针对某航天型号产品全备状态总装和测试提出相应的工艺方案和措施,对今后实施具有指导意义。某航天型号产品采用全备状态总装模式,在产品总装和测试过程中,火工品参与产品机械对接、综合测试。总装过程中需要将火工品装置逐一接入产品电缆网,最终使产品处于最佳安全保险状态。全备状态总装既要保证产品顺利对接,又要确保火工装置在装配、对接、测试过程中安全可靠。因此,对全备状态总装分别从安全要求及工艺流程等方面进行探索和研究,采取先进合理、安全有效的工艺措施,保证人员和产品的安全。  相似文献

The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities.  相似文献

In 1989, the two sub-committees of the UN Committee on the Peaceful Uses of Outer Space (COPUOS) - the Scientific and Technical Sub-Committee and the Legal Sub-Committee - held their 26th and 28th sessions, respectively, at UN Headquarters in New York. They subsequently produced reports which were discussed at the 33rd session of COPUOS in New York from 5 to 15 June 1989. N. Traditional space relations among civilian space actors are undergoing in the post-cold war era a rapid evolution with a growing number of new institutional entities. The cold war era and its resulting political environment, which limited space cooperation to ‘intra-bloc’ cooperation, has disappeared, allowing the development of new axes and mechanisms of cooperation. The internationalization and regionalization of space activities witnessed in recent years is foreseen to gain momentum, leading therefore to a new geography of civilian space activities.  相似文献

This article briefly presents the historical background, as seen by ISRO and India, to the growing problem of space debris. It describes the technical aspects of ISRO's activities in the field of space debris, and the grey areas in technical understanding, which may impede legal discussions. Analysis of the cost and technical aspects of reorbiting satellites from geostationary Earth orbit (GEO) is detailed, since this is an important area for India and other developing countries. The article also briefly describes ISRO's views of the applicability and relevance of the existing space treaties to a possible future legal regime for space debris. Debates are currently taking place in the UN and other multilateral fora on the subject of space debris and the situation is dynamic. The main aim of this article is to inform readers of ISRO's and India's position in the UN on the subject of space debris, in terms of its technical, political and legal aspects. Certain issues of importance from the legal point of view, though not of immediate urgency, are also discussed.  相似文献

On 5 and 6 December 1994, a two-day workshop was organised by the European Space Agency (ESA) and the European Centre for Space Law (ECSL) at ESA's Headquarters in Paris on the theme ‘Intellectual property rights and space activities: a worldwide perspective’. It was attended by some 90 participants and 16 papers were presented, analysing legal and policy issues with regard to intellectual property rights (IPRs) and space activities in a world context.  相似文献

Poland has a long-standing tradition in space activities. Polish institutions have participated as co-investigators in almost all European Space Agency (ESA) science projects, as well as on many other missions. However, the first Polish satellite (PW-SAT) was only launched in 2012. Poland was one of the first Eastern European countries to conclude a Cooperation Agreement with ESA in the peaceful use of outer space; it was signed in 1994 and followed by a second in January 2002. Negotiations on Polish membership in the ESA were started in autumn of 2011, and ended in April 2012. Following ratification of the agreement, Poland officially became the 20th Member State of ESA on 19 November 2012. This article examines how Poland is setting its way as a space nation. It describes recent developments in the Polish space programme, including the road to Poland's full membership in the European Space Agency.  相似文献

