Now that the Cold War is over, the authors of this Viewpoint believe that in the interests of the USA as well as the rest of the world international cooperation should become a more fundamental element of US space policy. Cooperative agreements will not always be easy to reach and will require creative statecraft. To that end the USA should take the initiative in establishing a high-level international policy forum to facilitate discussions on the main goals and objectives to be served by international cooperation in space.  相似文献

This article discusses the crisis facing the USA in the formulation of its space transportation policy, within the context of its overall national space policy. The author examines developments in international space transportation from 1982 to 1992, and the failure of US policies to meet foreign commercial competition in space launches. Two goals have emerged from the US policy debate: to achieve assured access to space, and to reduce the costs of sending payloads to orbit. Both goals need to be faced within the context of a wider commitment by government and private industry to space investment.  相似文献

Access to space-based remote sensing data is critical for Earth science and the study of global change. This article summarizes a variety of US government Earth science data policies and problems. The authors examine current efforts to develop data policies for the next generation of US remote sensing programmes, noting likely problems based on past experiences. They argue that the goal of US Earth science data policy should be to provide the widest possible dissemination of data. Setting such a goal permits the development of a simple, coherent data policy that serves scientific, commercial and US government interests.  相似文献

The 1958 Space Act created separate but related military and civilian space exploration and exploitation efforts for the USA. This Viewpoint reexamines the assumptions of the act, and questions how they might be modified to fit with technical and political developments since 1958. Should separate civilian and military programmes continue? How should launch vehicles be developed and operated? What should be the major goals of the space exploration programmes? A well defined and forward looking space policy is proposed, including a lunar base programme, which will take the initiative away from the USSR.  相似文献

The 2007 US National Research Council Decadal Survey for Earth Science and Applications from Space was the first consensus perspective produced by the US Earth Science community of the relative priorities among a sequence of 17 satellite missions over the course of the next decade. However, the Decadal Survey only captured the perspective of the science community, leading to questions about the inclusion of broader priorities from constituent communities and stakeholders. We present a stakeholder value network analysis for the NASA/NOAA Earth Observation Program. The analysis includes a rigorous articulation of the needs and objectives of 13 major stakeholders and a complete stakeholder value network with 190 individual “value flows” that capture the interactions between all the stakeholders. It produces a novel stakeholder map, graphically indicating the outputs most likely to create a lasting Earth Science program. The most important value loops and program outputs are used to derive a set of high-level program goals that suggest what NASA and NOAA should do, as well as how they should conduct business. The analysis concludes that international partnerships represent a strong potential partner for certain science missions with greater potential value delivery than currently-prioritized efforts with defense stakeholders and concludes that weather and land-use missions, in addition to climate missions, should be given highest priority; water, human health, and solid Earth missions should be given lower priority based on each science category's potential for delivering value to the entire stakeholder network.  相似文献

The Space Transportation System (STS), for better or worse, has dominated the US space program for some 30 years and is now an American icon. The Space Shuttle orbiters have flown over 120 missions and certainly accomplished some amazing feats, including the deployment of the International Space Station (ISS), the launch and double repair of the Hubble Telescope, a number of classified missions for the US defense establishment and the cementing of international cooperation in space. As the remaining Space Shuttle orbiters head toward various museums, it is timely to look at the STS program in terms of key US space policy decisions that have paralleled the Space Shuttle’s often troubled history. This article seeks, from both a historical and a policy perspective, to assess what might have been. While noting the major accomplishments of the STS, it also identifies what can best be characterized as major lost opportunities and flawed policy decisions that have had multi-billion dollar consequences. In this regard, the US Congress, the White House, and NASA leadership have all played a role. If there have been failings, they have not been by NASA alone, but the entire US space policy leadership.  相似文献

How far the broad security, political and economic goals behind the USA's invitation to Russia to participate in the International Space Station have been achieved is assessed in this synthesis of the views of a range of experts in Russian affairs and US foreign and national security policy. The article covers the impacts of cooperation on the Russian aerospace industrial base, on nonproliferation issues and on overall US–Russian relations. Various themes are identified—such as Russian ambivalence over embracing Western norms—and while the experts agreed on certain subjects, there was no overall unanimity.  相似文献

After years of international stalemate talks on space arms control were finally initiated in Geneva in 2009. The position of the new US administration, however, is still waiting to be defined. This article assesses the advantages and disadvantages of different arms control proposals by looking at them from the perspectives of interdependence theory, neoliberal institutionalism and neo-realism, respectively. They all come to similar conclusions as far as conventional military power and security are concerned: any formal or informal ban on debris-producing activities in space would be highly advantageous to the USA and its allies. When the analysis also takes into account US missile defense policy, however, a neo-realist perspective shows rather mixed results.  相似文献

