For decades, Western European nations have been comparatively uninterested in the military use of space, largely content to rely on the far greater resources of the USA in this area. Today, however, the traditional belief that the security requirements of ‘the West’ are synonymous with those of the USA is increasingly open to challenge. A new European defence identity is emerging, keen to achieve greater autonomy in the security field, albeit remaining within the overarching framework of NATO. Consequently there is a growing requirement for indigenous European capabilities in terms of military space assets. This requirement has been met in part by the establishment, by the Western Union, of a satellite centre in Spain, which currently analyses commercially procured satellite imagery. The centre's capabilities may be expanded if the WEU states decide to add a space-based element — either their own satellite system, or participation in an existing multinational programme. Such a decision is due to be taken towards the end of 1995. This paper concludes by briefly examining the political and security implications of such a decision.  相似文献

Serious recommendations have been made about the development and mutual manning of an international space station. The achievements of ESA show that such international organizations can work successfully in high technology projects, although with problems. However, other work on isolated and confined environments suggests that sustained cooperation in the unique quarters of a space station for long durations may have special inter-cultural difficulties that need to be examined before any long term commitment is made. Also, a careful look at international activities in general suggests that in spite of the fact that there are many potential benefits for cooperative activities, there are also many international obstacles. If such an effort is to be embarked upon, it is important to look candidly at the problems that can be generated from the multi-national social, economic, and cultural systems in order to do serious and direct analyses. Such a project might be strangled by unanticipated and complex problems of a socio-cultural nature.  相似文献

Instead of preparing for space warfare, the USA could make tremendous use of space activities to enhance global security. Arms control verification, environmental monitoring and international cooperation on space missions are important examples. Despite predictions to the contrary at various times from 1957 to 2007, the first 50 years of space security have ended without an arms race or military combat. Arguably, the three riskiest years were 1962, 1983, and 2001. Looking for lessons from these cases, we can identify four primary trends that helped states avoid arms races and direct conflicts in orbit: (1) risks of collective “bads”; (2) fear of action–reaction dynamics; (3) the high cost of space weapons; and (4) the asset of transparency. As we look ahead, trends toward a continued focus on these factors in space security seem strong. But successful prevention of future space warfare will require strengthened forms of individual and collective restraint by all actors in space.  相似文献

Transparency and confidence-building measures (TCBMs) are a set of tools designed to display, predict and discipline states’ behaviour with respect to maintaining the security of space. With intentional and unintentional threats to the peaceful use of space on the rise, there is a growing international consensus on the need for greater transparency in space-related activities as well as confidence-building measures to reduce the prospects of disruption to the ever-expanding role of space in our day-to-day lives. Terrestrial TCBMs can serve as a guide to understanding what political arrangements are possible in space, including certain precedents in the areas of arms control, non-proliferation and disarmament. At the same time, current and emerging challenges in space - including orbital space debris, risk of collisions, growing saturation of the radiofrequency spectrum, the crowding of satellites in geostationary (GEO) orbit and threat of purposeful disruption - need to be evaluated in the context of unilateral, bilateral, multilateral and private initiatives to increase space situational awareness and security. This paper describes and evaluates various prospective TCBMs alongside current proposals to advance safety and security in space, including the EU Draft Code of Conduct for Outer Space Activities. It offers specific recommendations, arguing that Europe is uniquely qualified to negotiate a 21st century TCBM architecture thanks to its history of diplomacy and ability to identify common ground among disparate parties. This will only happen, however, with a more defined institutional design and the EU’s emergence as a global civilian leader.  相似文献

This is the text of a report prepared by the UN Secretary-General, International Cooperation in Space Activities for Enhancing Security in the Post-Cold War Era. It discusses what can be done in this field - both by states acting cooperatively and by the relevant specialized agencies of the UN - in areas such as arms control and conversion of military technologies, commercialization and proliferation, environmental protection and scientific and technical cooperation. Various confidence-building measures to increase global security are discussed and the need to improve developing countries' access to space technology via the establishment of regional education centres and an international space information centre is emphasized.  相似文献