1991 is one of the most decisive years in the history of German space activities. Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme. Space activities in the former USSR were regulated by numerous decisions and regulations, most of them inaccessible to the public. But despite its important space programme the state had no specific space legislation. The country's lawyers for years argued the necessity for a unified space act and the creation of a space agency. The authors of this article discuss the regulation of space activities since the break-up of the USSR. The situation is considered in two aspects: the legal regulation of cooperation within the Commonwealth of Independent States (CIS) in the exploration and use of outer space, and the legal and organizational bases of space activities in Russia after the creation of the Russian Space Agency in 1992. UN-affiliated regional centres for space science and technology education are being established or are in operation in Africa (Morocco, Nigeria), Asia and the Pacific (India), Latin America and the Caribbean (Brazil, Mexico), and Western Asia (Jordan). Education curricula at the university level, embracing remote sensing, satellite communications, satellite meteorology, and space science have been developed for these centres. This article briefly reports on the structure of the most recent updated education curricula in the four disciplines that have been made available for implementation in 2002 and 2003, in the six official languages of the United Nations. This is also an effort to bridge the gap between such education curricula as they vary significantly between nations and among educational institutions in nations.  相似文献

The governments’ priority and budgets for space activities are steadily decreasing and the importance of space activities is not any longer reaching the front pages of the newspaper, as in the 1960s. On the other hand in Europe the people, at large, have shown an important interest and support for space activities. A contribution to bridge the gap between decreasing funding and important support of citizen can come from teaching space policy in universities as well as in special workshops for government, industrial and military circles. Because the need for energy is global, and many energy networks are already interdependent, because no one country has sufficient technological capability or sufficient funds to provide a space solar powered solution on its own, and because any such solution will require international regulation, international coordination will be vital to any attempt to produce energy for Earth from space. This will be made easier by the fact that work on the subject has already been widely publicized and distributed and cooperative efforts have already been made. Various coordinating approaches are described and the need to forge partnerships between government, industry and academia — with greater involvement of all non-space groups concerned with energy — is emphasized. A “terracing approach” to the actual implementation of SPS is suggested and outlined.  相似文献

This paper argues that a better understanding of strategic decision making processes in different space agencies is relevant to the successful carrying out of international cooperative undertakings in space and that this kind of information should be taken into account when decisions are to be made on engaging in a new partnership. In this context, the paper provides a general framework for the study of strategic decision making in space organisations, with particular emphasis on the influence of culture. Additionally, it offers practical examples of how differences in policy priorities, decision making environments and practices amongst space organisations can affect international cooperative endeavours. A particular concern is with the role of national and corporate cultures in creating and reflecting differences between space agencies. In order to gather information on strategic decision making processes in the space sector, a series of 30 interviews was conducted with top decision makers from NASA, ESA and the space organisations of Brazil, France, Canada, Russia, The Netherlands and the UK.  相似文献

This article considers how the USA can best maintain its commercial and governmental competitiveness in space, while facilitating private investment and international marketing, and at the same time keeping up significant cooperation with other nations. The current state of US civilian space activities in each of these areas is summarized, and several alternative solutions are presented. The article concludes that strengthening US competition with other space-capable nations, and improving US ability to cooperate effectively, will require careful coordination of the activities of federal agencies with each other and with the private sector.  相似文献

This article is a revised and updated version of a paper presented at the 49th International Astronautical Congress, held in Melbourne, Australia from September 28 to October 2, 1998. It presents a methodical approach to the future planning of government space activities. Rather than generating detailed programme plans that are hard to implement in a dynamic environment, the method described herein is rather modelling the priorities of different project alternatives. This is less detailed as the plans that usually result from the classic space planning approach, yet is highly usable as a roadmap for implementation. This approach enables a dynamic planning with inherent learning cycles that can easily be adapted to the dynamic changes which are plaguing today’s space policies.  相似文献

The large assembly antenna in space can meet future requirements of both high frequency and large aperture. This paper proposes an experiment on assembling a large antenna at the Space Station, and discusses a realizable procedure of the experiment. The objective of this experiment is that a large antenna of a 10-m diameter is assembled in space and at the same time problems occurring in the assembling process are clarified by conducting the following experiments: assembly of test articles by manipulators, measurement of both mechanical and electrical performance of the assembled antenna, test of the pointing control system, and operational test. In the operational test, the weather radar development test and the large aperture microwave radiometer development test are conducted. Furthermore, the problem areas and items of further study are discussed in this paper.  相似文献
