The European Space Agency (ESA) is pursuing an independent strategic planning process for consolidating a destination driven (LEO, Moon, Mars) space exploration strategy. ESA's space exploration strategy is driven by the goals to maximise knowledge gain and to contribute to economic growth. International cooperation is a key pillar of ESA's strategy as it is considered both, an enabler for achieving common goals and a benefit, opening new perspective for addressing future challenges. The achievement of ESA's space exploration strategy is enabled through international partnerships. The interagency coordination process conducted within the framework of the International Space Exploration Coordination Group (ISECG) plays an important role in laying the foundations for future partnerships. It has achieved so far the development of a common vision for space exploration, a common plan for implementing the vision in the form of the Global Exploration Roadmap, as well as a common approach for articulating the value of global space exploration. ESA has been a strong promoter and supporter of the interagency coordination process conducted within ISECG and thanks to its unique expertise in international cooperation the Agency has contributed to its success.  相似文献

Space age ethics are to be distinguished as a separate set of ethical concepts for several reasons: outer space constitutes a unifying element for mankind; the unique space environment has an international statute; and the impact of space science and the utilization of space technology will always have both positive and negative international consequences and repercussions. Its main objective is an immaterial output-related activity and much of its waste is equally immaterial. Space technology carries another hazard with it - the danger of domination by extrovert cultures. Proper development of space technology requires international cooperation, scientific creativity and technological innovation combined with sociopolitical, economic and cultural aims and objectives and ethical values. Norms and objectives have to take into account religious concepts, humanistic viewpoints and sociocultural criteria. The ethics of the conquest of space have to consider the benefit of all mankind and that of each single individual, group and society as complementary and of equal importance.  相似文献

In the mid-1980s, Japan decided not only to invest in a totally domestic rocket, “H-II,” to acquire its independent access to space, but also to participate in the U.S. Space Station program to promote international space cooperation. Not until then did Japan try to achieve simultaneously both autonomy and international cooperation. This paper reexamines how Japan achieved a balance between autonomy and international cooperation in its space activities during the 1980s, from the perspective of Japan–U.S. diplomatic history. Against the background of the Japan–U.S. relations of those days, the similarities and differences between the two big space programs made it possible for Japan to decide them at the same time of the mid-1980s.  相似文献

Space exploration into the twenty-first century is contingent upon the ability of states to forge an appropriate vehicle for international cooperation. A theoretical framework that explains international cooperation in space exploration is proposed. This framework encompasses scientific, technological, political, and economic initial conditions, state and nonstate political actors, and models of cooperation that explain how initial conditions and actors interact to realize cooperative outcomes. It is hypothesized that the prevailing initial conditions favor certain political actors over others which, in turn, promote a specific model of cooperation. Cooperative policy outcomes are examined and assessed vis-à-vis case studies of cooperation in space exploration. On this basis, policy recommendations that engender effective cooperative outcomes in space exploration are suggested.  相似文献

The Space Transportation System (STS), for better or worse, has dominated the US space program for some 30 years and is now an American icon. The Space Shuttle orbiters have flown over 120 missions and certainly accomplished some amazing feats, including the deployment of the International Space Station (ISS), the launch and double repair of the Hubble Telescope, a number of classified missions for the US defense establishment and the cementing of international cooperation in space. As the remaining Space Shuttle orbiters head toward various museums, it is timely to look at the STS program in terms of key US space policy decisions that have paralleled the Space Shuttle’s often troubled history. This article seeks, from both a historical and a policy perspective, to assess what might have been. While noting the major accomplishments of the STS, it also identifies what can best be characterized as major lost opportunities and flawed policy decisions that have had multi-billion dollar consequences. In this regard, the US Congress, the White House, and NASA leadership have all played a role. If there have been failings, they have not been by NASA alone, but the entire US space policy leadership.  相似文献

As a result of increasing public and political interest in ‘space’ (i.e. solar system) exploration at the global scale, the Space Advisory Group of the European Commission has evaluated the situation in Europe with regard to its potential to participate in this ambitious global enterprise. Aspects of science, technology, environment and safety, society, spin-offs and international cooperation were all considered. The group concluded that Europe possesses sufficient key technologies and scientific expertise to play a major role in international space exploration and has recommended that the EU take a central role to ensure the success of future European space exploration, not only to give a clear political signal for the way forward but also to ensure an appropriate financial framework. In this way Europe would embrace the spirit of the European Space Policy and contribute to the knowledge-based society by investing significantly in space-based science and technology, thereby playing a strong role in international space exploration.  相似文献

The Human Space Technology Initiative was launched in 2010 within the framework of the United Nations Programme on Space Applications implemented by the Office for Outer Space Affairs of the United Nations. It aims to involve more countries in activities related to human spaceflight and space exploration and to increase the benefits from the outcome of such activities through international cooperation, to make space exploration a truly international effort.  相似文献

This article discusses the development, and the current and future work, of the UN Office for Outer Space Affairs. The Office is active both as a source of information, education and training on space and as a secretariat to COPUOS and its Subcommittees; it also performs a role in the monitoring and implementation of various space-related legal treaties. This article discusses China's ambitions in space now that it seems set to pursue human spaceflight. It suggests that, after sending its astronauts into space, completing orbital rendezvous-docking operations and placing a space lab in orbit, China will focus on the Moon with its Chang’e project. As an emerging space power, China will play a more active role in the international space community through collaboration in areas such as lunar exploration, science operations on the International Space Station, the Galileo Global Navigation Satellite System and the International Geosphere–Biosphere Program (IGBP). In particular, China will vigorously explore new opportunities to expand its cooperation with Russia and ESA to counteract Washington's attempt at containment. Meanwhile, Beijing will continue to follow its self-reliance principle to go its own way in space.  相似文献