Canada is a space power with unique technical niches that support opportunities for collaboration on space technologies. When U.S.-origin space technologies are involved Canada's ability to collaborate internationally may be conditional on US law and policy. As a result, US export control law can be directly linked to the success or failure of Canadian collaboration. This article examines the strategic impact of U.S. export controls on Canadian autonomy to collaborate on international missions, including multi-use missions. Canadian space export control policy is also examined more broadly with the goal of providing specific policy recommendations that will enhance Canada's future as an international space actor.  相似文献

The current emphasis in the US and internationally on lunar robotic missions is generally viewed as a precursor to possible future human missions to the Moon. As initially framed, the implementation of high level policies such as the US Vision for Space Exploration (VSE) might have been limited to either human lunar sortie missions, or to the testing at the Moon of concepts-of-operations and systems for eventual human missions to Mars [White House, Vision for Space Exploration, Washington, DC, 14 January, 2004. [1]]. However, recently announced (December 2006) US goals go much further: these plans now place at the center of future US—and perhaps international—human spaceflight activities a long-term commitment to an outpost on the Moon.Based on available documents, a human lunar outpost could be emplaced as early as the 2020–2025 timeframe, and would involve numerous novel systems, new technologies and unique operations requirements. As such, substantial investments in research and development (R&D) will be necessary prior to, during, and following the deployment of such an outpost. It seems possible that such an outpost will be an international endeavor, not just the undertaking of a single country—and the US has actively courted partners in the VSE. However, critical questions remain concerning an international lunar outpost. What might such an outpost accomplish? To what extent will “sustainability” be built into the outpost? And, most importantly, what will be the outpost's life cycle cost (LCC)?This paper will explore these issues with a view toward informing key policy and program decisions that must be made during the next several years. The paper will (1) describe a high-level analytical model of a modest lunar outpost, (2) examine (using this model) the parametric characteristics of the outpost in terms of the three critical questions indicated above, and (3) present rough estimates of the relationships of outpost goals and “sustainability” to LCC. The paper will also consider possible outpost requirements for near-term investments in enabling research in light of experiences in past advanced technology programs.  相似文献

US space exploration policy deliberations tend not to include citizens who lack direct, vested financial interests in the space enterprise. Could expanding the circle of US space policy development players to involve citizens more aptly serve space exploration and the interests of American democratic society in the 21st century? I evaluate the merits and feasibility of citizen participation, drawing upon democratic theory and scholarship analyzing public participation in techno-scientific matters, previous experiences of public involvement in space exploration policy formation, and reflections on my professional experiences in space policy development. I argue that public engagement will enrich the debate surrounding the US future in space and may point toward a program American citizens will support as a meaningful future in the cosmos. I suggest three guiding principles and outline four mechanisms that, if embraced by US space policy makers, could foster meaningful public participation in informing the US space exploration agenda.  相似文献

Two new long-range US space science strategy studies are notable not only for what the new reports say and do for their respective discipline areas but also for what they demonstrate in terms of shared conclusions and in terms of the feasibility of forging consensus on community priorities. Both studies engaged a broad segment of the research community to survey their respective fields, recommend top priority scientific goals and directions for the next decade, provide recommendations for programmatic directions and explicit priorities for government investment in research facilities, and address issues of advanced technology, infrastructure, interagency coordination, education, and international cooperation. The two studies demonstrate that cross-program priorities can be established when a community sees the effort as being beneficial to the long-term health of the field.  相似文献

The major features of President Obama’s new US space policy are discussed and particular aspects are compared with those of the previous Bush policy. In many cases there are similarities of substance but the tone of the latest policy is more outward looking and inclusive, with a far greater emphasis on cooperation, both internationally and with the private sector. And while some complain that the policy does not sufficiently emphasize US leadership, a statement by President Obama on the day of its release makes clear that this remains a paramount goal. Serious questions remain, however, about implementation of the new policy, particularly where it requires substantial government funding such as human spaceflight and the restructured weather/environmental satellite programs.  相似文献

This article reviews the core legacies of the Space Shuttle program after 25 years and suggests that, while it was not an unadulterated success, on balance the Shuttle served a valuable role in the development of spaceflight and deserves an overall positive assessment in history. There are five core legacies that deserve discussion. First, the Space Shuttle has a reputation as a mistake resulting from a policy failure that should never have been pursued. Second, it has been criticized as a program that prohibited other paths for the US space program. Third, and more positively, the Space Shuttle provided more than two decades of significant human spaceflight capability and stretched the nature of what could be accomplished in Earth orbit much beyond where it had previously been. Fourth, it served as a relatively flexible platform for scientific activities. Finally, and perhaps most significantly since the US human spaceflight program has always been focused on national prestige, the Space Shuttle served well as a symbol of American technological verisimilitude.  相似文献

