In the 21st century space activities are having an ever greater influence on global society, economics, culture and the environment; they are becoming a key tool of sustainable development. However, for many individual developing countries, including those in Southeast Asia, there actually are many obstacles to participating in the space field. Therefore in order to promote sustainable space development and to solve space conflicts within the region, all Association of Southeast Nations (ASEAN) nations should embark on greater regional space cooperation as soon as possible. Because regional space cooperation can assure equal rights to space benefits, it does not limit returns only to the first beneficiary or the first user to receive space benefits. In the end, the total space benefits will be spread to other cooperating countries equally.  相似文献

The European Space Agency (ESA) is pursuing an independent strategic planning process for consolidating a destination driven (LEO, Moon, Mars) space exploration strategy. ESA's space exploration strategy is driven by the goals to maximise knowledge gain and to contribute to economic growth. International cooperation is a key pillar of ESA's strategy as it is considered both, an enabler for achieving common goals and a benefit, opening new perspective for addressing future challenges. The achievement of ESA's space exploration strategy is enabled through international partnerships. The interagency coordination process conducted within the framework of the International Space Exploration Coordination Group (ISECG) plays an important role in laying the foundations for future partnerships. It has achieved so far the development of a common vision for space exploration, a common plan for implementing the vision in the form of the Global Exploration Roadmap, as well as a common approach for articulating the value of global space exploration. ESA has been a strong promoter and supporter of the interagency coordination process conducted within ISECG and thanks to its unique expertise in international cooperation the Agency has contributed to its success.  相似文献

Canada's geography made it an early leader in the development of space technology, and generated a civilian-oriented, terrestrially focused space programme with a strong focus on communications and an increasing emphasis on transferring space technology and activity from the government to the private sector. During the 1980s Canada's space programme has strengthened and broadened measurably; its now contains major projects in Earth observation and robotics as well as communications, and has diversified its international partnerships from the USA to Europe. However, persisting weaknesses in launch capability, space science and military space programmes, and the dependence of all three current major projects (Msat, Radarsat, and the International Space Station's Mobile Servicing System) on the USA represent potential vulnerabilities which require national investments and expanded international affiliations if they are to be offset.  相似文献

Several nations are currently engaging in or planning for robotic and human space exploration programs that target the Moon, Mars and near-Earth asteroids. These ambitious plans to build new space infrastructures, transport systems and space probes will require international cooperation if they are to be sustainable and affordable. Partnerships must involve not only established space powers, but also emerging space nations and developing countries; the participation of these new space actors will provide a bottom-up support structure that will aid program continuity, generate more active members in the space community, and increase public awareness of space activities in both developed and developing countries. The integration of many stakeholders into a global space exploration program represents a crucial element securing political and programmatic stability. How can the evolving space community learn to cooperate on a truly international level while engaging emerging space nations and developing countries in a meaningful way? We propose a stepping stone approach toward a global space exploration program, featuring three major elements: (1) an international Earth-based field research program preparing for planetary exploration, (2) enhanced exploitation of the International Space Station (ISS) enabling exploration and (3) a worldwide CubeSat program supporting exploration. An international Earth-based field research program can serve as a truly global exploration testbed that allows both established and new space actors to gain valuable experience by working together to prepare for future planetary exploration missions. Securing greater exploitation of the ISS is a logical step during its prolonged lifetime; ISS experiments, partnerships and legal frameworks are valuable foundations for exploration beyond low Earth orbit. Cooperation involving small, low-cost missions could be a major stride toward exciting and meaningful participation from emerging space nations and developing countries. For each of these three proposed stepping stones, recommendations for coordination mechanisms are presented.  相似文献

In November 2000, the National Aeronautics and Space Administration (NASA) and its partners in the International Space Station (ISS) ushered in a new era of space flight: permanent human presence in low-Earth orbit. As the culmination of the last four decades of human space flight activities. the ISS focuses our attention on what we have learned to date. and what still must be learned before we can embark on future exploration endeavors. Space medicine has been a primary part of our past success in human space flight, and will continue to play a critical role in future ventures. To prepare for the day when crews may leave low-Earth orbit for long-duration exploratory missions, space medicine practitioners must develop a thorough understanding of the effects of microgravity on the human body, as well as ways to limit or prevent them. In order to gain a complete understanding and create the tools and technologies needed to enable successful exploration. space medicine will become even more of a highly collaborative discipline. Future missions will require the partnership of physicians, biomedical scientists, engineers, and mission planners. This paper will examine the future of space medicine as it relates to human space exploration: what is necessary to keep a crew alive in space, how we do it today, how we will accomplish this in the future, and how the National Aeronautics and Space Administration (NASA) plans to achieve future goals.  相似文献

