An experimental psycho-physiological method is presented for the evaluation of visual-cognitive performance preconditions and operational reliability of pilots and cosmonauts. As visual-cognitive stress are used tachistoscopically presented instrument symbols under conditions of individual speed of work and time pressure. The results of the compared extreme groups consisting of pilots with good and insufficient flight performance showed that the pilots with impairments to the quality of flight activity differ already before the test in their individual habitual characteristics and actual motivation, during the stress in their operational parameters, in the dimensions of their cardiorespiratory activation as well as in their efficiency and after the stress in their subjective experience of the stress. Conclusions are drawn for the evaluation of the aptitude of pilots and cosmonauts. 相似文献

Despite public enthusiasm, space in the UK is perceived as lacking support from the government and policy often seems incoherent. A knock-on effect is the low number of students pursuing study or careers in science and engineering. Lately, however, space activity has been receiving greater attention from official circles and, in an effort to capitalise on this, a group of individuals has come up with a plan to hold an annual conference on UK space policy. In 2000 there were 40 different countries that had registered space agencies. By 2009 that number had continued to grow to 55. This article discusses how cooperation allows a nation to leverage resource and reduce risk; improve global engagement; and enhance diplomatic prestige of engaged states, political sustainability and workforce stability. The obstacles and impediments to cooperation are substantial, and are manifested through various anti-collaborative behaviors. To achieve success, these obstacles and impediments must be understood and confronted. The article examines the substantial challenges posed by technology transfer constraints, international and domestic politics, and exceptionalism perspectives. Given the imperative to cooperate, four frameworks (cooperation, augmentation, interdependence, and integration) can be employed to overcome these challenges and achieve success. 相似文献

OLTARIS (On-Line Tool for the Assessment of Radiation In Space) is a space radiation analysis tool available on the World Wide Web. It can be used to study the effects of space radiation for various spacecraft and mission scenarios involving humans and electronics. The transport is based on the HZETRN transport code and the input nuclear physics model is NUCFRG. This paper describes the tools behind the web interface and the types of inputs required to obtain results. Typical inputs are mission parameters and slab definitions or vehicle thickness distributions. Radiation environments can be chosen by the user. This paper describes these inputs as well as the output response functions including dose, dose equivalent, whole body effective dose equivalent, LET spectra and detector response models. 相似文献

The speedily expanding Internet is in the process of transforming the technological, economic, and policy bases for nation-state regulation of telecommunications, including space-based satellite networks. Deployment of the packet-switched Internet has accelerated the liberalization of telecommunications markets and has led to far-reaching regulatory restructuring and policy shifts regarding state ownership and control of networks and information flows. As space-based GMPCS networks become integral parts of the globalizing Internet infrastructure, the state-centric legal paradigm requiring state “authorization and continuing supervision” of space activities by “non-governmental entities” stipulated under Article VI of the OST and associated treaties forming the outer space legal regime will be called increasingly into question. This paper examines the technological, economic/trade, and security issues that question whether the existing state-centric paradigm for regulating Internel-based GMPCS satellite systems will remain in legal phase with emerging liberalized regulatory regimes for terrestrial Internet-based infractructures. 相似文献

Until now space activity has been driven by international political competition. But recent events in Eastern Europe have undercut the political incentives for expanded space activity, and meanwhile fiscal constraints, arising for different reasons in the USA, Europe and the USSR, are putting unprecedented pressure on space budgets. In the long term, however, it is likely that a new kind of competition fuelled by economic motives will provide the basis for a more determined and perhaps more stable opening of the space frontier. This paper makes the attempt to illustrate the need for a detailed operational analysis of future space transportation systems with the help of computer-based simulation models. The basic approach deemed suitable for such a systems simulation is explained in some detail. A reference program (100,000 Mg payload per year during 25 years) for a reference mission (heavy cargo transport to GEO for SPS construction) has been selected. A base-line launch vehicle (fully reusable ballistic all chemical three stage vehicle) has been defined, which is considered a serious applicant for such a mission. It was found that the take-off mass of this type of vehicle should be as large as practical from the viewpoint of cost-effectiveness. The example chosen has a GLOW of 10,000 Mg and lifts more than 100 Mg to GEO.With consideration of the operational parameters the simulation model evaluates the annual production rates, inventory of stages, utilization of facilities and operational cost, which amount within this frame of reference to about 96 $/kg net payload delivered to GEO in terms of 1980 dollars and contribute the main share to the total transportation cost. 相似文献

Using economic incentives to control costs is a new concept for space missions. The basic tenets of market-based approaches run counter to typical centralized management techniques often utilized for complex space missions. NASA's Cassini mission to Saturn used a market trading system to assist the Science Instrument Manager in guiding the development of the spacecraft's science payload. This system allowed science instrument teams to trade resources among themselves to best manage their resources (mass, power, data rate, and budget). Thus, Cassini Project management was no longer responsible for adjudicating and reallocating resources that result from instrument development problems. Instrument teams were responsible for directly managing their resources and if they ran into a development problem it was their responsibility to resolve their problem by descoping or through the use of a 'resource exchange.' Under the trading system, instrument cost growth was less than 1% and the total payload mass was under its allocation by 7%. This result is in stark contrast to the 50%–100% increases in these resources on past missions. 相似文献