This paper summarizes the establishment and current development of space activities in the Bolivarian Republic of Venezuela. Space activities in Venezuela are focused on the areas of telecommunications, Earth observation and research on the physical properties of the Earth, and have as a primary goal the satisfaction of social needs. Current development of space activities started in 1999 when the new National Constitution recognized the value of outer space as the common heritage of mankind, and the key role of science and technology in promoting human welfare. The Bolivarian Agency for Space Activities (ABAE) was created in 2007. Its legal framework recognizes three key elements that drive its policy: the participation of society, capacity building and human training, and international cooperation. Indeed ongoing international cooperation with partners such as China, India, Brazil and Uruguay has already expanded Venezuelan space capabilities, allowing the country to launch its first telecommunications satellite, Venesat-1 in 2008, to plan the infrastructure development for the design of small satellites, and to train 1195 local professionals in space science, technology and applications. Our analysis shows that Venezuela has the potential to become a space leadership country, promoting the social welfare, integration, and sustainable development of Latin American countries.  相似文献

Space exploration is an emblematic domain of space activities where traditionally only established space powers have been active. However, new actors are demonstrating great interest in it, principally for international prestige reasons, with an increasing number making ambitious plans. Complementing national endeavours, international cooperation has become a central element of most countries' exploration strategy, since the costs of doing it alone are so great. Europe's development into a fully fledged actor in space exploration requires a shared assessment of the future challenges, threats and opportunities with which it will be confronted in order to derive the best options for cooperation to lead and anticipate rather than follow and endure change.  相似文献

文章通过对空间碎片国际机制(多边谈判机制)的分析,指出其发展趋势,从而为中国参加相关谈判工作提供参考。空间碎片国际机制的发展已呈现出明显的政策化、法律化和制度化的趋势。无论是从外空利益争夺、外空战略实现,还是从中国航天事业可持续发展、中国航天立法体系完善的角度来讲,积极参加空间碎片技术合作与规则制定的国际谈判都具有重要意义。从国内建设上来看,中国应尽快制定“技术—政策(战略)—法律”三位一体的解决思路和具体方案;从国际层面看,可以借鉴美国一直坚持和贯彻的“技术—政策—国内规则—国际软法—国际法”外空策略,来开展空间碎片减缓和清除等方面的技术与规则制定的合作。  相似文献

China and Brazil have been cooperating in space since 1986 and, after 15 years of successful joint creative work, the two sides agreed a 2002 Protocol, providing a more concrete framework for further cooperation in space projects. This bilateral agreement was heralded as an authentic bilateral effort amplifying the so-called South–South relationship. A close examination of the Protocol has revealed that the document, while responding to the UN Declaration on International Cooperation, has made a significant contribution and set a good example for space cooperation among developing countries. Placed against the background of ongoing space commercialization, the success of this model can test the viability of existing space commercial rules and help introduce further improvements.  相似文献

This is the text of a report prepared by the UN Secretary-General, International Cooperation in Space Activities for Enhancing Security in the Post-Cold War Era. It discusses what can be done in this field - both by states acting cooperatively and by the relevant specialized agencies of the UN - in areas such as arms control and conversion of military technologies, commercialization and proliferation, environmental protection and scientific and technical cooperation. Various confidence-building measures to increase global security are discussed and the need to improve developing countries' access to space technology via the establishment of regional education centres and an international space information centre is emphasized.  相似文献

In 1981 the US spacecraft planned for the international Solar Polar Mission, in cooperation with the European Space Agency, was abruptly withdrawn. This article discusses the events leading up to the withdrawal and how it was handled by NASA and US government officials, and ESA's reaction. Reflections are offered on the experience, and ESA's current attitude towards space partnerships with the USA is examined. The author concludes the Europe is in a stronger bargaining position today, and has also advanced towards having its own autonomous space capability.  相似文献

This viewpoint examines the likely reasons behind the renewed focus on international cooperation in the new US National Space Policy, noting that the rise of various Asian space powers is one factor. It demonstrates the increase in US-Asian space cooperation that is already underway, arguing that such cooperation can only be to the good in providing Asian countries with a greater degree of cutting-edge technology and know-how, as well as contributing to the overall safety and security of outer space. Far-reaching social and political issues are implicit in any discussion of large-scale space development. This Viewpoint argues that the evolution of appropriate political institutions to deal with these issues is likely to be at least as important as the development of new technology. If large-scale space development is to take place, global international cooperation will be essential and such cooperation will have to be underpinned by enhanced institutional and legal structures. In the shorter term, an appropriate institutional response may be the creation of a World Space Agency. However, in the longer term, we should probably view a world space programme as falling within that class of global concerns that would be most appropriately managed by a federal world government.  相似文献

2010 saw both the unveiling of a new US National Space Policy and the announcement of a fundamentally different strategy for US human spaceflight that would move from the NASA-government-led Apollo-style approach to a greater reliance on the private sector and international cooperation. This viewpoint puts forward arguments on why change in the US approach to human spaceflight is needed, while acknowledging that achieving it in the face of vested interests and threats to jobs and livelihoods is extremely difficult. It suggests that greater US recognition of the need to ensure the sustainability of space activity (by addressing debris, radio-frequency interference and potential deliberate disruption of spacecraft), and an apparent willingness to countenance international norms to govern space activities, could be the new policy’s most lasting heritage.  相似文献