Transparency and confidence-building measures (TCBMs) are a set of tools designed to display, predict and discipline states’ behaviour with respect to maintaining the security of space. With intentional and unintentional threats to the peaceful use of space on the rise, there is a growing international consensus on the need for greater transparency in space-related activities as well as confidence-building measures to reduce the prospects of disruption to the ever-expanding role of space in our day-to-day lives. Terrestrial TCBMs can serve as a guide to understanding what political arrangements are possible in space, including certain precedents in the areas of arms control, non-proliferation and disarmament. At the same time, current and emerging challenges in space - including orbital space debris, risk of collisions, growing saturation of the radiofrequency spectrum, the crowding of satellites in geostationary (GEO) orbit and threat of purposeful disruption - need to be evaluated in the context of unilateral, bilateral, multilateral and private initiatives to increase space situational awareness and security. This paper describes and evaluates various prospective TCBMs alongside current proposals to advance safety and security in space, including the EU Draft Code of Conduct for Outer Space Activities. It offers specific recommendations, arguing that Europe is uniquely qualified to negotiate a 21st century TCBM architecture thanks to its history of diplomacy and ability to identify common ground among disparate parties. This will only happen, however, with a more defined institutional design and the EU’s emergence as a global civilian leader.  相似文献

As orbits are becoming overcrowded the need for a space traffic management system to track space objects, prevent collisions and interference and deal with debris is pressing. Serious political and economic barriers to its creation include the tendency for countries to seek unilateral solutions to safeguard individual nations and moves towards the weaponization of outer space. However, only a cooperative global body will be able to manage space efficiently and fairly. This viewpoint discusses the (lack of) institutions and instruments already in place to manage space and outlines the type of institutional arrangements that might work, suggesting ICAO as a possible model.  相似文献

To meet the future needs of energy on Earth, the transmission of solar power from space is being extensively studied. Since the power station will occupy a position in the geostationary orbit and will use radio frequency spectrum for transmission of energy to Earth, the relative benefits of space solar power and space communications should be considered. The resource allocation of orbit-spectrum to a power station requires a sacrifice from space communications as they both utilize similar limited resources. The power station is to energy what communication is to information. While the cost of energy is going up, the cost of information processing, storage, sharing and transmission is decreasing. Also, increased means of communication are used as a measure of energy conservation. With the advent of computer communication and the Large Scale Integrated (LSI) microprocessors, the technique of multiple access, message switching and satellite switching can be cost-effectively combined. The computer-satellite communication will allow information resource sharing among large numbers of users besides the conventional application of space communications. Since space communication means work effectively in many other areas where ultimate energy use and conservation is possible, the space solar power will not be able to compete or substitute on the basis of equality and social benefits. But, as the transmission technology is similar for both areas, the R & D effort for solar power will certainly increase efficiency and reduce cost for space communications.  相似文献

Despite the global financial crisis, which dominated 2008 and the first half of 2009, Estonia has decided to invest in a space programme. Estonia has extensive experience in the field of astrophysics and has developed capacities in various areas of remote sensing applications. It is on its way to becoming an active ESA partner. This article examines how Estonia is setting its way as a space nation and describes the new context and the role that various bodies are playing in the process. The paper describes the vision and strategy for space activities in the country. An overview of the possible measures to be taken to support the enterprises and scientific institutions with the highest potential for space cooperation is discussed, as are various risks in making progress in the space field, and measures for overcoming these.  相似文献

This paper discusses the architectural design project “Transformation Structure Space”, which was carried out at the Department of Building Construction HB2 in 2004. The goal of the study was to find innovative solutions for space system design through the application of bionic (biomimetic) approaches. Using specific research both fields as the foundation, five different architectural projects based on a scientific-technological concept were developed. The introduction of natural role models into the design process and the development of the application in space and the respective setting proved to be a difficult task within the timeframe of a design program, nonetheless all of the projects show very innovative aspects.  相似文献