Confused and short-sighted decisions dominated by political expediency have been made about US space policy in the past 30 years. Overly large and ambitious systems have been chosen, resulting in today's crisis in space transportation. The history of commercial aircraft development offers an alternative example of producing in a range of sizes and capabilities for a wide variety of users, and shows that the space transport industry could benefit from applying the decision-making processes used in private enterprise. The authors examine strategies for privatization of space transportation and conclude that policy support for the commercial launch industry must be continued. NASA must be reoriented towards its basic research function, and more government services should be bought from the private sector.  相似文献

Has the current US space policy improved the USA's overall strategic position? Does it affect favorably international partnerships? These questions are examined in terms of security, political economy, and influence. In today's context, where there are more space players, more options, more potential for unintended consequences, and higher stakes, unilateral action is more limited in its effectiveness than in earlier times. Surveying current US space policy, it is not clear that data-driven, analytically based decisions are being made to affect positively national independence, innovation, market creation, and international perceptions of the USA as a trustworthy partner. More promising are the steps taken to bolster a predictable space operational environment and economic competitiveness. Ultimately, in order to achieve American excellence and leadership, a ‘closed loop’ on the policy system is needed, to gauge regularly and systematically whether the US is achieving the desired national outcomes.  相似文献

Satellite land remotely sensed data are used by scientists and resource managers world-wide to study similar multidisciplinary earth science problems. Most of their information requirements can be met by a small number of satellite sensor types. Moderate-resolution resource satellites and low-resolution environmental satellites are the most prominent of these, and they are the focus of this paper. Building, launching, and operating satellite systems are very expensive endeavors. Consequently, nations should change the current pattern of independently launching and operating similar, largely redundant resource and environmental satellite systems in favor of true and full collaboration in developing, launching, operating, and sharing the data from such systems of the future. The past decade has seen encouraging signs of increasing international collaboration in earth remote sensing, but full collaboration has not yet been attempted. A general strategy to achieve such international collaboration is presented here, including discussion of potential obstacles, ideas for organizing and overseeing the long-term process toward collaboration, and short-term objectives whereby early successes critical to accomplishing long-term goals can be achieved.  相似文献

The successful realisation of the flagship programmes, Galileo/EGNOS and GMES has been in doubt as a result of the current financial constraints. In providing an overview of the role of these two programmes in relation to implementing European policies – with sector-by-sector information on the ways they can help fulfil specific EU objectives – this paper attempts to demonstrate why and how they must be successfully operationalised. It therefore continues by analysing their political, economic, social, technological, environmental and legal strengths and weaknesses and makes policy recommendations on this basis. Utilising these flagship programmes to carry through major European policies will be crucial for realising their great potential and achieving the Europe 2020 goals of the European Union.  相似文献

There is increasingly broad concern in the USA today about the quality, vibrancy and appeal of science and technical education in general and space education in particular. There needs to be a robust link between the educational community (i.e. the primary and secondary schools as well as colleges and universities) and a well-defined space research and exploration agenda that is strongly supported by the space industry, NASA and other relevant US governmental agencies. Without such a renewal of mission and new goals it will be difficult to re-invigorate and expand quality space education programs. A workshop was therefore convened in 2003 to analyze the problem, discuss new initiatives, organize a survey inviting suggestions from a range of relevant players and draw conclusions on what the USA needs to do to improve space education in the 21st century. Although the focus of this workshop was on space education in the USA the international dimensions of this problem were also addressed and the firm conclusion was reached that similar issues and concerns apply in Europe, Canada, Japan and other spacefaring nations. This article is an edited version of a White Paper subsequently produced to highlight the problem, summarize the proceedings of the workshop and present the results of the survey. Greater clarity in the definition of national space goals, the upgrading of teachers’ skills and an increase in technical scholarships are among the steps recommended.  相似文献

The events leading up to the convening of the Cox Committee by the US Congress in 1998, and those following the declassification of its report in 1999, have had a significant worldwide impact on the US export licensing process. US laws that were once business-friendly have become more stringent to accommodate national security concerns, but with no differentiation between potential adversaries and allies. Whether the change will actually be able to achieve the intended national security goals is uncertain, especially since many of the new measures taken differ from the actual recommendations of the Cox report. In the meantime, international aerospace commerce has become encumbered by rules at best ambiguous, at worst counterproductive.  相似文献
