Responding to the demand for a ‘faster, cheaper, better’ implementation of space related services, Domier Satellitensysteme GmbH has established and exercised an approach for the development and production of satellites and the corresponding ground equipment for small missions, referred to as Flexbus. It allows to support space service customers starting from mission engineering via design, development and manufacturing of the necessary hardware, the launch service and ending with the hand-over of the operational system. Flexbus harmonises a modular component concept with a sound design and development approach, as a whole providing the means to offer high quality products in a fairly short time and for competitive pricing. This paper will outline the major features of the Flexbus approach and describe application examples.  相似文献

Through a techno-nationalist lens, this paper will assess the growing China–European Union (EU) space partnership, and its implications for international space cooperation and competition. Techno-nationalism (jishu minzuzhuyi), the idea that technological strength is an effective determinant of national power in a harshly competitive world,3 informs both Chinese and US perceptions of China's space development. Using this lens elevates all space activities—manned, unmanned, military and scientific—to the strategic level. It is our contention that because of the increasing China–EU space partnership, the USA must re-evaluate its approach to China—away from the containment approach, which has thus far predominated, toward an approach which would offer the USA the opportunity to influence and, thereby, decrease the importance of the emerging partnership.  相似文献

The impact of confirmation of life outside the small ecosphere we call Earth will be profound on the terran population as a whole. The “Declaration Of Principles Concerning Activities Following The Detection Of Extraterrestrial Intelligence” and the IAA Position Paper “A Decision Process for Examining the Possibility of Sending Communications To Extraterrestrial Civilizations: A Proposal” provide a firm basis for the development of a new body of space law. It is important that space law design and prepare for implementation of a protocol to guide the nations of the world concerning the search for extraterrestrial intelligence (SETI), through the advice and cooperation of scientists, jurisprudential, philosophical, political and sociological scholars. Through the IAA, the IISL, the United Nations and other organizations, formal documentation should be drafted to encode the Declaration of Principles and IAA Position Paper referred to above. In this way, a body of metalaw can be developed to enable human communication with non-terrestrial life. This paper discusses the philosophical and sociological parameters of terran understanding of our place in the universe which will dramatically impact jurisprudential thought and action in light of the realization of the infinitesimally small niche that humankind occupies. A discussion of these interdisciplinary concerns will be necessary to realize a metalegal approach to interstellar communications and relations.  相似文献

The design presented in this paper is in response to the revolution in private space activities, the increasing public interest in commercial flights to space and the utilization of structures such as space hotels or private orbital habitats. The baseline for the Omicron design concept is the Russian Salyut derived space station module. Salyut was the first space station to orbit the Earth. Its unique design and technical features were what made the development of space stations Salyut 1–7, MIR and the International Space Station (ISS) Zwezda service module possible. Due to its versatility and the reliable operating launch vehicle Proton, this space module series has the potential to be adapted for space hotel development. This paper proposes a conceptual design of the space habitat called Omicron, with particular focus on interior design for the microgravity environment. The Omicron concepts address the needs of space tourism with a strong emphasis on the safety and comfort of the spaceflight participants. The Omicron habitat supports three inhabitants in nominal conditions (e.g., two passengers and one astronaut). The habitat provides a flexible interior, facilities and spaces dynamically transforming in order to accommodate various types of activities, which will be performed in an organically formed interior supporting spatial orientation and movement in microgravity. The future development potential of Omicron is also considered. The baseline version is composed solely of one rigid module with an inverted cupola for observations. An alternative version offers more space using an inflatable structure. Finally, a combination of multiple Omicron modules enables the creation of a larger orbital habitat. The Omicron's subsystems support a few days visit by trained passengers. The transport to the habitat would be provided e.g., by the Soyuz TMA spacecraft carried by the Soyuz launch vehicle in the early stage of Omicron's development, before a fully reusable spacecraft would be available.  相似文献

The paper describes the basic definition and application of 'Cost Engineering' which means to design a vehicle system for minimum development cost and/or for minimum operations cost. This is important now and for the future since space transportation has become primarily a commercial business in contrast to the past where it has been mainly a subject of military power and national prestige. Several examples are presented for minimum-cost space launch vehicle configurations, such as increasing vehicle size and/or the use of less efficient rocket engines in order to reduce development and operations cost. Further a cost comparison is presented on single-stage (SSTO)-vehicles vs. two-stage launchers which shows that SSTOs have lower development and operations cost although they are larger, respectively have a higher lift-off mass than two-stage vehicles with the same performance. The design of a space tourism-dedicated launch vehicle is an extreme challenge for a cost-engineered vehicle design in order to achieve cost per seat not higher than $50,000. Finally an outlook is presented on the different options for manned Earth-to-Moon transportation modes and vehicles – another most important application of 'cost engineering', taking into account the large cost of such a future venture.  相似文献