Space applications are used for countering a wide variety of external security threats but their use for the provision of internal security (for non-military threats like terrorism, organised crime or illegal immigration) is still largely neglected. Several steps have recently been taken to consider space applications for counter-terrorism and other internal security threats. In the context of the general call for a specific European security research programme, the European Union’s Framework Programme for Research and Technological Development (FP 7) is conducting several projects using space applications for fighting internal security threats. However, current attempts remain scattered across national and European initiatives, policy fields and pillars, institutional actors and actors involved in various projects. There is thus a strong need for a more integrated approach at the EU-level through a European Internal Security Strategy complementing the existing European Security Strategy. The US has been looking at the provision of homeland security for some time. A revision of existing structures in Europe should thus not neglect the dimension of transatlantic cooperation in this policy area.  相似文献

Japan and China, as two advanced spacefaring nations in Asia-Pacific region, are often referred to as rivals in space. China's successful manned space launch program in 2003 and ASAT test in 2007 were considered as turning points which potentially introduces a “space race in Asia”. This article argues that there are three defining arenas in a space race: competition for prestige or soft power, competition over military capability or hard power, and competition of international services or public goods. It analyzes the objectives, norms and logics of space policy in Japan and China, and argues that these two countries have quite different thinking over what to do in space, explaining that they are playing different games in the first two arenas. However, Japan and China are competing for leadership and influence over the region. APRSAF and APSCO, two similar regional space organizations, are the vehicles for this competition. It concludes that there is a space race only in the third arena as a competition for leadership in Asia.  相似文献

Government space agencies have the statutory responsibility to suport the commercialisation of space activities. NASA's 1998 report “General Public Space Travel and Tourism” concluded that passenger space travel can start using already existing technology, and is likely to grow into the largest commercial activity in space: it is therefore greatly in taxpayers' economic interest that passenger space travel and accommodation industries should be developed. However, space agencies are doing nothing to help realise this — indeed, they are actively delaying it. This behaviour is predicted by ‘public choice’ economics, pioneered by Professors George Stigler and James Buchanan who received the 1982 and 1986 Nobel prizes for Economics, which views government organisations as primarily self-interested. The paper uses this viewpoint to discuss public and private roles in the coming development of a space tourism industry.  相似文献

Previous studies have shown that the disposal of nuclear waste in space is promising as a practical and economically plausible option, based on use of the first generation space shuttle. The promise brightens if we consider use of more effective second generation systems such as fully reusable single-stage-to-orbit transports. These vehicles, with simpler more reliable flight characteristics and with operational economics at least twenty times more favorable than the first shuttle, can become available in the early 1990s when the nuclear waste problem will have grown to truly serious proportions. This paper surveys both vertical and horizontal-takeoff vehicles as they could be used for the Earth-to-orbit phase of nuclear waste disposal mission. The international nature of the nuclear waste issue is emphasized, and the suggestion is made that an international equatorial launch site be established. This launch center, apart from its inherent safety features, would serve as a focus for an international solution of the truly worldwide problem of nuclear waste disposal.  相似文献

This paper discusses the architectural design project “Transformation Structure Space”, which was carried out at the Department of Building Construction HB2 in 2004. The goal of the study was to find innovative solutions for space system design through the application of bionic (biomimetic) approaches. Using specific research both fields as the foundation, five different architectural projects based on a scientific-technological concept were developed. The introduction of natural role models into the design process and the development of the application in space and the respective setting proved to be a difficult task within the timeframe of a design program, nonetheless all of the projects show very innovative aspects.  相似文献

In the past few years the UK has become increasingly active as the financial conscience of the European Space Agency. This is not because the UK government has a wish to spend more on its national space effort; it is because it remains unconvinced of the benefits of certain European space activities, notably manned endeavours. In the absence of an effective UK space lobby, the government's policies have remained largely unchallenged. This report describes the Brazilian Space Organization, the country's general national needs in space and the missions in progress. During the last two decades significant investments were made in space systems development, infrastructure and human preparation. Therefore this effort must show clear benefits to justify its continuation.