This article argues for the need to ensure rational use of this resource via a major restructuring of space law. This personal view of trends in global space enterprise suggests that, unless they adapt and re-structure, large-scale national and regional space agencies built on traditional lines may struggle to survive, at least in the developed world. With the growing maturity of speculative private sector space initiatives, the role of traditional space agencies as project managers and mediators between providers and the market may become redundant, while in the absence of a cogent national security argument, public interest in space is no longer to be relied upon to deliver large national space budgets. Australia’s newest space mission, the FedSat scientific microsatellite, was announced at the same time as the former national space program was terminated. This process and its consequences are examined as an instance of microeconomic reform, which seeks to improve productivity and competitiveness by producing a regulatory and infrastructure environment that gives business more flexibility. Historical circumstances unique to Australia may have contributed to this change of direction, but many contributing elements also apply elsewhere. The features of the new approach are identification of public sector space needs; selecting the most suitable team from both public and private sectors to manage the project; and the acceptance of a large proportion of the risk by the proponents. 相似文献

Despite predictions to the contrary at various times from 1957 to 2007, the first 50 years of space security have ended without an arms race or military combat. Arguably, the three riskiest years were 1962, 1983, and 2001. Looking for lessons from these cases, we can identify four primary trends that helped states avoid arms races and direct conflicts in orbit: (1) risks of collective “bads”; (2) fear of action–reaction dynamics; (3) the high cost of space weapons; and (4) the asset of transparency. As we look ahead, trends toward a continued focus on these factors in space security seem strong. But successful prevention of future space warfare will require strengthened forms of individual and collective restraint by all actors in space. 相似文献

"Moderne dance" (as opposed to a more academic or classical dance form) uses techniques from kinesiology, anatomy and improvization which are adapted to a cultural, technological and political environment. The function of a choreographic system is to take and give a measure of the world. This includes, with the present tendency of the evolution of culture, a new "naturalism" which seeks the secrets of the body. Dance movements express in terms of space the dimension fo the infinite. It gives somehow the measure of a world within which everything is relative. Except for the speed of light, time and space are bound together by the same principle. The qualities of body awareness and specific motricity in dancers imply--besides a strict discipline--balance, coordination, muscular performance and perfect orientation, problems that astronauts also encounter in microgravity. Could chosen exercises used in modern dance technique be applied to the training of astronauts? Dancer-choreographer Kitsou Dubois has been working in this direction since 1988. She was granted a "Villa Medicis Hors Les Murs" by the French Ministry of Foreign Affairs, to carry on with her research at NASA, Houston, Tex. in April 1989. It allowed her to investigate the reality of this analogy. She intends to evaluate the dancers' subjective vertical refering to Mittelstaedt's observations on the proportional relationship between "space sickness" and some astronauts poor evaluation of the subjective vertical. A series of major accidents - the explosion of the Space Shuttle Challenger, the destruction of Titan and Delta launchers, and failures of the Ariane rocket series - has led to a reexamination of Western space programmes. In the short term, all satellite launches have been delayed. This is not an insurmountable obstacle, although it will inevitably delay the first space-based tests of SDI hardware. The author outlines the growing gap between the immediate needs of organizations which launch satellites and the more uncertain ambitions of the ‘conquerors’ of space. The former are now bearing the costs of the latter, who are aiming at manned space flights and a human presence in space. In the longer term, these objectives have justifications other than simple industrial and commercial logic. The author suggests that an attempt should be made to reconcile immediate military and industrial needs with the human desire to overcome the ‘Icarus complex’ in the long-term future. 相似文献

In the economic and social circumstances of the 21st century globalized world, there is a need to rethink the traditional roles and positions in space of international intergovernmental organizations, states, both developed and developing, and humankind itself. Uruguay provides an example of a non-typical country that has managed to carve an important niche for itself in the field of space law. Although globalization is an irreversible phenomenon, which has had a devastating effect on the weakest countries, following the attacks of 11 September 2001 insecurity has become globalized for everyone. From the point of view of a state such as Uruguay, this crisis must be looked upon as an opportunity to renew and inspire intelligence, education and culture. In this way—and by continuing to argue for a global space organization—it can contribute to making the Space Age an era of global and planetary solidarity for the benefit of humankind. 相似文献

The aim of this article is to define the major elements of the institutional design process for the Russian rocket and space industry, a process which must take account of the changed economic conditions in the country and provide for the industry's integration into the wider national economy. The article does this by demonstrating the features that need to be understood, highlighting the problems that need to be resolved, and arguing that an institutional design process will have to be based on compromise and accommodation of all the different actors involved. This article explores the use of scenario analysis as a methodology to rigorously analyze potential space futures, particularly with respect to space security challenges, in the context of rapid and uncertain change across several dimensions of human space activities. The successful use of scenario analysis in other (e.g. corporate and military) sectors is described and results of an initial scenario analysis workshop are presented. Scenario analysis is recommended as a promising approach to evaluating the long-term consequences of various policy choices in the context of uncertainty, and as a process well-suited to fostering communication and building consensual knowledge among diverse stakeholders. 相似文献