Developments in remote-sensing technology have prompted suggestions that the news media could soon make routine use of newsgathering from space. A satellite system dedicated to this purpose (a ‘Mediasat’) could supply critical information. Government policy makers, however, fear that the media's use of such technology could affect national security, foreign relations and personal privacy. This article assesses US government policy on current and future newsgathering from space, and the technical potential for a Mediasat system. The authors raise doubts about the commercial viability of Mediasat, and point out that existing media sources already provide information on news stories. They conclude that concerns over the use of data from space will have to be met on a case-by-case basis as the media gain experience, using the same criteria now applied to balance the right of freedom of information with the need for national security.  相似文献

The paper describes the main issues for the design of an appropriately planned habitat for tourists in space.Due study and analysis of the environment of space stations (ISS, MIR, Skylab) delineate positive and negative aspects of architectonical design. Analysis of the features of architectonical design for touristic needs and verification of suitability with design for space habitat.Space tourism environment must offer a high degree of comfort and suggest correct behavior of the tourists. This is intended for the single person as well as for the group. Two main aspects of architectural planning will be needed: the design of the private sphere and the design of the public sphere.To define the appearance of environment there should be paid attention to some main elements like the materiality of surfaces used; the main shapes of areas and the degree of flexibility and adaptability of the environment to specific needs.  相似文献

The space elevator is an advanced space transportation system that someday could replace chemical rockets as humanity's primary means of reaching Earth's orbit. However, before this can occur, a number of enabling technologies will need to be developed, and a variety of economic and policy questions must be addressed. The goal of this paper is to examine the feasibility of the space elevator in the context of current space exploration policy. The paper reviews the space elevator's critical enabling technologies and presents their wide variety of applications. The challenges of funding the space elevator and of building support for the program are discussed. The potential for international cooperation is considered, and the role of the space elevator in the Vision for Space Exploration is examined. The paper argues that each of the space elevator's component technologies ought to be developed independently to meet separate nearer-term objectives. The space elevator should be just one of many applications considered in making decisions to pursue research and development related to each component technology. The enabling technologies, once mature, might eventually be integrated in the construction of a full-scale space elevator from the Earth's surface to geosynchronous orbit and beyond.  相似文献

The governments’ priority and budgets for space activities are steadily decreasing and the importance of space activities is not any longer reaching the front pages of the newspaper, as in the 1960s. On the other hand in Europe the people, at large, have shown an important interest and support for space activities. A contribution to bridge the gap between decreasing funding and important support of citizen can come from teaching space policy in universities as well as in special workshops for government, industrial and military circles. Poland has a long-standing tradition in space activities. Polish institutions have participated as co-investigators in almost all European Space Agency (ESA) science projects, as well as on many other missions. However, the first Polish satellite (PW-SAT) was only launched in 2012. Poland was one of the first Eastern European countries to conclude a Cooperation Agreement with ESA in the peaceful use of outer space; it was signed in 1994 and followed by a second in January 2002. Negotiations on Polish membership in the ESA were started in autumn of 2011, and ended in April 2012. Following ratification of the agreement, Poland officially became the 20th Member State of ESA on 19 November 2012. This article examines how Poland is setting its way as a space nation. It describes recent developments in the Polish space programme, including the road to Poland's full membership in the European Space Agency.  相似文献

Space science has been at the heart of humanity's activity in space, a fact reflected in the body of space law set up to regulate such activity. The increase in commercial utilisation of space may threaten the conduct of space science; reform of space law, however, could alleviate this situation. Using the examples of radio and light interference, and space debris, this articles examines ways in which the law could be reformed to improve conditions for scientists. It also discusses the need for, and equitable ways of, prioritising space activities. The forthcoming IHY 2007 should provide an opportunity for scientists to showcase their achievements.  相似文献

Norway has recently published its national long-term plan for space activities (1993–1996) and the main points of this are reproduced here. While telecommunications, positioning and navigation and Earth observation are understandably given a high priority, there is also an emphasis on space transportation and space science, and a belief that Norwegian industry and research institutes are capable of gaining contracts beyond the agreed scope of the country's participation in ESA.  相似文献
