculoskeletal systems. Cardiovascular adaptations result in an increased incidence of orthostatic intolerance (fainting) post-flight, decreased cardiac output and reduced exercise capacity. Changes in the musculoskeletal system contribute significantly to the impaired functions experienced in the post-flight period. The underlying factor producing these changes is the absence of gravity. Countermeasures, therefore, are designed primarily to simulate Earth-like movements, stresses and system interactions. Exercise is one approach that has received wide operational use and acceptance in both the US and Russian space programmes, and has enabled humans to stay relatively healthy in space for well over a year. Although it remains the most effective countermeasure currently available, significant physiological degradation still occurs. The development of other countermeasures will therefore be necessary for longer duration missions, such as the human exploration of Mars.  相似文献

Aurora spacecraft is a scientific probe propelled by a “fast” solar sail whose first goal is to perform a technology assessment mission. The main characteristic of the sail is its low mass, which implies the absence of a plastic backing of the aluminum film and the lightness of the whole structure. In previous structural studies the limiting factor has been shown to be the elastic stability of a number of structural members subject to compressive loads. An alternative structural layout is here suggested: an inflatable beam, which is kept pressurized also after the deployment, relieves all compressive stresses, allowing a very simple configuration and a straightforward deployment procedure. However, as the mission profile requires a trajectory passing close to the Sun, a configuration different from the ‘parachute’ sail proposed in another paper, must be used.  相似文献

The African Regional Centre for Space Science and Technology Education in English (ARCSSTE-E) was inaugurated in November 1998, with a mandate for the development of indigenous skills, knowledge and capacity, through rigorous theory, research, applications, field exercises and pilot projects that can enhance socioeconomic development. The institution runs a nine-month Postgraduate Diploma (PGD) programme in the areas of Remote Sensing and Geographic Information Systems (RS/GIS); Satellite Communications; Satellite Meteorology and Global Climate; and Basic Space Science and Atmospheric Physics (BSS), as well as short courses and outreach programmes. This paper describes the impact of the space postgraduate diploma programmes in the African region, highlighting the capabilities of the centre. Using a survey of participants in its courses, it notes where changes are needed and makes recommendations to this end.  相似文献

The initiation of a new vision for exploration, as articulated by US President George W. Bush on 14 January 2004, has excited much interest. This article analyzes the dynamics and potential for changes in the processes and participants in future space policy and space exploration activities. It examines a range of possible alternative paths for NASA and the US government's space exploration activities, the international space community and the private sector in the articulation and pursuit of future space exploration endeavors. It concludes that the new vision for exploration brings about both an opportunity and indeed a necessity for movement towards new and innovative methods and institutions for the effective conduct of multidimensional and multilateral space exploration activities in the future.  相似文献