The growth in NASA's ground network complexity and cost triggered a search for an alternative. Through a lease service contract, Western Union will provide to NASA 10 years of space communications services with a Tracking and Data Relay Satellite System (TDRSS). A constellation of four operating satellites in geostationary orbit and a single ground terminal will provide complete tracking, telemetry and command service for all of NASA's Earth orbital satellites below an altitude of 12,000 km. The system is shared: two satellites will be dedicated to NASA service; a third will provide backup as a shared spare; the fourth satellite will be dedicated to Western Union's Advanced Westar commercial service. Western Union will operate the ground terminal and provide operational satellite control. NASA's Network Control Center will provide the focal point for scheduling user services and controlling the interface between TDRSS and the rest of the NASA communications network, project control centers and data processing facilities. TDRSS single access user spacecraft data systems should be designed for efficient time shared data relay support. Reimbursement policy and rate structure for non-NASA users are currently being developed.  相似文献

Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.  相似文献

This document outlines the objectives, strategy guidelines, and the approach for the harmonisation of European space technology activities, in line with and in support of the resolution “Shaping of the Future of Europe in Space”, adopted at the ESA Ministerial Council in May 1999.Under an overall ESA co-ordination, the European space sector is elaborating a technology strategy based on top-level priorities (Dossier 0), on the mapping of European development and competences and on a co-ordinated Space Technology Master Plan (ESTMP). This plan shall take into account the various European developments, industry capacities and budgets and shall enhance the complementary role of the various partners towards common objectives.The proposed strategy includes selection of priority activities as pilot projects for harmonisation. For these pre-selected pilot projects, agreements are required on responsibilities, leaderships, partnerships and budget commitments.  相似文献

In international literature on astronautics, three main space pioneers are mentioned: Konstantin E. Tsiolkovsky, Robert H. Goddard and Hermann Oberth. There are other two space pioneers that are very rarely mentioned: Robert Esnault-Pelterie and Eugen Sänger. Pelterie is known particularly in Europe, and Sänger is mentioned in the second half of the 20th century normally only in connection with space shuttle flights.Taking a look at Sänger's work and heritage, it is obvious that he greatly influenced the development of astronautics in terms of purely theoretical dissertations on achievable limits of space research as well as in terms of technical approaches to achieving the short- and long-term goals of astronautics, and in terms of setting tasks for organizing mankind to achieve these goals. Sänger's book “The Technology of Rocket Flight” was the first study based not only on basic research, but also on the applied research that he conducted and the findings of which he published in various papers. Sänger was clearly connected with and influenced the development of two experimental research groups in the US in the 1930s, which resulted in two of the most significant companies in the US in the 1950s that manufactured liquid propellant rocket engines. Basic and applied research in the field of space planes resulted in construction of rocket planes such as the US space shuttle and Soviet Buran shuttle.Sänger's research on subsonic and supersonic ramjets in combination with a turbojet engine provided a basis for developing this promising propulsion for use in subsequent space planes designed for flights into low Earth orbits. His pioneering work on the photon rocket represents human achievements in reaching almost unimaginable limits of space research.By striving for a peaceful international approach to space research, Sänger participated in establishing the non-governmental organization IAF (International Astronautical Federation) and realized his idea that space research is a concern for all mankind. He was therefore appointed the first president of the IAF.The paper presents how Sänger influenced the development of rocket technology and astronautics, which definitely ranks him with the first three space pioneers.  相似文献

The concept of a storable liquid monopropellant blend for space applications based on ammonium dinitramide (ADN) was invented in 1997, within a co-operation between the Swedish Space Corporation (SSC) and the Swedish Defense Research Agency (FOI). The objective was to develop a propellant which has higher performance and is safer than hydrazine. The work has been performed under contract from the Swedish National Space Board and ESA. The progress of the development has been presented in several papers since 2000.ECAPS, a subsidiary of the Swedish Space Corporation was established in 2000 with the aim to develop and market the novel “high performance green propellant” (HPGP) technology for space applications. The new technology is based on several innovations and patents w.r.t. propellant formulation and thruster design, including a high temperature resistant catalyst and thrust chamber.The first flight demonstration of the HPGP propulsion system will be performed on PRISMA. PRISMA is an international technology demonstration program with Swedish Space Corporation as the Prime Contractor.This paper describes the performance, characteristics, design and verification of the HPGP propulsion system for PRISMA. Compatibility issues related to using a new propellant with COTS components is also discussed. The PRISMA mission includes two satellites in LEO orbit were the focus is on rendezvous and formation flying. One of the satellites will act as a “target” and the main spacecraft performs rendezvous and formation flying maneuvers, where the ECAPS HPGP propulsion system will provide delta-V capability.The PRISMA CDR was held in January 2007. Integration of the flight propulsion system is about to be finalized.The flight opportunity on PRISMA represents a unique opportunity to demonstrate the HPGP propulsion system in space, and thus take a significant step towards its use in future space applications. The exciting challenge of building a permanent space station has been taken up by the USA, and participation in its development has been offered to the USA's allies. European countries are faced with the dilemma of whether to cooperate or to try to develop an autonomous approach. The author argues that students attending the International Space University (ISU) are becoming a force to be reckoned with in space activities thanks to their enthusiasm, dedication and their Design Projects tackling major technological issues. This article reviews previous projects, before focusing on those of 1993 and 1994, and analyses whether they can be seen as agents for change in space policy making. Key ‘selling points’ are the ‘students’ non-rigid approach to thinking and doing, their refusal to believe in the intractability of any problem and the appeal their novel coalition may have for political leaders.  相似文献

为满足在航天器与地面站之间传输各类数据的要求,航天器和地面设备都有相应的措施与之适应。星上数据的业务综合将航天器上的各类数据合并成一路数据流,经物理信道统一传输。地面设备则将遥测、遥控、测距和数传等功能在基带集成,形成综合基带设备。业务综合与综合基带都曾推动了航天任务中数据传输系统的发展,但二者都是从自身的角度考虑,并没有作为一个系统综合设计。本文对业务综合与综合基带进行一体化设计,使天地系统相互协调,最大限度地提高星地数据传输的可靠性和有效性。文中通过对遥感卫星数据传输系统的设计实例说明了一体化设计思路的应用。  相似文献

A space tourism industry appears to be about to take off. Businesses have announced plans to launch people into suborbital space for $200,000/person, with flights beginning as early as 2008. A brief review of the history of the idea of space tourism over the past four decades—and an awareness that many ventures have quietly shelved their grandiose plans—might aid thinking about the prospects for development of a safe and thriving space tourism industry. Today's space tourism model emphases the concept of luxury, and the lifestyle of hyper-consumption. It may be worth considering whether and how this conception of space tourism might affect the future of space exploration.  相似文献

For the European manned space activities an EVA space suit system was being developed in the frame of the Hermes Space Vehicle Programme of the European Space Agency (ESA). The space suit was to serve the needs for all relevant extravehicular activities for the Hermes Columbus operations planned to begin in 2004. For the present Russian manned space programme the relevant EVAs are performed by the Orlan-DMA semi-rigid space suit. The origin of its development reaches back to the 1970s and has since been adapted to cover the needs for extravehicular activities on Salyut and MIR until today. The latest modification of the space suit, which guaranteed its completely self-contained operation, was made in 1988. However, Russian specialists considered it necessary to start developing an EVA space suit of a new generation, which would have improved performance and would cover the needs by the turn of the century and into the beginning of the next century. Potentially these two suit developments could have a lot in common based on similarities in present concepts. As future manned space activities become more and more an international effort, a safe and reliable interoperability of the different space suit systems is required. Based on the results of the Munich Minister Conference in 1991, the European Space Agency and the Russian Space Agency agreed to initiate a requirements analysis and conceptual design study to determine the feasibility of a joint space suit development, EVA 2000. The design philosophy for the EVA 2000 study was oriented on a space suit system design of: space suit commonality and interoperability; increased crew productivity and safety; increase in useful life and reduced maintainability; reduced development and production cost. The EVA 2000 feasibility study was performed in 1992, and with the positive conclusions for EVA 2000, this approach became the new joint European Russian EVA Suit 2000 Development Programme. This paper gives an overview of the results of the feasibility study and presents the joint requirements and the proposed design concept of a jointly developed European Russian space suit.  相似文献

The construction of the International Space Station in low Earth orbit and the formulation of plans to search for life on Mars indicate that mankind is intent on making the space environment part of its domain. Publicity surrounding space tourism, in-space ‘burials’ and the sale of lunar ‘real estate’ suggests that, some time in the 21st century, the space environment will become an extension of our current terrestrial business and domestic environment. This prompts the question of our collective attitude towards the space environment and the degree to which we should regulate its use and protect it for future generations. This article offers a pragmatic view of an ethical code for space exploration and development, as far as it relates to the protection of the space environment.  相似文献

This article is a revised and updated version of a paper presented at the 49th International Astronautical Congress, held in Melbourne, Australia from September 28 to October 2, 1998. It presents a methodical approach to the future planning of government space activities. Rather than generating detailed programme plans that are hard to implement in a dynamic environment, the method described herein is rather modelling the priorities of different project alternatives. This is less detailed as the plans that usually result from the classic space planning approach, yet is highly usable as a roadmap for implementation. This approach enables a dynamic planning with inherent learning cycles that can easily be adapted to the dynamic changes which are plaguing today’s space policies.  相似文献
